Resolution #C-142-91 Moved by Councillor Wotten, seconded by Councillor Stapleton THAT the minutes of a regnlar meeting of Council held on February 25, 1991, be approved. llCARRIED" Susan Hendricks, Chairman, Newcastle Public Library Board presented to Council a report on the Newcastle Village Branch Capital Project. She indicated that in the 1990 Capital Budget, Council approved an amount of $284,SOO.00 to be drawn from the Lot Levy Fund for Library Services for the start-up costs of an expanded branch in Newcastle Village. It is now expected that the Capital Grant plus accumulated interest less total project expenditures will leave funds remaining in the amount of approximately $20,300.00. The Board sees two possible options for these remaining funds: . . . Council Minutes DELEGATIONS COMMUNICATIONS - 2 - March 11, 1991 Option 1 - Upon fmal project completion, the Board could forward the remaining funds to the Town for return to the Lot Levy Fund for Library Services and for use on future Library Capital Projects to which Lot Levy Funds may be applied; or Option 2 - The Board could spend all remaining funds in 1991 on books and other resource items for the Newcastle Village collection, thereby increasing the base size of the branch collection by 1,000 items more than in the original project plan. The Library Board's preference is Option 2. Council Minutes COMMUNICATIONS D - 1 Day of Mourning CIO.173.AD D - 2 Newcastle Town Hall R05.360.GE - 4- March 11, 1991 Resolution #C-147-91 Moved by Councillor Hooper, seconded by Councillor Wotten THAT the correspondence dated February 20, 1991, from John Lewis, Chair - Day of Mourning Committee, Durham Regional Labour Council, requesting proclamation of Day of Mourning be received; THAT Sunday, April 28, 1991 be proclaimed "Day of Mourning' in the Town of Newcastle and advertised in accordance with Town Policy; and THAT John Lewis be advised of Council's decision. nCARRIEDIt Resolution #C-148-91 Moved by Councillor Hooper, seconded by Councillor Wotten THAT the correspondence dated February 19, 1991, from Corinne Allin, requesting authorization to rent space in the Newcastle Village Community Hall be received; THAT the correspondence be referred to the Director of Community Services for review and the preparation of a subsequent report to be submitted to the General Purpose and Administration Committee; and THAT Corinne Allin be advised of Council's decision. "CARRIED" Resolution #C-151-91 Moved by Councillor Hooper, seconded by Councillor Wotten THAT the correspondence dated March 5, 1991 from Elaine Heyes, requesting permission to sell cut flowers and plants on the northeast corner of Townline Road and King Street East on Easter Weekend and Mothers Day Weekend be received; THAT Elaine Heyes' request be approved provided a donation be made to the Kidney Foundation of Canada from the proceeds of the sale of these flowers; and THAT Elaine Heyes be advised of Council's decision.
