Councillor Hannah led the meeting in prayer.

Moved by Councillor Novak, seconded by Councillor O'Toole
THAT the minutes of a regular meeting of Council held on April 27, 1992,
be approved.

Mayor Hamre, together with Councillor Dreslinski, presented outstanding
achievement medals to the Bowmanville Minor Bantam AA Toros, their
coaches, trainer, manager and sponsors, in recognition of their All-Ontario
Championship.
Mr. Nick Mensink, G.M. Sernas & Associates, 110 Scotia Crt., Whitby,
LIN SY7, addressed Council in opposition to the recommendations contained
in Item #7 of Report #1 (Staff Report PD-107-92). Mr. Mensink indicated
that his client, Eiram Developments, is prepared to discuss an amendment to
the application to bring it into conformity with the Official Plan.

Mr. Kirk Kemp, 4553 Middle Road, Bowmanville, L1C 3K2, was present to
answer questions related to Report PD-133-92 and stated that he concurs
with the recommendations contained in the report.
Mr. Michael Hackenberger, Bowmanville Zoo, 340 King Street East,
Bowmanville, LIC 3K5, advised Council that he is in concurrence with the
recommendations contained in Report WD-45-92 (Item 2(b) of Report #1).
He did, however, comment that in several points the report was vague and
he would like clarifICation prior to the initiation of any meetings with the
Town.
Mr. Gerry Van Schyndel, 26 Davis Crt., Group 5, Box 14, Hampton,
LOB lJO, advised the Clerk's Department that he would not be appearing as
a delegation.
Dr. Wendy Korver, Bowmanville Veterinary Clinic, R.R. #4, King Street
East, Bowmanville, LIC 3K5, advised Council that she concurs with the
recommendations contained in Item #9 of Report # 1 dealing with Animal
Control After Hour Service.
Dr. Janice Aluin, Durham Veterinary Clinic, 110 King Street East,
Bowmanville, advised Council that she concurs with the recommendations
contained in Item #9 of Report # 1 dealing with Animal Control After Hour
Service and stated that she would be willing to serve on the Committee.
Mr. William Link, 7165 Leskard Road, Orono, LOB lMO, advised Council
that he concurs with the recommendations contained in Item #9 of Report
# 1 dealing with Animal Control After Hour Service and stated that he
wishes to sit on the Committee.

of Municipal Affairs announciog the release of the Transit-Supportive Land
Use Planning Guidelines, be received for information.

THAT the correspondence dated April 29, 1992, from Stefan Gutkowski,
regarding a possible Agreement of Co-operation between Newcastle and a
chosen municipality in Quebec, be received and referred to Councillor
Dreslinski to meet with the Chief Administrative OffICer and appropriate
staff to review the request and prepare a report to be submitted to the
General Purpose and Administration Committee; and
THAT Stefan Gutkowski be advised of Council's decision.

vacated her chair and refrained from discussion and voting on the subject
matter. Mayor Hamre indicated that her ex-husband and son are both
employed by Bell Canada.

Waste Reduction Week, be received;
THAT the week of September 27 - October 4, 1992, be proclaimed 'Waste
Reduction Week'in the Town of Newcastle and advertised in accordance
with Town Policy;
THAT Judy Hurvid and Evylin Stroud be appointed as the Town of
Newcastle's Waste Reduction Week Co-ordinators; and

Town of Tillsonburg, requesting Council's endorsation of a resolution asking
the Treasurer of Ontario to roll back the sales taxes on alcohol, gasoline and
tobacco to alleviate the cross border shopping problem and to stimulate the
economy of Ontario, and a resolution requesting the Ministry of the
Environment promote industrial waste diversion more vigorously in an effort
to reach the mandated targets for waste reduction, be received for
information.

Chairman, Heritage Week '92 Committee, requesting a special rate in rental
charges of the Bowmanville Recreation Complex Multipurpose Room, for the
Old Time Fiddle and Stepdance Night, which is part of the Heritage Week
Celebrations in the Town of Newcastle, be received; and
THAT Sher Leetooze be advised that, due to budget restraints, Council is
unable to decrease the rental fee for the Bowmanville Recreation Complex.

THAT the General Purpose and Administration Committee Report of May 4,
1992, be approved with the exception of Items #S, #10 and #20.

Councillor Novak made a declaration of interest with respect to Item #S of
Report #1 (Staff Report PD-I0S-92) and refrained from discussion and voting
on the sul:!iect matter. Councillor Novak indicated that she owns property
abutting lands proposed for development in the Courtice area.

THAT Report PD-I0S-92 be received;
THAT Report PD-lOS-92 be adopted as the Town of Newcastle's comments
on the Official Plan of the Regional Municipality of Durham as approved by
Regions! Council on June 5, 1991, with the following amendments:
a) THAT the words 'does not support' in the last paragraph of Section
5.1.4 be replaced with: "strongly opposes'
b) THAT the following wording be added to Section 3.5: 'Council
strongly reiterates its original position that the projected population
figures be as follows: Courtice - 40,000, Bowmanville - 75,000,
Newcastle Village - 15,000, Orono - 7,000"
c) THAT the word "requests" in the last paragraph of Section 5.10.1 be
replaced with: 'strongly recommends"
d) THAT the last paragraph of Section 5.5.1 which reads: "The Town
reiterates its support for the elimination of retirement lots.' be
deleted in its entirety;
THAT a copy of Report PD-lOS-92 and Council's decision be forwarded to
the Ministry of Municipal Affairs and the Region of Durham Planning
Department; and
THAT the interested parties listed in Report PD-I08-92 and any delegation
be advised of Council's decision.

THAT Report TR-38-92 be received;
THAT Miller Paving Limited, Markham, Ontario, with a total bid price of $28,611.80
for bulk Liquid Calcium Chloride (approximately 200,000 litres), being the lowest
responsible bidder meeting all terms, conditions and specifications of Tender NW92-22,
be awarded the contract to supply, deliver and apply Liquid Calcium Chloride, as
required by the Town of Newcastle Public Works Department; and
THAT the funds expended be drawn from the approved 1992 budget allocation for
Public Works Road Maintenance.

Mayor Hamre advised Council that she is in receipt of a letter dated May 11, 1992,
from Durham Regional Police Service, requesting Council's permission to use a portion
of the parking area of the Bowmanville Recreation Complex as a Motor Vehicle
Inspection Station from June 16 to June 19, 1992.

By-law for the Corporation of the Town of Newcastle (Ross Brown);
92-125 being a by-law to amend By-law 91-20, providing for the use,
regulation, protection and government of parks in the Town of
Newcastle;
92-126 being a by-law to authorize the entering into of an agreement
between Her Majesty The Queen In Right of Ontario, as represented
by the Minister of the Environment and the Corporation of the Town
of Newcastle;
92-127 being a by-law to amend By-law 84-63, the Comprehensive Zoning
By-law for the Corporation of the Town of Newcastle (Mary Jo
Boyes);
92-128 being a by-law to amend By-law 79-68, as amended, being a by-law
to establish a Board of Management to operate a museum on its
