THAT the minutes of a regular meeting of Council held on
July 27, 1992, and the minutes of a special meeting of Council held
on September 8, 1992, be approved.

PUBLIC HEARINGS
A Public Hearing was held with respect to By-law 92-197, being a by-law to
stop-up and close and authorize the sale of Part of the Unopened Road
Allowance between Lots 26 and 27, Concession 1, former Township of
Darlington, Town of Newcastle, Part 1, Plsn 40R-I4310. No one was present
to address this matter.

A Public Hearing was held with respect to By-law 92-198, being a by-law to
stop-up and close and authorize the sale of Part of the Unopened Road
Allowance between Lots 32 and 33, Concession 6, former Township of
Clarke, Town of Newcastle, Parts 1 and 2, Plsn 40R-14061. No one was
present to address this matter.

September 14, 1992
Karen Dallas appeared on behalf of the Environmental Youth Corp. to make
a slide presentation entitled "Progress on Initiatives." She introduced
members of the Environmental Youth Corp. Team: Janet Martin, Nicola
Austin and Jennifer Knox. She thanked the Mayor and Members of Council
for supporting the Environmental Youth Corp. project and displayed various
slides which represented the initiatives undertaken by Members of the
Environmental Youth Corp., which included public education, the installation
of a composter at the Municipal Administrative Centre, participation in the
Second Annual Environmental Fair, a display at the Bowmanville Mall,
waste audits undertaken at the Bowmanville Memorial Hospital,
Bowmanville Library, Fire Stations and the Hampton Works Depot. The
Environmental Youth Corp. visited several lsndf'ill and composting facilities
in the Region of Durham. Karen Dallas expressed a definite need for more
public education and awareness pertaining to the three 'R's' - Reduce,
Re-Use and Recycle.
Linda Dionne, Multicultural Council Oshawa/Durham, c/o SO Centre Street,
Oshawa, LID 3Z7, informed Members of Council that the Multicultural
Council of Oshawa/Durham has been in existence for approximately 13 years
and, in this timespan, has undertaken major and signifIcant projects
regarding prevention and education on understanding and fostering the
cultural differences of the population. A one-day seminar will be held at
Durham College in November. The Multicultural Council Oshawa/Durham
receives funding from the Province of Ontario and the Federal Government.
"Expansion '92" will bring forward leaders from the political, educationa1, law
enforcement agencies and the work force to educate and promote a
multicultural framework to create a harmonious country for the future. She
requested moral and fmancial support from the Town of Newcastle.
Katherine Blake, 100 Foster Creek Drive, Newcastle, LIB IGS, thanked
Members of Council and staff for their guidance and support pertaining to
the various projects undertaken by the Newcastle Resource Centre. She
elaborated on the activities undertaken by the Newcastle Resource Centre
which include the Family Interaction Program, the Newcastle Youth
Connection and the Teddy Bear Clinic. Future plans include a Nursery
Schoo~ Family Interaction Centre, Toy Lending Library and Parent
Information Centre. She requested financial support from the Town of
Newcastle in the amount of $1,200.
David Climenbage, R.R. #2, Orono, LOB IMO, advised that, during the last
six months, he has explored the possibility of establisbing a community
concert hand in the Town of Newcastle. He has received approximately 40
telephone calls from musicians interested in joining this hand. He requested
Council's approval to incorporate the organization as the 'Town of Newcastle
Concert Band" and fmancial support in the amount of $3,000 to assist in the
initial start-up costs associated with organizing a concert hand. He advised
that the musicians would be pleased to perform at Town-held functions.

