THAT EGD-52-04 be received; 2. THAT transit service to Wilmot Creek continue to be provided three times a week in the morning and afternoon; and 3. Report #EGD-52-04 Page 2 1.0 BACKGROUND 1.1 In November, 2003, Clarington Transit expanded its downtown Bowmanville service to provide for a morning and afternoon run to Wilmot Creek Community on Monday, Wednesday, and Friday and to Orono on Tuesday and Thursday. Clarington Transit was able to provide this service at a very low additional cost to the contract with Oshawa Transit since the bus providing these runs was already providing our AM. and P.M. School Specials. This service commenced as a pilot project and staff are pleased to report on the service's acceptance and use in the communities of Wilmot Creek and Orono one year later. 2.0 STATISTICS 2.1 Daily ridership statistics are compiled by our contract operator and tallied in a monthly summary. The following are the monthly counts for these routes: Wilmot Creek Orono (total # of [ assenaers) November 2003 - 12 December 2003 8 25 January 2004 29 11 February 2004 28 11 March 2004 35 48 Aoril 2004 64 25 May 2004 100 17 June 2004 145 30 July 2004 177 35 AUQust 2004 87 45 September 2004 123 32 October 2004 130 13 Both services appear to be well used with a general increase in ridership. It is interesting to note the significant increase in ridership on the Wilmot Creek route starting in May. This is due to two reasons: 702 Report #EGD-52-04 Page 3 1) Wilmot Creek management requested a mid-day run at their cost to augment the Municipality's AM. and P.M. runs. 2) The addition of the third run has resulted in an increase in ridership on the other two runs due to increased convenience. 3.0 FEEDBACK 3.1 All feedback that staff have received regarding service to these areas has been favourable. Staff have spoken to Wilmot Creek management and to our contractor (OTC), and their comments have been positive. 4.0 COSTS 4.1 Council will recall that both these routes are serviced at a nominal cost by the Municipality's leased bus. Specifically, there is a 6 hour minimum charge for the Municipality's third leased bus to provide the AM. and P.M. School Special runs. The morning and afternoon runs to Orono and Wilmot Creek can be accommodated at a minimal additional charge to Clarington. It should be noted that any increase of the existing service to these areas will be at full hourly cost or would require the Municipality to purchase another bus. 3.0 CONCLUSION 3.1 Clarington's Transit Master Plan was approved by Council in 2003 and the report demonstrates the need for and benefits of transit service within the Municipality. This plan recommends the continuation of both services. In light of the Clarington Transit Master Plan and in consideration of the low cost to provide this service, staff recommend that the service to both areas be continued. ~ 7 (I:~
