Barrie Resolution #C-47-93 Moved by Councillor N oval<, seconded by Councillor O'Toole THAT the minutes of a regular meeting of Council held on January 11, 1993, be approved. nCARRIED" Mayor Hamre advised Council that all surplus monies which were donated to the Bowmanville Boosters Name Change Committee, including the proceeds of the qniIt draw, have been donated to the Mayor and Council of the Town of N ewcastIe for the express purpose of replacing the Bowmanville Cemetery Name over the gates where the original sign once stood. The Bowmanville Boosters Name Change Committee believes this to be a fitting memorial for all. . . . Council Minutes PRESENTATIONS - 2- January 25, 1993 Resolution #C-48-93 Moved by Councillor DreslinskJ, seconded by Councillor Novak THAT sincere thanks be extended to the Bowmanville Boosters Name Change Committee on behalf of the Mayor and Members of Council for their generous donation of funds to replace the Bowmanville Cemetery Name. UCARRIED" Mayor Hamre updated Council on the Town of Newcastle's First New Year's Eve Family Skate. The skate was held from 6:00 p.rn. - 8:00 p.m. at the Bowmanville Recreation Complex and in recognition of the season and the fact that there are families struggling in the community, the admission to the event was defined as $1.00 per person or the donation of a non-perishable food product. All proceeds were donated to the Salvation Army's Food Bank Program. A total of 362 individuals participated in the event and the Community Services Department delivered approximately 200 pounds of food plus $181.00 to the Salvation Army. Hansberry Bonnie Joan Reid Sylvia Van Haverbeke These medals and certificates are presented to persons who have made a significant contribution to Canada, their community or to fellow CRnRdians. Council Minutes DELEGATIONS RECESS COMMUNICATIONS - 3- January 25, 1993 Mr. Roy Dawson, Box 338, Newcastle, LlH IHO, requested that Council re-eonsider the action taken on January 11, 1993, in receiving and filing the Model By-law Regulating Smoking in Public Places. He asked, on behalf of the children, and all those individuals who are non-smokers, who suffer from lung disease, who are allergic to smoke, who wish to quit, and who have emphysema, that Council pass a by-law prohibiting smoking in public places. Sandi Schmidt, Public Health Nurse, advised the Clerk's Department prior to the meeting that she would be unable to attend. Council Minutes OTHER BUSINESS Regional Update CommitteefBoards Update - 15- January 25, 1993 Councillor Dreslinski advised that the Health and Social Services Committee is in the midst of their budget, however, they met with Gord Mills, M.P.P. and the Asaistant Minister to discuss the effects that Bill 101 will have on the Regional Homes for the Aged. Councillor Hannah advised that the Works Committee of Regional Council held a meeting with staff to discuss the feasibility of servicing the west industrial area of the Town of Newcastle. Councillor Hooper voiced his concerns of the costs to be borne by the Regional Municipality of Durham when the provincial government commences the administration of welfare assistance. Mayor Hamre advised that the Planning Committee of Regional Council has considered their budget. Because the Durham Region Non-Profit Housing is now a Corporation on its own and no longer purchases services from the Planning Department, the department has recognized a loss of $60,000 in revenue. Councillor Dreslinski advised that the Newcastle Business Improvement Area recently held its annual dinner meeting. The Newcastle Hall Board, together with the Local Architectural Conservation Advisory Committee, held an information night for area residents to advise them of what a designation of the Newcastle Community Hall will mean for the community. Councillor Hannah advised that the Central Lake Ontario Conservation Authority recently held its annual dinner and election of officers. Also, he indicated that a new reception centre has been constructed in the EnniskilIen Conservation Area, a facility which the Town of Newcastle can be very proud of. Councillor Novak indicated that the Bowmanville Museum Board recently held its election of oflicers and joint meetings with the Visual Arts Centre and the Clarke Museum Board are being arranged. Councillor O'Toole reiterated Councillor Dreslinski's comments with respect to the public meeting held at Newcastle Community Hall. He also advised that Diana Grandfield was recently elected as the new Chairperson for the Local Architectural Conservation Advisory Committee. Also, Councillor O'Toole indicated that the Library Board is presently working on their 1993 budget. A recent meeting of the recent meeting of the Bowmanville Business Improvement Area was budget-related and at that same meeting, re- organization of oflicers occurred. CouncilIor Scott advised that the Ganaraska Region Conservation Authority will be finalizing their strategic plan shortly and representatives will be in attendance at a Council meeting to present it. . . . Council Minutes OTHER BUSINESS - 16. January 25, 1993 Mayor Hamre advised Council that in June of 1992, Mayor McCa1lion of Mississauga commenced a series of meetings with Mayors of the Greater Toronto Area. On January 15, 1993, she and Frank Wu, Director of Planning and Development, attended a meeting where the focus was placed on all municipalities within the G.T.A. co-ordinating their economic development activities. Their comments have been forwarded to the Province requesting fInancial assistance for a facilitator to get the project off the ground In late 1992 Premier Ray addressed the group and was very positive towards the effort put forth.
