THAT the minutes of a regular meeting of Council held on March 11, 1991,
be approved.

Michael Hackenberger, Bowmanville Zoo, 340 King St. E., Bowmanville,
LIC 3A6, submitted a letter to Council outlining concerns the Zoo has with
respect to Report WD-25-91 regarding the widening of Highway #2 and
Mearns Avenue. The letter addresses three distinct issues namely, widening
of Highway #2 - Environmental Problems, easements required by developers
for storm works, and land required for the widening of Mearns Avenue. He
stated that he has attended several meetings with the Town to alleviate
these concerns, however, to date the concerns of development and developers
have created unwarranted problems for the operation of the Zoo with little
regard as to the negative impacts.

Karen Allin, R.R. #4, Bowmanville, LIC 3K5, addressed Council with respect
to Report PD-59-91, regarding recommended changes to the Durham
Regional OflIcial Plan. Mrs. Allin requested that a new condition be
implemented into the Official Plan under Section 14.7 - Farm-Related
Residential. She recommended that consents should be granted if the owner
can satisfy the Region that:
they have owned and lived in a century home for 10 years or more and
the home has been fully restored
they have operated the farm, of 100 acres or more, either on their own or
by crop sharing
they have not been allowed or affiliated with any other retirement lot
if more than one acre severance is required they justifY reasons
She is concerned that farms are not usually purchased for the home's value
and much of the area's heritage is being lost through demolition of these
beautiful homes.
Devon Biddle, 96 King St. E., Oshawa, LIH IB6, was present on behalf of
Joe Saraco to answer questions of Council with respect to Report PD-63-91.
Helen MacDonald, R.R. #1, Newtonville, LOA IJO, addressed Council with
respect to the recommended changes to the Durham Regional OffICial Plan
and outlined her concerns related to the following:
Hamlet development proposal for Kendal and its effect on the Ganaraska
Watershed;
New policy requiriog preparation of a hamlet settlement capacity study
prior to land uses and hamlet boundaries being delineated in the local
Official Plan;
Presently many areas exist for residential growth;
Possibility of Laidlaw Waste System site being officially designated as a
landfill;
Laidlaw and B.F.I. have not been addressed at this time;
Imbalance between industrial and residential tax base must be corrected;
Questions relating to the improved transportation linksges;
Large scale development in north Courtice area when environmental
damage has already been experienced;
Large scale Regional nodes of major activities;
More accessibility to the waterfront is required;
Implications of recognizing St. Marys Marine Terminal as a Harbour.

THAT Report PD-59-91 be received;
THAT Report PD-59-91 and the comments contained therein be forwarded to
the Region of Durham as the Town of Newcastle's comments on the
proposed Durham Regional Official Plan;
THAT the area bounded by Pebblestone Road to the north, Courtice Road to
the east, Oshawa Townline Road to the west and the existing Urban
Boundary to the south, be designated as a "Special Study Area";
THAT the industrial designation of Lot 23, Concession 1, former Township
of Darlington, be extended to coincide with the road allowance between
Lot 22 and Lot 23, Concession 1;
THAT the Town of Newcastle reiterate its position to have Orono designated
as a Small Urban Area and the Region be requested to provide full
municipal services to this area; and
THAT the delegations be acknowledged and advised of Council's decision.

THAT the foregoing Resolution #C-185-91 be amended by deleting the fifth
paragraph and replacing it with the following:
'THAT the Town of Newcastle reiterates its previous position that Orono
must be designated as a Small Urban Area for the following reasons:
a) It is a misrepresentation to call Orono a hamlet with a population of
1,700;
b) Orono is a complete community with historical heritage, regional
level community facilities such as a park and an arena, a business
improvement area that serves Orono and the surrounding farming
community, and an industrial area; and
c) Orono is similar in size and Junction to Sunderland, Cannington and
Beaverton which are considered Small Urban Areas by the Durham
Plan."

their water and well test results;
THAT the Commissioner's Report address the severe water problems being
experienced in this area; and
THAT Mrs. Audrey Andrews and Mrs. Donna Roka be advised of Council's
decision.

Electric Commission;
WHEREAS only the communities of Bowmanville, Newcastle, and Orono are
served by the Newcastle Hydro Electric Commission within the Town of
Newcastle;
WHEREAS there are new and expanded urhan areas within the Town of
Newcastle paying higher rates for Hydro Electric Power than those within
the Commission's jurisdiction;
NOW THEREFORE BE IT RESOLVED THAT the Newcastle Hydro Electric
Commission be requested to bring forward a status of proposal or propossls,
or reports submitted to the Province as to how this inequity may be
resolved; and
THAT the Town of Newcastle request that the said proposal, or suggested
proposals be brought forward within 60 days, for an assessment by the
Council of the Town of Newcastle.
