THAT the minutes of a regular meeting of Council held on October 24, 1994, be

THAT the minutes, as corrected, be approved.

A public meeting was held to pass a by-law to stop-up, close and authorize the
sale of that portion of the road allowance described as the Boundary Road
between the former Darlington and Clarke Townships in Broken Front
Concession, Municipality of Clarington, Regional Municipality of Durham,
designated as Part 1 on Plan lOR-3536. No one spoke in opposition to or in
support of this by-law.

Mr. Ed Theriault, 1840 Nash Road, Courtice, L1E 2M2, addressed Council with
concerns related to the intersection of Nash and Hancock Roads. Mr. Theriault
indicated that the east/west stop sign was removed several years ago which, in his
opinion, has created a dangerous situation at the intersection. He requested that
Council reinstate a four-way stop at the intersection.

Durham Regional Police Association, regarding Section 745 of the Criminal
Code, be received;
THAT the Municipality of Clarington support the Durham Region Police
Association in their opposition to Section 745 of the Criminal Code, which
presently allows persons convicted of first degree murder to seek parole after
serving only 15 years in prison, regardless of the minimum sentence imposed
following their conviction; and

Councillors Scott and Hannah indicated that they will, at the next meeting of
Council, introduce the following motion:
"WHEREAS this Council is deeply concerned about the events of October 31,
1994, that resulted in violence and destruction of property;
AND WHEREAS it views these events as an 'early warning' that are symptomatic
of growing social problems among some of our youth;
AND WHEREAS it intends to determine the causes of these problems, assist the
community to solve them, and decrease the likelihood of future occurrences.
NOW THEREFORE BE IT RESOLVED THAT a Special Task Force on Youth
be formed to advise Council on these matters, consisting of qualified volunteers
from all 3 wards of the municipality, and report to Council within 6 months and
make its recommendations; and
THAT this 'ad hoc' task force consult and liaise with the Durham Regional
Police Force, the Clarington Youth Committee, the Boards of Education, the
Community Services Department, the D.B.I.A.'s, the Ministerial Association, and
relevant social agencies. To assist in the formation of this task force, the
municipality will advertise in the local newspapers for volunteers, determine its
membership, provide a meeting space, and a nominal budget (to be determined
by staff)".

Durham Region Non-Profit Housing Corporation that the Municipality of
Clarington approves, in principle, of the preliminary architectural drawings
completed by Wayne J. Swadron, Architect, which shows the proposed Seniors'
Housing facility encompassing approximately 10,000 square feet for a "Seniors'
Centre" within the structure, and the structure being attached to the Municipal
Fire and Court Building by way of some type of covered walkway; and
THAT the Municipality of Clarington agrees to cover the cost of the 10,000
square feet "Seniors' Centre" on the proviso that an acceptable financial
contribution by the Municipality, either by way of capital investment or long term
lease, is agreed upon between the Housing Authority and the Municipality.

THAT the Director of Public Works be instructed to review the speed, traffic
volume and appropriate stops on Nash Road and report back to the General
Purpose and Administration Committee.

WHEREAS there was a fatal accident at the Leskard Road/Concession Road 7
intersection on November 11, 1994;
AND WHEREAS there was another accident, with injuries, at the Leskard
Road/Concession Road 7 intersection on November 25, 1994;
AND WHEREAS there have been several requests from the public for an all-way
stop at the Best Road/Concession Road 7 intersection;
NOW THEREFORE BE IT RESOLVED THAT Council pass the necessary
by-laws to implement all-way stops at the Leskard Road/Concession Road 7 and
the Best Road/Concession Road 7 intersections;
AND FURTHER THAT the Director of Public Works be directed to install a
flashing red light over the Leskard Road/Concession Road 7 intersection to
provide for a flashing red light for all traffic approaching the intersection; and
THAT the funds estimated to be approximately $12,000 for the flashing red light,
be obtained from the Lot Levy Reserve Fund.
