Minutes of a special reconvened meeting
of Council held on September 25, 1995,
at 8:35 p.m., in the Council Chambers

Moved by Councillor Dreslinski, seconded by Councillor Hannah
THAT Report PD-88-95 be received;
THAT the Public Consultation Report No.7 appended to Report PD-88-95 and
the recommendations contained therein, be approved for inclusion in the
recommended Clarington Official Plan to be brought forward to council for
consideration and approval; and
THAT all delegations be acknowledged and thanked for their input and be
notified of Council's decision.

Councillor Novak made a declaration of interest with respect to Deferral Area
No.6, vacated her chair and refrained from discussion and voting on the subject
matter. Councillor Novak indicated that she resides in the subject area.

Moved by Councillor Hannah, seconded by Councillor Elliott
THAT Recommendation 2-3 of Report PD-88-95 be amended to read as follows:
"THAT the recommended 2016 Urban Area Boundaries as shown on
Maps 4 to 6, be utilized for the recommended Official Plan subject to the
following changes:
i) THAT the Urban Area Boundary be extended to include
Deferral Area No.6 within the 2016 Urban Area Boundary and
that the lands be designated as Special Policy Area with
underlying residential designation and environmental protection
areas for the Farewell Creek Tributaries. The determination of
the nature and extent of residential development, detailing land
uses, density and population allocation, etc., will be subject to the
completion of a watershed study for the BlacklFarewell Creeks."

THAT Submission No. Wl73 from Robert Merrin, St. Anthony of Padua Parish,
requesting that Sections 11.4.2 and 11.5.3 be modified to permit churches in
prestige employment areas and light industrial areas, be referred back to staff for
further review.

THAT Recommendation 4-4 of Report PD-88-95 be referred back to staff for
further clarification.

THAT Recommendations 5-1 to 5-4 inclusive, be revised by replacing the words
"Shoreline Hazard Zone" with the words "Regulatory Shoreline Area".

Moved by Councillor Pingle, seconded by Councillor Scott
THAT Recommendations 5-2 and 5-3 of Report PD-88-95, be replaced with new
recommendations permitting new buildings or structures of any type within the
Regulatory Shoreline Area, providing that the same building code regulations and
by-laws of the Municipality and all regulations of the Central Lake Ontario
Conservation Authority which apply to all areas of the municipality, are met.

THAT Recommendation 5-3 of Report PD-88-95 be amended in the first
paragraph by deleting the words 'whichever is less" and replacing them with the

Urban Area, be referred back to the Planning and Development Department to
allow for a review of the engineering data submitted by Bob Stevenson.

THAT the density of the Wilmot Creek Retirement Community, be increased to
allow for 960 single detached residential units.

THAT the Chief Administrative Officer provide a report to Council on how the
Official Plan will affect economic development.

THAT the comments of those delegates who raised new issues, as well as any new
submissions, be referred to the Planning and Development Department to be
considered in conjunction with the preparation of the recommended Official Plan.

Councillor Novak made a declaration of interest with respect to Deferral Area
No.6, vacated her chair and refrained from discussion and voting on the subject
matter. Councillor Novak indicated that she resides in the subject area.
The foregoing Resolution #C-675-95, as it relates to Deferral Area No.6, was
then put to a vote and CARRIED AS AMENDED.

THAT leave be granted to introduce By-law 95-137, being a by-law to confirm the
proceedings of the Council of the Municipality of Clarington at the special
meetings held on September 14, 15 and 25, 1995, and that the said by-law be now
read a first and second time.
