COUNCIL MINUTES ROLL CALL Present Were: Absent: Also Present: MINUTES DELEGATIONS TOWN OF NEWCASTLE FEBRUARY 25, 1991 Minutes of a regular meeting of Council held on February 25, 1991 at 7:00 p.m., in the Council Chambers Mayor M. Marano Town Clerk, P. Barrie Councillor Wotten led the meeting in prayer. Mayor Hubbard recognized the First Orono Scouts and the Tenth Bowmanville Cubs who were in attendance and Councillors Hamre and Deegan presented the packs with Town of N ewcastie Pins. Resolution #C-I03-91 Moved by Councillor Wotten, seconded by Councillor Hooper THAT the minutes of a regular meeting of Council held on February 11, 1991, be approved. "CARRIED" Dianne Lemieux, Fogler, Rubinoff, Barristers and Solicitors, Suite 1400, 150 York Street, Toronto, M5H 3Tl, addressed Council with respect to Report PD-48-91 and re-stated her comments from the General Purpose and Administration Committee meeting held on February 18, 1991. Ms. Lemieux indicated that the land use plaoning concerns should be submitted to the Ministry of Municipal Affairs as soon as possible and that it is not necessary to postpone these comments until such time as the environmental concerns are cleared up. . . . Council Minutes DELEGATIONS - 2 - February 25, 1991 David Scott, R.R. #1, Orono, LOB IMO, addressed Council on behalf of the Committee of Clarke Constituents with respect to Report PD-48-91. Mr. Scott indicated support of the manner in which the Town of Newcastle is dealing with this application and urged Council not to address the land planning matters without addressing the environmental concerns. David Ashcroft, 63 Cedar Crest Beach, Gr. 5, Box 36, R.R. #2, Bowmanville, LIC 3K3, addressed Council with respect to the accelerated erosion which is being experienced on Cedar Crest Beach and urged Council to help the residents fmd a solution for the problem. Mr. Ashcroft indicated that the problem has reached crisis proportions and an interim protection system is needed for the area until such time as all required studies can be completed. Norm LeBlaoc, 63 Cedar Crest Beach, Gr. 5, Box 36, R.R. #2, Bowmanville, LIC 3K3, concurred with Mr. Ashcroft's concerns with respect to the shoreline erosion experienced at Cedar Crest Beach. Mr. LeBlanc indicated that he has tried his best to protect his property with gabions, however, the erosion is accelerating at such a rate that the gabions are no longer useful. David Lawson, 111 Cedar Crest Beach, Bowmanville, LIC 3K3, concurred with the earlier comments with respect to shoreline erosion on Cedar Crest Beach and urged Council to assist the property owners on an interim basis. Terry Wynn, 75 Cedar Crest Beach, Bowmanville, LIC 3K3, addressed Council with respect to the shoreline erosion problem experienced at Cedar Crest Beach. Mr. Wynn indicated that he has instslled a break wall at a cost of $15,000 so his property is not in immediate danger, however, a permanent solution must be found. Michael Noonan, 93 Cedar Crest Beach, Bowmanville, LIC 3K3, urged Council to assist the property owners along the Cedar Crest Beach with the problems experienced because of erosion and indicated that large trees and up to 50 feet of property have been lost in the recent past. Esther Poupart, 55 Cedar Crest Beach, Bowmanville, LIC 3K3, addressed Council with respect to shoreline erosion experienced on Cedar Crest Beach. Mrs. Poupart indicated that she once had a large beach, however, the water now splashes at the windows of her home. She urged Council to help the property owners on an interim basis. Mrs. Leonard Scott, 103 Cedar Crest Beach, Bowmanville, LIC 3K3, concurred with all of the earlier comments with respect to shoreline erosion experienced at Cedar Crest Beach. Mrs. Scott indicated that over the past year she has lost 15 feet of her property, however, during the last 2 1/2 weeks, 35 feet of her property has been lost. Her well is now only 5 feet away from the shoreline of the lake. . . . Council Minutes DELEGATIONS Recess COMMUNICATIONS - 3 - February 25, 1991 Jim Flood, 59 Cedar Crest Beach, Bowmanville, LIC 3K3, addressed Council in concurrence with all of the comments with respect to shoreline erosion at Cedar Crest Beach and urged the Town to expedite permits to allow for measures to be taken to protect the shore line. Les Casselman, 105 Cedar Crest Beach, Bowmanville, LIC 3K3, addressed Council in concurrence with all of the earlier comments with respect to shoreline erosion at Cedar Crest Beach and requested that Council help the property owners on an interim basis until all of the proper reports can be fInalized.