Suzanne Elston, 1604 Bloor Street, Courtice, LIE 2S3, circulated
documentation entitled "Burn, Baby, Burn: How to dispose of garbage by
polluting Isnd, sea and air at enormous costs", a media release dated
August 13, 1992, entitled "Rural Citizens Send Message - No Incineration"
and an excerpt from Probe Post entitled "Burning Desires." She noted her
strong opposition to incineration of waste which is environmentally unsafe,
creates serious health risks and is very costly. She requested Council to take
an aggressive approach to the three R's of Reduce, Recyc1e and Re-Use as an
alternative to incineration.
Michael Izzard, Environmental Law and Consulting, 1421 Mississauga Road,
JV[;..;.""uga, LSH 2JS, appeared on behalf of Joan Pilniuk, 13 Cove Road,
Newcastle, LIB IB9, and circulated the following documentation:
1.
A petition containing approximately 30S signatures requesting that
the Town of Newcastle protect the environment and its senior
citizens;
2. A letter dated August 24, 1992, from Detox Environmental Ltd. and
Application for a Certificate of Approval for a Waste Disposal Site
(processing); and
3. Information required for a waste disposal site (Transfer or
Processing) and procedures for estimating the amount of fmancial
assurance for specific regulatory activities.
Mr. Izzard expressed the various concerns of the residents of Wilmot Creek
pertaining to an emergency exit route for evacuation purposes, a lack of
engineering information in the contents of the Proctor and Redfern Report
and the lack of provision for fmancial assurance. He requested that Council
table Report PD-196-92 for a period of sixty to ninety days to allow him the
opportunity to review, critique and request Detox Environmental Ltd. to
supply a written reply to all of the residents' questions and concerns.
Robert Merren advised prior to the meeting that he would not be in
attendance.

Kathleen Coke, 14 Darlington Blvd., Courtice, LIE 2J7, informed Members
of Council that in May 1991, she contacted the owner of the property to the
south, Mr. John Turner, a resident of Mississauga, to advise that she was
experiencing problems with his tenants and their pit bulls and that it was
her intention to build a fence in an attempt to resolve this situation. He
advised that he was not interested in sharing the cost of the fence. On July
IS, 1991, the Fence Viewers' Award stated that a fence had to be
constructed and maintained. A fence was installed by Mr. and Mrs. Coke on
their portion of the property and, since the Fence Viewing Award was not
obeyed by Mr. Turner, his portion of the fence was installed at a cost of
$1,146.06. This cost was absorbed by Mr. and Mrs. Coke, plus the cost of
three Fence Viewers in an amount of $77.40. On April 21, 1992,
CertifIcation by the Fence Viewers took place and the total amount was
placed on the collector's roll to be applied against Mr. Turner's taxes. To
date, Mrs. Coke has received no monetary compensation. She requested that
Council delve into this matter to resolve the issue as soon as possible.
Mrs. M. Burke, 623 King Street East, Newcastle, requested c1arification from
Council as to why garbage collection does not take place in the Newcastle
Trailer Park since the residents pay municipal taxes.
Helen MacDonald, R.R. #1, Newtonville, LOA IJO, advised that her
appearance before Council was being made in a pro-active level and a
concerned level. She realizes that more industry is needed in the Town of
Newcastle and that the service Detox Environmental Ltd. is offering, is
advantageous to the community and the environment at large. She referred
to the "gentle" nature of the terminology used in the Town's resolution to
the Ministry of the Environment and requested that stronger wording be
used. She also requested that the Town of Newcastle participate as
observers during the Environmental Assessment Hearing and that she be
placed as an interested party on all documentation pertaining to this
application.
Mavis Carlton, 119 Cove Road, Bowmanville, LIC 3K3, circulated a letter
dated September 14, 1992, to Members of Council and concurred with Helen
MacDonald's remarks. She urged Council, in its response to the Ministry of
the Environment, to include in the request that a hearing should be held,
and an additional purpose or reason, namely: "to explore all environmental
risks and to ensure that appropriate safeguards are in place to deal with
them. It

THAT Novacor Construction Ltd., Thornhill, Ontario, with a total bid in the
amount of $1,701,301.97, being the lowest responsible bidder, meeting all
terms, conditions and specifICations of Tender NW92-28, be awarded the
contract for the reconstruction of King Street (Highway #2) and Mearns
Avenue as required by the Department of Public Works;
THAT the interim fmancing of the Region's portion of this project be
obtained from the Roads Contribution Reserve Funds, as previously approved
in Report WD-S8-92;
THAT the Town's 1992 cost be fmanced from the general surplus,
approximately $28S,000, through the general ledger account, King Street

Councillor Novak advised that a family picnic will be held on
September 27, 1992, between the hours of 1:00 - 6:00 p.m., by the Courtice
Community Centre Fundraising Committee - Admission Fee: $25.00 per
family.
Councillor O'Toole advised of the formation of a Committee of Citizens for
the purpose of discussing the old arena site located on Queen Street. A
meeting of this Committee will be held on September 17, 1992, at 3:00 p.rn.,
at the Lawn Bowli11g Club.
