"CARRIEDII Acting Mayor Dreslinski presented to Alfred Alldread, Deputy District Chief, Newcastle Fire Department, Station #2, the Fire Marshal's Certificate, Medal and Pin in recognition of 25 years of service to the residents of the Town of Newcastle. Personnel and Industrial Relations Certificates from Durham College were presented to Maureen Reid, Executive Assistant to the Mayor by Acting Mayor Dreslinski and to Jan O'Neill, Administrative Assistant to the Director of Public Works by Councillor Hannah. . ~ . . Council Minutes PRESENTATIONS DELEGATIONS RECESS COMMUNICATIONS - 2 - November 23, 1992 Acting Mayor Dreslinski recognized Mike Creighton, Fire Chief, Town of Newcastle, on his recent designation of Certified Municipal Manager I from the Ontario Municipal Management Institute. Mrs. Deborah Barr, Secretary, Local Spiritual Assembley of the Town of Newcastle, P.O. Box 36, Bowmanville, LIC 3K8, was present on behalf of Mrs. Fery Franoush, and presented to the Members of Council copies of statement on the life and teachings of Baha'u'llab (meaning the Glory of God), the founder of the Baha'i Faith. April 21, 1992, marks the beginning of a holy year for Baha'i communities throughout the world. This holy year has been established to commemorate the 100th anniversary of the passing of Baha'u'llab and is a time for reflection on his mission and his message. Mr. Kelvin Whalen, Kaitlin Group, 1029 McNicholl Avenue, Scarborough, Nl W 3W6, addressed Council in opposition to the timetable set out in Staff Report PD-234-92 - Discussion Pertaining to Timetable For Completion of the Town of Newcastle Official Plsn Review Process. He stated that his company is attempting to create a better ha1snced community and that the proposed timetable will only result in extending out an already lengthy approval process. Mr. Phil Manning performed the song "Answer the Call" which he composed and has dedicated to the promotion of the Courtice Christmas Album, a fundraising effort for the Courtice Community Centre. Resolution #C-760-92 Canada Post Courtice Area AI6.CA Moved by Councillor HAnnAh, seconded by Councillor Hooper THAT the correspondence dated November 4, 1992, from J.D. Vaughan, Manager, Retail Network, York Division, Canada Post, pertaining to the new Courtice Post Office location be received; and THAT J.D. Vaughan be thanked for the letter and advised that the community of Courtice is not a rural area, that it is a planned community of approximately 40,000, with a present population of some 11,000 plus and is a continuing growth area and that it is part of the main central area of Durham Region, along with the City of Oshawa and the Town of Whitby. . Watson, Manager, Waste Reduction, Regional Municipality of Durham, regarding Disposal of Household Hazardous Wastes, be received; and THAT the Regional Municipality of Durham be advised that the Council of the Town of Newcastle, a growing municipality of approximately 52,000 residents, is appreciative and applaud the efforts of Durham Region in the development of programs to remove hazardous household waste from lsndf'ills, however, due to the size of the Town of Newcastle, approximately 237 sq. miles, it would be appreciated if further consideration be given for the provision of a temporary depot or other options to serve the residents in the eastern half of the Town of Newcastle, since the toxic taxi has been cancelled and the other depots are quite distant. Council Minutes - 6- November 23, 1992 UNFINISHED BUSINESS Plsn of Subdivision Kiddicorp Investments D12.1ST.S9053 BY-LAWS Resolution #C-768-92 Moved by Councillor O'Toole, seconded by Councillor Scott THAT Addendum to Report PD-232-92 be received; THAT Report PD-232-92 be received; THAT the proposed revisions to Plsn of Subdivision 1ST -S9053 submitted by D.G. "CARRIED" Resolution #C-772-93 Moved by Councillor Scott, seconded by Councillor Hooper THAT the three volume report of the Interim Waste Authority Ltd., The Short list of Candidate Sites for Durham Region Landfill Site Search, dated November 20, 1992, be referred to staff for full assessment and preparation of a report to be submitted to the General Purpose and Administration Committee within the 120 day review period set out in Section 7 of the report. Council Minutes OTHER BUSINESS Regional Update CommitteelBoards Update - 8- November 23, 1992 Recorded Vote Yea Nay Absent Councillor Hannah Councillor Hooper Councillor Novak Councillor O'Toole Councillor Scott Acting Mayor Dres1inski Mayor Hamre Councillor Hannah advised that the Works Committee of Regional Council have been reviewing the possibility of locating a composting site within the Regional Municipality of Durham. Councillor Dreslinski advised that the Health and Social Services Committee of Durham Region is presently in the midst of budget discussions for 1993. Councillor Novak advised that on November 28 the Kawartha Region Conservation Authority will be holding a grand opening for its new office. On November 18, 1992, Mayor Diane Hamre, Councillor Mary Novak, Bev Grose and representatives of the Town of Newcastle Fire Department, worked behind the counter at Harvey's Restaurant in support of juvenile Diabetes. Councillor O'Toole commented on the successful Santa Claus Parade which was held in Bowmanville on November 21, 1992 and suggested that a letter of congratulations be sent to Don We1sh, Chairman, Santa Claus Parade Committee, for the wonderful efforts put forward in this endeavour. Councillor O'Toole advised that a meeting has been scheduled for November 30, 1992 between the Local Architectural Conservation Advisory Committee and the Newcastle Hall Board to discuss the designation of the Newcastle Community Hall. Councillor Scott advised that on October 31, the Clarke Museum held its Halloween Harvest which turned out to be a very successful event. The Ganaraska Region Conservation Authority is presently publishing its strategic plsn and representatives will be in attendance at a Council meeting early in 1993 to present the plsn. Acting Mayor Dres1inski advised that the Newcastle B.IA, the Orono B.IA and the Orono Town Hall Board held a joint promotion which was a very successful event.
