Minutes of a special meeting of Council
held on April 18, 1994, at 3:30 p.m., in
the Council Chambers
Councillor Hannah led the meeting in prayer.

The special meeting of Council was ca1led to deal with the vacancy left on the
Clarington Council and the Regional Council by the death of Councillor
Kenneth Hooper.
The Solicitor gave a brief overview of the process to be followed in accordance
with the Municipal Act and the Regional Municipalities Act in filling the
vacancy.

THAT Councillor John O'Toole be nominated to fill the vacancy on the
Regional Council created by the death of Councillor Kenneth Hooper.
Councillor O'Toole declined the nomination, without malice.

Moved by Councillor Scott, seconded by Councillor Dreslinski
WHEREAS the position of Regional Councillor for Ward 2 is vacant;
AND WHEREAS there is only five months remaining in the current three year
term of office;
AND WHEREAS it is the intention of this Council to appoint a replacement
while adhering to the democratic principle of elected representation:

THEREFORE BE IT RESOLVED THAT the runnerup (candidate with the
greatest number of votes) for the position of Regional Councillor for Ward 2 in
the 1991 Municipal Election, be asked if he would assume that offICe for the
duration of the current term.

THAT Council recess for 5 minutes to allow the Clerk to clarify with the
candidate, whether he is willing to assume the office.

THAT the foregoing Resolution #c-254-94 be amended by adding the word
"and Local Councillor" after the words "Regional Councillor" in the last
paragraph.
