Council Minutes PRAYERS ROLL CALL Present Were: Also Present: MINUTES MUNICIPALITY OF CLARINGTON April 11, 1994 Minutes of a regular meeting of Council held on Monday, April 11, 1994, at 7:00 p.m., in the Council Chambers Councillor Hannah led the meeting in prayer. Evans (Attended Until 8:10 p.m.) Treasurer, M. Marano (Attended Until 8:10 p.m.) Director of Planning and Development, F. Wu Clerk, P. Barrie Mayor Hamre introduced Inspector Jim Adams, 16 Division, Durham Regional Police Force, who has requested to speak to Council regarding an urgent matter. Inspector Adams advised Council that an editorial included in the Oshawa Times of Saturday, April 8, 1994, states that the Municipality of Clarington will not be receiving bicycle patrols. He stressed that this was written in error and that Clarington will be receiving this service. He indicated that the Orono B.I.A., Newcastle B.I.A., Bowmanville B.l.A., William Tonno Construction, Kaitlin Group, The Royal Canadian Legion, The Rotary Club and Canadian Tire, have all contributed to the project. Three other local businesses have also indicated a desire to help. The equipment has now been ordered and within three weeks four officers and two bicycles will be assigned to the bicycle patrol Resolution #C-214-94 Moved by Councillor Novak, seconded by Councillor O'Toole THAT the minutes of a regular meeting of Council held on March 28, 1994, be approved. "CARRIED" . . . Council Minutes DELEGATIONS - 2- April 11, 1994 Mr. Evert Vroegh, 4527 TruIls Road, Courtice, LOB 1JO, addressed Council with respect to the Ontario Municipal Board Decision regarding Rezoning Application DEV.90-024 (By-law 92-127) which is included' the agenda as Correspondence Item 1 - 12. He indicated that the decision of the Board to repeal the municipal by-law was good news to him and his neighbour and he feels that justice has been done. The subject property of the appeal is part of a series of eight narrow and deep lots which were originally deeded through the Land Veterans Act. The appellants noted that they had built their homes on these lots with the understanding that each lot would remain undivided. Mr. Vroegh requested that Council reimburse the $125.00 appeal fee and also that an apology be sent to all of the veterans in the area Mr. Michael Patrick, Chairman, Economic Development Lisison Team, 3240 Old Scugog Road, Bowmanville, L1C 3K2, addressed Council with respect to the reflecting pool and landscaping at the Bowmanville Recreation Complex which he understands is to be included in the Infrastructure Funding Program. The Economic Development Lisison Team has raised concerns that one-third of the total prqject cost (amounting to approximately $250,000) will be borne by the taxpayers. It is their understanding that the Infrastructure Program is for the creation of long term jobs and the Economic Development Lisison Team does not feel that the noted prqject will accomplish this. In retrospect, tens of thousands of future tax dollars will be required for the maintenance of the project. It is the Economic Development Liaison Team's understanding that the Infrastructure Program is to be used for hard services such as water and roads and requested that Council withdraw this project from the Infrastructure Program. Mr. Garnet Rickard, R.R. #4, Bowmanville, LlC 3K5, addressed Council with respect to various issues regarding the Bowmanville Recreation Complex. He indicated that the Skate '88 Committee was not advised that the new fire hall would be located there and questioned where the entranceway to the fire hall will be. He raised concerns over traffic entering the recreation complex at the same time that the fire trucks must be exiting the fire hall. As far as the Infrastructure Program which Mr. Patrick addressed. Mr. Rickard raised the following questions: 1. What is proposed?; 2. Where did it come from?; 3. Who proposed it?; 4. Who wants it?; and 5. Where does the money come from? Mr. Rickard indicated that if there are citizens in the municipality who wish that this prqject go ahead, they should voluntarily form a committee and raise the money from the community to finance the prqject. . . .
