Mayor Hamre advised Council that she had the privilege to take part in an
announcement that the Oshawa General Hospital will be a site of a new cancer
treatment centre. During the announcement, Premier Bob Rae indicated that
Gord Mills, MPP, should be recognized as one of the leaders in the drive to have
Oshawa General Hospital chosen for this site.

THAT the minutes of a regular meeting of Council held on October 11, 1994, be
approved.

Thomas Coulby, 2074 Nash Road, Bowmanville, LtC 3K4, addressed Council in
opposition to the recommendations contained in Item #21 of Report #1 (Staff
Report WD-57-94). He stated that Maple Grove Public School is located close to
the intersection of Nash and Rundle Roads and he would like to see a four-way
stop erected there. He stated that the staff report does not accurately portray the
situation as the testing was done between 8:00 a.m. and 9:00 a.m. one day only.
Mr. Coulby indicated that most of the speeding in this area occurs during the
afternoon and evening. He stated that the Durham Regional Police agree with
the problem and submitted a letter from Inspector Adams which states that the
Police Department will conduct a survey following the road construction in the
area. Mr. Coulby submitted a petition signed by area residents who are in
support of an all-way stop at Nash and Rundle Roads and indicated that he can
only see positive results from erecting the four-way stop.
Jim Connell, c/o the Royal Canadian Legion, 109 King Street East, Bowmanville,
Lt C 3K8, addressed Council with respect to Rotary Park. He indicated that this
past year, which mar ked the 50th anniversary of the end of World War II, the
Government of Canada adopted the theme Canada Remembers and wondered if
perhaps this should be the year for the Municipality of Clarington to
commemorate the extreme sacrifices exacted of the Colville family and recognize
the heightened spirit of remembrance called for this year. Mr. Connell indicated
that Mrs. Annie Colville is believed to be the only mother in Canada to lose three
pilot sons in the RCAF and won the proudest decoration of three silver crosses
when she laid the wreath for Canadian mothers, Remembrance Day November
11, 1945 in Ottawa. The Colville brothers have been honoured at many places
throughout Canada and therefore, the Legion is respectfully requesting that
Council consider naming the proposed clock tower in Rotary Park "The Colville
Memorial ToweL"

Neil Smiley, Faskin, Campbell, Godfrey, T.D. Bank Tower, P.O. Box 20,
T.D. Centre, Toronto, MSK 1N6, appeared before Council on behalf of the
Toronto Dominion Bank, in opposition to the recommendations contained in
Item #4 of Report #1 (Staff Report PD-126-94), Rezoning Application submitted
by George Papapetrou. Mr. Smiley indicated that the use of the 11' 6" right-of-
way as a primary exit from the proposed site imposes and impinges on the rights
of the T. D. Bank. He stated that any option utilizing the T.D. Bank property
requires the consent and approval of the T.D. Bank and the bank is not a party to
the site plan approval process. Mr. Smiley indicated that unless Council approves
ingress and egress onto King Street, the T.D. Bank would not be in favour of
their property being used as a form of access.

General Purpose and Administration Committee Meeting scheduled for
November 21, 1994, summarizing the tender that has been awarded;
THAT $60,000.00 of the Municipality's contribution be drawn from the
1994 approved Public Works Capital Waterfront Trail Budget Account
#72OS-94003-0261; and
THAT $4,790.00 be drawn from the Planning Department's 1994 Legal Account

Interest Free Loan Moved by Councillor Dreslinski, seconded by Councillor Scott
Rotary/Kinsmen Clubs
FILCH THAT Report ADMIN.19-94 be received;
THAT an interest free loan in the amount of $33,000 be approved jointly for the
Rotary Club of Bowmanville and the Kinsmen Club of Bowmanville, to be repaid
within a term of two years from the date of issue;
THAT the Rotary Club of Bowmanville and the Kinsmen Club of Bowmanville,
provide the Municipality with a letter confirming their joint responsibility to repay
the interest free loan within a two year period from the date of issue of the loan;
THAT the Municipality accept as collateral for the interest free loan, documented
ownership of a set of bleachers purchased by the Rotary and Kinsmen Clubs of
Bowmanville;
THAT the bleachers be stored on the Orono Fairgrounds for their use during the
term of the loan and be available for use by the Durham Central Agricultural
Fair Board;
THAT the maintenance of the bleachers, at a standard acceptable and approved
by the Municipality, be the responsibility of the Rotary and Kinsmen Clubs for a
term of the loan, or until the Durham Central Agricultural Society takes
possession;
THAT the insurance for the bleachers be included on the Municipal property
insurance policy until such time as the ownership has been transferred out of the
Municipality's name;
THAT upon completion of the loan obligation by the Rotary and Kinsmen Clubs,
the Municipality will donate the bleachers to the Durham Central Agricultural
Society for their use at the Agricultural Society Fairgrounds at Orono, at which
time the maintenance and insurance will become their responsibility;

Foster Creek Trail Landscaping, Phase II;
94-170 being a by-law to authorize the execution of a Lease Agreement with

Helen Roussy for the acquisition of an easement for the installation and
maintenance of a storm drain catchbasin associated with the

94-175 being a by-law to authorize the entering into of an agreement with
Rossland Park Limited, William Tonno Construction Limited, Rexgate
Holdings Limited and Claret Investments Limited; the owner of Plan of
Subdivision 18T-90046 and the Corporation of the Municipality of

94-176 being a by-law to authorize the execution of an Offer to Sell between the
