Acting Mayor Novak welcomed the Second Bowmanville Guide Co., who was in attendance to observe the Council proceedings. Acting Mayor Novak welcomed Scout Master Ed MacDuff and Assistant Scout Masters Bernice Norton and Linda Gillespie of the Fourth Bowmanville Scout Troop and presented the Bronze Citizen Badges and Town of Newcastle Pins to Andrew Avery, Ryan Bones, Allan Gillespie and Andrew Norton. The Acting Mayor advised Council that the Northumberland and Newcastle Board of Education has just released their budget figures which reflect a 4.66% increase in the local mill rate. The Town of Newcastle's portion of this increase amounts to 3.1% Resolution #C-285-92 Moved by Councillor O'Toole, seconded by Councillor Hooper THAT the minutes of a regular meeting of Council held on April 13, 1992, be approved. 'CARRIED' Council Minutes . - 2- April 27, 1992 Councillor Hannah displayed to Council the Recycling Council Award which was presented to the Town of Newcastle in recognition of the Town's leadership and commitment to Reduction Week and commended Judy Hurvid and Evylin Stroud for their outstanding efforts in this regard. Resolution #C-287-92 Moved by Councillor Hooper, seconded by Councillor Hannah THAT the correspondence dated March 31, 1992, from Ruth Grier, Minister of the Environment and David Cooke, Minister of Municipal Affairs, advising that the Government of Ontario is seeking public input into proposals to enhance municipal authority and responsibility for local waste management, be received for information. "CARRIED' Resolution #C-289-92 Moved by Councillor Hooper, seconded by Councillor Dreslinski THAT the delegation of Michael Hackenberger be heard at this time. IlCARRIED" Mr. Michael Hackenberger, Bowmanville Zoo, 340 King Street East, Bowmanville, LIC 3K5, addressed Council with respect to the expropriation process which is under way for the widening of Mearns Avenue. He stated that the Zoo's concerns are as follows: a) Increased run-off from developments north of the Zoo which have increased flow levels and contributed significant erosion problems in the Zoo. b) The widening of Highway #2 has a number of negative impacts upon the operation of the Zoo. c) History of the negotiations between the Town and the Zoo to allow the Town to obtain the property required for the widening of Mearns Avenue; and . . . Resolution #C-290-92 Moved by Councillor Hooper, seconded by Councillor Dreslinaki THAT the correspondence dated April 17, 1992, from Sharon Cooper, Campaign Director, The Salvation Army, requesting proclamation of Red Shield Month, be received; THAT the month of May be proclaimed 'Red Shield Month" in the Town of Newcastle and advertised in accordance with Town Policy; THAT the Salvation Army be permitted to fly the Red Shield Flag at the Municipal Administrative Centre during Red Shield Month; and THAT Sharon Cooper be advised of Council's decision. Jascbko, Pastor, St. Elizabeth of Hungary Church, requesting that Council authorize the issuing of a letter approving the issuance of a Specisl Occasion Permit for the annual outdoor picnic to be held at Loyola Park, Orono, on June 13, 1992, be received; THAT the Clerk be authorized to issue a letter to the Liquor Licensing Board of Ontario advising that Council has no objection to the issuance of a Specisl Occasion Permit for this activity; and THAT Rev. Blaise M. Jaschko be advised of Council's decision. D-6 - 5 - April 27, 1992 Resolution #C-293-92 Moved by Councillor Hooper, seconded by Councillor Hannah THAT the correspondence dated April 20, 1992, from Len Koenderman, Carnation Flower Shop, requesting that Town Staff remove and/or charge flower vendors operating on municipal property, be received; THAT By-law No. 87-114 dealing with this issue, be strictly enforced; THAT the Durham Regions! Police be requested to respond to complaints in this matter; and THAT Len Koenderman be advised of Council's decision. "CARRIED" Resolution #C-294-92 Moved by Councillor Hooper, seconded by Councillor Dreslinski THAT the correspondence dated April 16, 1992, from Kathryn Dennis, Treasurer, Board of Directors, Clarke Township Museum & Archives, requesting an amendment to the by-law establishing the Board of Directors of the Clarke Museum & Archives, by reducing the number of Board Members from nine to seven, be received; THAT the correspondence be referred to the Town Clerk for the preparation of the appropriate amending by-law to be submitted to Council for passage; and THAT Kathryn Dennis be advised of Council's decision. THAT the correspondence dated April 21, 1992, from Lori Henlein, requesting Council's