THAT the minutes of a regular meeting of Council held on
September 12, 1994, be approved.

Mayor Hamre introduced Jim Cameron, Parks and Cemetery Supervisor, who
advised that the Apple Blossom Award was created to encourage and recognize
the efforts of the citizens to beautify the front gardens of both residential and
industrial/commercial lands. Mr. Cameron introduced Dave Hinton, Orono
Horticultural Society, to proceed with the awards.

Mr. Hinton indicated that a committee had been formed comprised of a
representative from each of the horticultural societies and a staff member from
the Community Services Department. He introduced Darlene Sullivan, Newcastle
Horticultural Society, Sharon Trudeau, Bowmanville Horticultural Society and
Nick VanSeggelen, Community Services Department, who were the individuals
sitting on the committee. A slide presentation was made highlighting some of the
63 nominations which had been received for the awards. Mr. Hinton expressed
his appreciation to the local newspapers and to the Marskell Group for their
assistane with the Apple Blossom Awards. Mr. Hinton called on Mayor Hamre
to present plaques to the winners in each category as follows:

Mr. Hinton presented a plaque to Mayor Hamre which will be displayed in the
Municipal Administrative Centre as a permanent record of the winners of the
Apple Blossom Awards.
Each Member of Council presented a certificate to each nominee for the Apple
Blossom Awards. Following the presentation, Mayor Hamre thanked the
committee members and the horticultural societies for their work, not only in this
project, but over the past years in beautifying our municipality.
Council recessed to partake in a reception held in honour of the Apple Blossom
Award participants.
The meeting reconvened at 8:00 p.m.

THAT Mayor Hamre forward a letter to the Rotary Club and Kinsmen Club of
Bowmanville, thanking them for their diligence and hard work in putting together
the Rodeo Finals which took place at the Orono Fair Grounds on September 23,
24 and 25, 1994.

Robert CowIe, 2682 Prestonvale Road, Courtice, LIE 2R9 reiterated his
comments from the General Purpose and Administration Committee meeting
held on September 19, 1994, wherein he expressed concern that traffic should not
be diverted from Glenabbey Road to Prestonvale Road. He requested that no
development take place in the south-end of Courtice until this traffic problem can
be resolved.
Hugh Neill, 2111 Prestonvale Road, Courtice, L1E 2S2, thanked Council for
listening to the concerns of the citizens pertaining to traffic problems on
Prestonvale Road and requested that the residents be kept informed and involved
in the process.
Niva Rowan, on behalf of STORM and SAGA, R.R. #1, Newtonville, LOA lJO,
thanked Council for the recommendation made at the General Purpose and
Administration Committee meeting of September 19, 1994, that aggregate
extraction not be permitted within the Ganaraska Forest and in the natural core
and corridor areas and requested that the action be ratified.

reception for attendees of the International Elephant Conference that will be

Mayor Hamre advised Members of Council that the Regional Planning
Committee has taken the same position with respect to aggregate extraction as
the Municipality of Clarington.
Councillor Hannah advised that the Ontario Traffic Conference is requesting the
Association of Municipalities of Ontario to support a resolution from the Ministry
of Transportation regarding Pedestrian Crossovers.

THAT the sum of $6,000 be advanced to the Local Architectural Conservation
Advisory Committee for the express purpose of completing the Bowmanville
Inventory Publication for sale during the 1994 Christmas season;
THAT the Treasurer advance this sum from the Administration Contingency
Account #7007-X-298 at such time as a formal request is received;
ThAT L.A.c.A.C. repay all amounts advanced in quarterly payments in 1995;
THAT the L.A.c.A.C. budget be reviewed during the 1995 budget process to
ensure that any budget surplus from 1994 or prior years be used to payoff any
existing advances;

THAT L.A.C.A.c. be requested, in future budget preparation, to forecast
significant expenditures to ensure orderly budgeting and planning to
accommodate the completion of important projects; and
THAT Diana Grandfield be advised of Council's resolution.

Councillor Scott advised the Members of Council that during the Great
Ganaraska Countryside Adventure, 1,168 people visited the Museum, representing
16% of the Museum's total annual attendance.
