Barrie Resolution #G-709-92 Moved by Councillor N oval<, seconded by Councillor Hooper THAT the minutes of a regular meeting of Council held on October 26, 1992, be approved "CARRIEDt! Mrs. Evylin Stroud and Mrs. Judy Hurvill, Waste Reduction Week Co-ordinators for the Town of Newcastle, presented their final report to Council They began their efforts this year by attending the workshop for Waste Reduction Week Co-ordinators, which was held in Toronto in June by the Recycling Council of Ontario (RCO). Following the workshop, letters were mailed to service clubs and organizations, all childrens' groups such as Brownies, Cubs, etc., and principals of all local schools and day care facilities. With the help of the Environmental Youth Corp., all the businesses in the downtown areas were personally contacted, given a "waste minimization audit" which they could perform themselves, and a sticker from the RCO regarding the "no bag" campaign. The Environmental Youth Corp. students were able to explain and answer questions about this campaign. Displays were placed in the Municipal Administrative Centre and the Bowmanville Mall and both co-ordinators were interviewed by Helen MacDonald and their activities mentioned on her radio program. Council Minutes . DELEGATIONS . . - 2- November 9, 1992 A refuse art workshop was held at the library where children were able to make paper and press flowers and other material. Judy Hurvid led four reporters on a zero garbage shopping tour wherein she demonstrated how to reduce purchases, reduce packaging, reuse some packaging and recycle and compost the remainder. On Reduction Day (September 28) Mayor Hamre presented awards to the business, institution or school, community groups and individuals who had gone beyond the blue box to reduce waste. Mrs. Hurvid was invited to speak at several schools throughout the Town during Waste Reduction Week, and she will also be speaking at a womens' group meeting in the near future. To show the value of waste reduction education, Mrs. Hurvid quoted some statistics from the Town; eg, from 1989 to 1992, the number of households increased by 3,000, however, at the same time the amount of garbage picked up decreased by 500 tons. This fIgure represents a 21% decrease per household since 1989. Mrs. Evylin Stroud, 89 Little Avenue, Bowmanville, LIC 1J9, requested Council's permission to hold a ceremony in the Town Square at 2:00 p.m. on Sunday, December 6, 1992 to commemorate the women who died in the Montreal Massacre and all other female victims of violence (See Correspondence Item D - 5). Mr. Richard Murphy, 210 Andrew Street, Newcastle, LIB 1J9, addressed Council in opposition to the recommendations contained in Item #8 of Report #1 (StsffReport CD-26-92). Mr. Murphy indicated that he used the process outlined in the Line Fences Act to protect his rights as a homeowner. In August 1991, fence viewing proceedings were commenced. The viewing ended in Mr. Murphy's favour but the other party appealed. The appeal was heard in December 1991 with the decision in his favour once again. Because of the dispute, Mr. Murphy suggested that a third party should construct the fence. The arbitrator for the fence viewing agreed with this suggestion. The fence was constructed in the spring of 1992 and another fence viewing confIrDled that Mr. Murphy had met all of the conditions of the arbitrator's decision. When it came time for his neighbour to pay his portion of the fence, he refused. Mr. Murphy then had this amount placed on his neighbour's tax roll. His taxes have been paid with the exception of the amount of the fence charges. Mr. Murphy is aware that the option of applying to small c1aims court is available to him, however, he was of the opinion that the Line Fences Act was a better process to follow. He questioned whether there was a time frame in which the amount placed on his neighbour's tax roll for the fence viewing will take priority over outstanding taxes. Mr. John Veldhuis, Chairman, Newcastle Community Liaison Group, 8 Vincent Court, Newcastle, LIB lE2, presented the C.L.G.'s report to Council. He indicated that during the months of September and October, eight community meetings were held to allow citizens to share their concerns and questions regarding the siting process with the C.L.G.; a video on the siting process has been completed; several public meetings were held at which experts in various fields were invited to speak; the members of the C.L.G. attended a weekend workshop in Pembroke on communication activities; liaison has continued with the Hope Township and Port Hope C.L.G.s; a weekly update is published in the local newspapers; brochures have been prepared which will soon be mailed to all homeowners in the area on the siting process; two information booths have been set up at the . . . Mr. Veldhuis submitted to Council a report outlining the contents of the waste material found at Port Granby and an overview of the geology and hydrogeology of the Port Granby Waste Management area Mr. Veldhuis requested Council's attendance at a meeting with the C.L.G. to advise the group of any concerns and questions Council may have and to take part in the process.