approval for a neighbourhood barbecue to be held on June 6, 1992, <raindate June 7, 1992), be received; MOTION NOTICE OF MOTION THAT permission be granted for this event provided that Mrs. Henlein applies for and obtains a Road Occupancy Permit from the Public Works Department; and THAT Lori Henlein be advised of Council's decision. "CARRIEDIt Acting Mayor Novak made a dec1aration of interest with respect to Item #29 of Report #1 and vacated the Chair. Councillor Novak indicated that she is an acquaintance of one of the principals involved in this development. Councillor O'Toole chaired this portion of the meeting. Resolution #C-297-92 Moved by Councillor Dreslinski, seconded by Councillor H RnnR h THAT Report WD-42-92 be received; THAT Council pass the by-law attsched to Report WD-42-92 (Attschment No.3) which authorizes the Mayor and Clerk to execute a Servicing Agreement between the Corporation of the Town of Newcastle and Veltri and Sons Corporation, for the servicing of Land Divisions 91/137 to 91/140, at such time as an agreement has been prepared to the satisfaction of the Director of Public Works; and THAT Mr. Mario Veltri of Veltri and Sons Corporation be advised of Council's decision. Council Minutes - 7 - April 27, 1992 UNFINISHED BUSINESS BY-LAWS Resolution #C-300-92 Moved by Councillor O'Toole, seconded by Councillor Hannah THAT the delegation of Michael Hackenberger be acknowledged. llCARRIEDI! (SEE FOLLOWING MOTION) Resolution #C-301-92 Moved by Councillor O'Toole, seconded by Councillor Hooper THAT the concerns raised by Michael Hackenberger with respect to the expropriation proceedings on Mearns Avenue, be referred to staff and the Town's legal advisor for review and recommendation of appropriate action to address the concerns; and THAT a report be submitted to the next General Purpose and Administration Committee meeting which is scheduled to be held on May 4, 1992. 'CARRIED" Acting Mayor Novak made a declaration of interest with respect to By-Jaw 92-121 and vacated the Chair. She indicated that she is an acquaintance of one of the principals involved in this development. Councillor O'Toole chaired this portion of the meeting. Resolution #G-302-92 Moved by Councillor Hannah, seconded by Councillor Hooper THAT leave be granted to introduce the following by-Jaws, and that the said by-Jaws be now read a first time: 92-118 being a by-Jaw to amend By-Jaw 84-63, the Comprehensive Zoning By-Jaw for the Corporation of the Town of Newcastle (621182 Ontario Limited); 92-119 being a by-Jaw to designate a certain portion of registered plan 40M -1693 as not being sul:!iect to Part Lot Control (Macourtice Developments); 92-120 being a by-Jaw to amend By-Jaw 84-63, the Comprehensive Zoning By-Jaw for the Corporation of the Town of Newcastle (848601 Ontario Limited); . . . "CARRIED' Resolution #G-304-92 Moved by Councillor Hannah, seconded by Councillor Hooper THAT the third and fum! reading of By-laws 92-118 to 92-122, inclusive, be approved "CARRIED" Acting Mayor Novak re-assumed the Chair. Councillor Hannah indicated that the Regional Works Committee has been involved in ongoing discussions with respect to future garbage disposal. Councillor O'Toole indicated that he was present at the 10th Anniversary of Big Brothers Celebration on Thursday, April 23, and expressed his pleasure at seeing the number of individusls who have committed so much time and energy to this organization. Councillor Scott indicated that he attended a reception at the Clarke Museum on April 25, where three awards were presented to citizens of the area for their outstanding contributions to the community. Councillor Scott also indicated that the Ganaraska Region Conservation Authority is preparing to host the World Orienteering Championship early in May. Councillor Dreslinski indicated that the Orono Town Hall, together with six other organizations, have plans underway for the celebration of Canada's 125th Birthday. She advised Council that a public meeting is being held on April 28, at the Orono Town Hall, to update citizens on the work of theSenior Citizens Centre Steering Committee. . . . Council Minutes OTHER BUSINESS CONFIRMING BY-LAW - 9- April 27, 1992 Councillor Dreslinski also indicated that the Newcastle Business Improvement Area, Chamber of Commerce and the Lions Club, are working together in an attempt to purchase Canadian flags to place along the main street of Newcastle Village Councillor O'Toole advised Council that, on behalf of Mayor Hamre, he attended a Roast for former Mayor Garnet Ricksrd on April 25, and presented to Mr. Rickard a plaque on behalf of the Town of Newcastle.
