THAT the correspondence dated February 20, 1991 from Frances Aird, Clerk
Administrator, Township of Hope regarding a 5.1% increase to teachers, be
received for information.

THAT the correspondence items dated February 8, 1992 from Sher Leetooze,
Chairman, Heritage Week Committee, regarding various activities and
recognition of Heritage Week, be received;
THAT the week of May 23, to May 31, 1992 be proclaimed "Heritage Week"
in the Town of Newcastle and advertised in accordance with Town Policy;
THAT all activities with respect to Heritage Week be approved, provided the
Heritage Week Committee liaise with the various departments and obtain all
necessary permits; and
THAT Sher Leetooze be advised of Council's decision.

THAT the correspondence received from the Best Road Residents Group
requesting that the resolution passed by Council on October 15, 1991 with
respect to the rezoning application submitted by Mr. Steward Wood, be
tabled until a legal solution to the matter can be found.

THAT in view of the Ontario Municipal Board decision of September 12,
1991 and the obligation of the Town of Newcastle to enforce its by-laws,
therefore be it resolved by the Town of Newcastle that Resolution
#C-640-9l providing Mr. Steward Wood from October 31, 1991 to October,
1993 to relocate his business be rescinded; and
THAT the recommendations provided in Report PD-182-90 be approved,
thereby requiring the applicant to re-locate his business on or before May 22,
1992.

WHEREAS the Ministry of Natural Resources is seriously considering
reducing the number of Provincial tree nurseries;
WHEREAS the Orono Nursery has been identifIed as one of the possible
closures;
WHEREAS the Orono Nursery has a significant and positive impact and
benefit on the local community, the Region of Durham and the Province at
large; and
WHEREAS the proposed reorganization of staffmg for the Orono Nursery
will be detrimental to the short and long term viability of this facility:
NOW THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE
TOWN OF NEWCASTLE:
1)
THAT Council not support the proposed reorganization for the Orono
Nursery;
2)
THAT the Orono Nursery continue to provide its signifJcal1t historic,
economic, educational and environmental importance to the Region
and the Province as a whole;
3) THAT the Ministry of Natural Resources examine an alternative
proposal which reflects the Orono Nursery's significant contribution
to the community's economy; and
4) THAT a copy of this resolution be forward to the Honourable Bud
Wildman, Minister of Natural Resources and Mr. Gordon Mills,
M.P.P.

THAT Addendum to Report TR-16-92 be received;
THAT the recommendations outlined in Report TR-16-92 and CS-09-92 as
amended by the actions taken at the Special Meeting of the General Purpose
and Administration Committee held on February 21, 1992, the reconvened
special meeting of February 24, 1992, the reconvened special meeting of
February 26, 1992, the reconvened special meeting of February 28, 1992 and
the reconvened special meeting of March 2, 1992, (Attachments #1 and #2
to Report TR-16-92) be approved;
THAT the 1992 Capital and Current budgets be approved as amended;
THAT the 1992 mill rate increase for municipal purposes be established at
1.4% over the 1991 mill rate;
THAT the appropriate mill rating by-law be forwarded to Council for
approval;
THAT any savings realized on approval by Council, of the 1992 Handi
Transit Grant be transferred to the Working Funds Reserve.

WHEREAS Mr. Sidney Rutherford, was instrumental in acquiring the lands
in 1967 for the community park in the Village of Orono;
AND WHEREAS residents of the Village of Orono wish to recognize his
contributions and commitment to the community:
NOW THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE
TOWN OF NEWCASTLE:
THAT the park known as the Orono Woods Walk Park be officially dedicated
as the "Sidney B. Rutherford Woods Walk Park' in his memory.

WHEREAS with the passage of the Regional Municipality of Durham Act,
the Town of Newcastle was created by amalgamating the Town of
Bowmanville, the Corporation of the Village of Newcastle, the Corporation of
the Township of Clarke and the Corporation of the Township of Darlington;
WHEREAS the voting population of Ward 1 has doubled since the creation
of the Town in 1974 and all Wards have experienced population growth;
NOW THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE
TOWN OF NEWCASTLE:
THAT the Town Clerk be directed to review and report hack to the General
Purpose and Administration Committee on the feasibility of adjusting the
existing ward boundaries, or any options thereof.
