THAT the minutes of a reguIar meeting of Council held on February 28, 1994,
be approved.

Mr. Al Vaillancourt, R.R. #6, Bowmanville, L1C 3K7, addressed Council in
support of the recommendations contained in Item #4 of Report #1 (Staff
Report PD-24-94). Mr. Vaillancourt indicated that this is a very competitive
area and there is presently a sufficient number of fuel bars located in the
vicinity.

Mr. Rick Ernst, 5291 Main Street, Orono, LOB lMO, addressed Council with
respect to the Orono P.T.A. application for a municipal grant. He indicated
that this is a unique location in that the municipality owns sports fields on each
side of the school and thereby the playground equipment will be used by
children of the municipality, not only the school childrelL Because the
fundraising efforts have now raised $9,000, the P.T.A is requesting only $5,000
from the municipality, rather than $8,000 as originally submitted.
Ms. Wendy Bangay, 75 David's Crescent, Orono, LOB lMO, concurred with
Mr. Ernst's comments.

Councillor Scott and Councillor Hannah gave notice that they will, at the next
regularly scheduled meeting, introduce the following motion:
''WHEREAS the municipality of Clarington is recognized as a union of diverse
communities covering a large geographical area, comprised of three distinct
wards;
AND WHEREAS it is the responsibility of its local municipal government to be
as accessible as possible to its constituents;
NOW THEREFORE BE IT RESOLVED THAT once each quarter, one
regularly scheduled Council Meeting be held at a suitable location in either
Ward 1 or Ward 3. Beginning during the second quarter of 1994, these
meetings will be rotated between the 2 wards and will be advertised in advance
of their scheduled dates."

94-36 being a by-law to authorize the execution of an agreement between the
Corporation of the Municipality of Clarington and Ridge Pine Park;
94-37 being a by-law to authorize the entering into of an Amending
Agreement with H. Kassinger Construction Limited the owner of Plan
of Subdivision 18T-86075 and the Corporation of the Municipality of
CIarington in respect of Plan 18T-86075; and
94-38 being a by-law of the Municipality of Clarington to appoint a Chief
Administrative Officer and to repeal By-law 93-168, a by-law to appoint
an Acting Chief Administrative Officer.

THAT the third and fmal reading of By-laws 94-35 to 94-38 inclusive, be
approved.

Councillor Hannah advised Council that the Province of Ontario is committed
to funding the Blue Box System until March 31, 1996. Presently major
discussions are happening pertaining to implementation of a new system for
Blue Box Funding and removing substantive costs from the residential tax
base. Canadian Industry Packaging Stewardship Initiative (CIPSI) has put
forward a proposal on funding the Blue Box System and elected
representatives from the Association of Municipalities of Ontario are involved
in negotiations with the Province and industry.
