Council Minutes PRAYERS ROLL CALL Present Were: Absent: Also Present: MINUTES MUNICIPALITY OF CLARINGTON June 27, 1994 Minutes of a regular meeting of Council held on Monday, June 27, 1994, at 7:00 p.m., in the Council Chambers Councillor Hannah led the meeting in prayer. Knight Acting Mayor O'Toole requested that one minute of silence be observed in memory of the late Garnet Rickard, former Mayor of the former Town of Newcastle, who passed away on June 23, 1994. Resolution #C-4l9-94 Moved by Councillor Novak, seconded by Councillor Scott THAT the minutes of a regular meeting of Council held on June 13, 1994, be approved. "CARRIED" Acting Mayor O'Toole announced that, under the Canada/Ontario Infrastructure Works Program, four projects in Clarington totalling 2.4 million dollars, were approved to create 32 jobs. The four projects include Church Street Reconstruction, King Street East Storm Sewer, Courtice Community Complex and Fire Hall Renovations. . . . Council Minutes PUBUC MEETING PRESENTATIONS - 2 - June 27, 1994 The Municipality of Clarington is holding a public meeting to consider passing an amendment to the Development Charge By-law No, 92-105, pursuant to the Development Charges Act. Debbie Clarke, Valiant Property Management, 177 Nonquon Road, 20th Floor, Oshawa, LlG 3S2, referred to her letter dated June 21, 1994, previously circulated to Members of Council. She expressed a concern that their engineers and solicitor have not had an opportunity to review the front end agreement to determine how this will impact Valiant Property Management. She does not support the inclusion of financing costs within the calculation. She also wanted Members of Council to be aware of the fact that Valiant Property Management has no responsibility for any benefitting area of the Newcastle Meadows Phase I Property. Edward Fennell, 1207 Rushbrooke Drive, Oakville, L6M lH8, informed Council that members of his family have owned property on Mann Street for 77 years. He advised that Mann Street has been dug up on two occasions and his family has been inconvenienced by the construction, noise associated therewith and garbage. His above-ground pool has also been damaged and he requested retroactive compensation for his losses. Bruce McDonald, RR #1, Cloyne, KOH lKO, advised that he is Mr. Fennell's next door neighbour and concurred with Mr. Fennell's comments. He advised that his mother, who owns property on Mann Street, has no plans to develop her land. Lou Ann Birkett, Team Captain of the Clarington Staff Team for the Oshawa and District Chamber of Commerce Corporate Challenge, was introduced. She advised that the Clarington Staff Team was composed of the following staff members: Patricia Powers, Darlene Potter, Sheila Roman, Wendy Chandler, Fred Horvath, Trent Elyea, Pete Lomax, Todd Letts, John Maloney and Sue Graves. Ms, Birkett was pleased to present to Members of Council and the Municipality, the three plaques awarded to the Clarington Staff Team for "Best Dressed Team!!, "Hide and Seek" and "Spirit of the Challenge." Mr. Joe Dalrymple, Immediate Past President, Visual Arts Centre - referred to the Feasibility Study prepared by Sears and Russell, in association with Polymath and Thaumaturge Inc., with respect to the Cream of Barley Mill and the Assessment of the need for the renovation and restoration of the Mill, a copy of which was previously circulated to Members of Council. He gave a brief history of the Visual Arts Centre which was incorporated in 1976. He introduced Members of the Consultant Team, and Ms. Margaret Rodgers, Administrator of the Visual Arts Centre. That Council give favourable consideration to investigate and support funding of the project through the FederallProvincial Infrastructure Program; and 2. To open lines of communication with Members of Council to ascertain appropriate means of funding through Provincial and Federal Agencies. Mr. Justin Archambault advised, prior to the meeting, that he would not be in attendance. Ms. Sher Leetooze, Heritage Week Committee, 80 Roser Crescent, Bowmanville, LlC 3N9, referred to her correspondence previously circulated to Council and advised that, as Chair of the Heritage Week Committee, she was sad to announce that the planned Heritage Week Activities and Parade had to be cancelled. She presented the Municipality with a cheque in the amount of $6,800 which represented the funds not used by the Heritage Week Committee. She thanked Members of Council for their support over the past seven years and suggested that, in the future, a staff member could perhaps be delegated the task of liaising with the various community groups in an endeavour to co-ordinate the efforts of the community. Council Minutes OTHER BUSINESS Regional Update Boards/Committee Update CONFIRMING BY-LAW - 12- June 27, 1994 Councillor Dreslinski advised that July 1st celebrations conducted by the Orono Town Hall Board in conjunction with the Orono B.I.A., will be held on July I, 1994, at the Orono Park between the hours of 12:00 noon and 4:00 p.m. Councillor Hannah advised that correspondence from c.L.O.c.A. pertaining to the FederallProvincial Infrastructure Program is forthcoming. Councillor Novak, as a Member of the Bowmanville Museum Board, has tickets for sale, the proceeds of which will be donated to the fundraising conducted by the Bowmanville Museum. Acting Mayor O'Toole advised that the Bowmanville Museum celebration will be held on July 1, 1994.
