Inaugural Minutes ROLL CALL Present Were: Also Present: MUNICIPALITY OF CLARINGTON December 5, 1994 Minutes of the Inaugural Meeting of the Council of the Municipality of Clarington held on December 5, 1994, at 7:00 p.m., in the Council Chambers Mayor D. Hamre Councillor A. Dreslinski Councillor L. Hannah Councillor M. Novak Councillor J. O'Toole Councillor P. Pingle Councillor D. Scott Chief Administrative Officer, W.H. Stockwell Director of Community Services, J. Caruana Fire Chief, M. Creighton Director of Public Works, W. Evans Deputy Clerk, M. Knight Treasurer, M. Marano Director of Planning & Development, F. Wu Clerk, P. Barrie The Clerk called the meeting to order and asked Marie Knight, Deputy Clerk, to lead the meeting in the singing of O'Canada. The invocation was given by Reverend Frank Lockhart, Trinity United Church, Bowmanville. The Clerk administered the Oath of Office of Mayor and Oath of Allegiance to Mayor Elect Diane Hamre. The Clerk then administered the Oath of Office and the Oath of Allegiance to the following: Ann Dreslinski Larry Hannah John O'Toole Regional and Area Councillor Regional and Area Councillor Regional and Area Councillor Mary Novak Pat Pingle David Scott Area Councillor Area Councillor Area Councillor The Clerk turned the meeting over to Her Worship Diane Hamre. . . . Inaugural Minutes REMARKS - 2- December 5, 1994 Gordon Mills, M.P.P., Durham East, congratulated the Councillors on their election and wished them success in reaching their goals. He assured the Council that the Provincial Government will work closely with the Municipal Council in a productive relationship during their term. INAUGURAL ADDRESS REPORTS Schedule of Meetings For 1994 - 1997 BY-LAWS Mayor Hamre offered sincere congratulations to each Member of Council on being elected to represent the residents of this municipality. She stated that it will be up to each one to see that the business is managed and operated efficiently and effectively and with a sense of pride that the municipality deserves. This, however, is not going to be easy, the demands are many and dollars are being expected to stretch further and further. Mayor Hamre indicated that the next three years will be challenging, however, it will be facing and dealing with these challenges that will enable the municipality to have a positive, exciting and proud future. She emphasized that she appreciates the opportunity to work with each and every Councill Member to better serve the people of Clarington over the next three years. Resolution #C-743-94 Moved by Councillor Novak, seconded by Councillor Hannah THAT Report CD-46-94 be received; THAT the schedule for the regular General Purpose and Administration Committee and Council Meetings for the years 1995, 1996 and 1997 as presented in Schedule "A" attached to Report CD-46-94, be approved; and THAT the General Purpose and Administration Committee and Council Meetings be held in the Municipal Administrative Centre, 40 Temperance Street, Bowmanville, unless otherwise determined by resolution, with the exception that one Council meeting per quarter shall be held at an appropriate location in either Ward 1 or Ward 3 and advertised in advance of their scheduled date. nCARRIEDII Resolution #C-744-94 Moved by Councillor O'Toole, seconded by Councillor Scott THAT By-law 94-196, being a by-law to appoint the Members of the Clarington Public Library Board, be deferred to the Council meeting scheduled for December 12, 1994. Inaugural Minutes BY-LAWS - 3- December 5, 1994 Resolution #C-745-94 Moved by Councillor Hannah, seconded by Councillor Novak THAT leave be granted to introduce the following by-laws, and that the said by-laws be now read a first and second time: 94-197 being a by-law to establish the Members of Council as Chairmen of Departments and to establish the Order of Proceedings at the General Purpose and Administration Committee Meetings; and 94-198 being a by-law to appoint acting mayors. nCARRIEDII Resolution #C-746-94 Moved by Councillor Hannah, seconded by Councillor Novak THAT the third and fmal reading of By-laws 94-197 and 94-198 be approved. "CARRIED" CONFIRMING BY-LAW Resolution #C-747-94 Moved by Councillor Hannah, seconded by Councillor Novak THAT leave be granted to introduce By-law 94-199, being a by-law to confirm the proceedings of the Council of the Municipality of Clarington at this meeting held on the 5th day of December 1994, and that the said by-law be now read a first and second time. "CARRIED" Resolution #C-748-94 Moved by Councillor Hannah, seconded by Councillor Novak THAT the third and final reading of By-law 94-199 be approved. "CARRIED" . . .
