Councillor O'Toole led the meeting in prayer.
Mayor Hamre, together with Councillor Hooper and Mike Creighton, Fire
Chief, presented a plaque and medal from the Fire Marshal's OffIce to Sam
Brereton, District Chief, Newcastle Fire Department, Station #2, in
recognition of 25 years of fIre service to the Town.
Mayor Hamre advised Council that McKenzie Hudgin and Toby Limebeer,
members of the Newcastle Aquatic Club attended the Eastern Ontario
Swimming Championships in Quebec and both had very good showings.

THAT McKenzie Hudgin and Toby Limebeer be invited to a future Council
Meeting to receive plaques from the Mayor and Members of Council in
recognition of their outstanding achievements.

Mayor Hamre advised Council that on Friday, February 21, 1992, she
attended a Workshop to address amendments to the Power Corporation Act
to allow for the inequities in the Courtice hydro rates to be corrected.

Moved by Councillor O'Toole, seconded by Councillor Novak
THAT the minutes of a regular meeting of Council held on February 10,
1992, be approved.

Mr. Cliff LunIley, Transportation Plmming Office, Ministry of Transportation,
addressed Council with respect to the recommendations contained in Item #3
of Report #1 (Highway 407 Route Plmming and Environmental Assessment
Study). Mr. LunIley distributed to the Members of Council a previous
resolution of the Town of Newcastle together with a study which the
Ministry prepared examining alternative transportation strategy.
Mr. LunIley answered questions from Council Members.
Mr. Patrick J. Reynolds, Senior Transportation Planner, Ministry of
Transportation addressed Council with respect to Item #3 of Report #1
(Highway 407 Route Plmming and Environmental Assessment Study). He
indicated that Highway 407 would draw development to the municipality and
stressed that controls can be placed on the project by the municipality. He
requested that the Ministry be given an opportunity to make a full
presentation to Council prior to a decision being made on the fate of
Highway 407.
Mr. John Brudek, R.R. #1, Hampton, LOB lJO, addressed Council in
support of the recommendations contained in Item #3 of Report # 1
(Highway 407 Route Plmming and Environmental Assessment Study). Mr.
Brudek stated that all of the studies to date have been conducted by
consultants and bureaucracy who have no empathy for the Town of
Newcastle. He indicated that diverse solutions are required to address
future transportation needs.
Mrs. Barbara Adamson, 120 Martin Road, Bowmanville, L1C 3N4 addressed
Couocil in support of the recommendations contained in Item #3 of Report
#1 (Highway 407 Route Plmming and Environmental Assessment Study).
Mrs. Adamson indicated that her family was the owner of a riding ranch
near Pontypool when Highway 115 was widened. She stated that property
owners cannot get a fair price for their property when required for highway
purposes. Mrs. Adamson stated that while the 407 may entice large industry
to the Town, small industry will be turned off by the highway.
Mr. Garnet Rickard, R.R. #4, Bowmanville, L1C 3K5 addressed Council in
opposition to the recommendations contained in Item #3 of Report # 1
(Highway 407 Route Plmming and Environmental Assessment Study)
because the project is planned for some of the best agricultural land in the
Province. He stated that cities and towns need to be planned for their
distinction and character of their own and not just joined together by a
super highway.

Mr. Gord Baker, 71 Martio Road S., Bowmanville, L1C 3K7, addressed
Council in opposition to the recommendations contained in Item #25 of
Report # 1 (Rezoning and Proposed Plan of Subdivision Application - 542985
Ontario Ltd.). Mr. Baker indicated that he was involved in a meeting with
Plmming staff and the developer on this proposal, however, outstanding
issues have not yet been resolved. Mr. Baker indicated that he does not
agree with the noise level studies which were carried out for the site and
that additional traffic will be generated on Durham Road 57 which will add
to the noise levels also. He requested that the proposal be denied and that
Council stop cramming more people on less land.
Mr. Bryce Jordan, G.M. Sernas, 110 Scotia Crt., Unit 41, Whitby, L1N 8Y7
addressed Council with respect to Item #25 of Report # 1. He indicated that
he had met with Mr. Baker and has proposed changes to his original plan in
an attempt to address Mr. Baker's concerns. Mr. Jordan stated that the
proposal is based on good plmming principles.

OTHER BUSINESS
(a) Regional Update COWlcillor Dreslinski indicated that the Health and Social Services
Committee is presently working on their 1992 budget. She advised Council
that March 1992 has been proclaimed National Nutrition Month and displays
are being set up in various supermarkets and schools across the Region in
an attempt to challenge traditional, nutritional myths.
Mayor Hamre indicated that Councillor Hannah is presently attending the
Good Roads Association Conference and that he met with the Minister of
Transportation on her behalf.
Mayor Hamre advised Council that the Plmming Committee has
recommended to Regional Council the denial of Laidlaw Waste Systems
proposed Official Plan Amendment, for the expansion of an existing landfill
site in the Town of Newcastle.
(b) CommitteelBoards Councillor Novak indicated that she attended the Kawartha Region
Update Conservation Authority Meeting and advised that they are pleased to have a
representative of Couocil present at their meetings.
Councillor O'Toole advised that he has been attending meetings of the
Bowmanville Museum Board, the Library Board and the Local Architectural
Conservation Advisory Committee. He stated that he is looking forward to a
productive year in working closely with these boards.
