THAT the minutes of a regular meeting of Council held on December 10,
1990, be approved.

Mr. Emile Salomon was called but was not present.
Mr. Ernie Eves, 8 Barbara Street, Bowmanville, LIC 2E4, addressed Council
with respect to Item #13 of Report #1 (Addendum to Report PD-292-90).
Mr. Eves indicated that his property abuts the subject property and he, along
with 95 neighbours, is opposed to this Rezoning Application. He stated that
the delay in the process has been very frustrating for all of the residents of
the area Mr. Eves questioned the need for this development as there are
presently many apartments for rent within Bowmanville.

Sharon Brooks was called but was not present. She did, however, appear
later in the meeting.
Mrs. Edna Laughlin, Box 245 Bowmanville, LIC 3Ll, addressed Council with
respect to Item #13 of Report #1 (Addendum to Report PD-292-90). Mrs.
Laughlin indicated that the project will not consist completely of subsidized
units but that only 25% would be fully subsidized. She indicated that
apartments presently renting in Bowmanville for "lower rent" are unfit to live
in and requested that Council approve the application submitted by
Bowmanville Valley Co-Operative Homes.
Mr. Bing Wong, Chris Smith & Associates, 101 Dundas Street West, Suite
302, Whitby, LIN 2M2, addressed Council with respect to Item #13 of
Report #1 (Addendum to Report PD-292-90). Mr. Wong indicated that
many meetings have been held between the developer and the residents and
that the same questions have been arising. He stated that most concerns
have now been submitted to the Town, the Region, C.L.O.C.A, Ministry of
Natural Resources and the Ministry of the Environment. He stated that this
project would be a benefit to the Town of Newcastle and requested that
Council approve the Rezoning Application.
Mrs. Janet Scott, 338 Beaver Street South, Newcastle, LIB lC3, the mother
of a diabetic child, addressed Council with respect to Item #2 of Report # 1
(Report PD-17-91). Mrs. Scott requested that Council re-affirm the position
taken at the General Purpose and Administration Committee Meeting held
on January 7, 1991, to continue the sale of animals for research in
compliance with the Auima!s For Research Act. She stated that over the
last 100 years, animals have been irreplaceable in research as they are so
closely related to humans.
Mr. George Cackette, Canadian Diabetes Association, 178 Simcoe Street
North, Oshawa, LIG 489, addressed Council with respect to Item #2 of
Report #1 (Report PD-17-91). Mr. Cackette indicated that he concurs with
Mrs. Scott's comments and stated that medicine would still be in the dark
ages if it were not for animal research. He stressed that the pound animals
who presently go for research would be put to death unusefully if the Town
of Newcastle was to discontinue this practice.
Ms. Liz White, Animal Alliance of Canada, 1640 Bayview Avenue, Suite
1916, Toronto, M4G 4E9, addressed Council in opposition to the
recommendations contained in Item #2 of Report #1 (Report PD-17-91).
Ms. White requested that Council end the practice of selling lost, homeless
and abandoned cats to research facilities, request the Provincial Government
to amend the Auima!s For Research Act to eliminate the taking of animals
from municipalities for the purposes of experimentation, place a moratorium
on sending dogs for research until the Provincial Government has
determined whether the Act is to be amended, and adopt a pet protection
program that would provide sheltered AnimAl~ with every opportunity to be
adopted.

Ms. Tita Zierer, Animal Alliance of Canada, 33 Y orkville Drive, Bowmanville,
LlE 2AS, addressed Council in opposition to the recommendations contained
in Item #2 of Report #1 (Report PD-17-91). Ms. Zierer has learned that
there are three ways which the pound AnimAl~ which are sent can be used;
testing, education and research. She indicated that there may not
necessarily be alternatives for research, however, alternatives are available
for testing and education. A great number of teaching hospitals are now
using manniquins rather than animals for educational purposes.
Mr. Michael Schwab, representing C-VAR, P.O. Box 1079, Port Perry,
L9L 1A9, addressed Council in opposition to the recommendations contained
in Item #2 of Report #1 (Report PD-17-91). Mr. Schwab indicated that
John Hopkins University no longer accepts pound animals because testing on
animals may prove detrimental to humans. When put to fmal testing on
humans, 95% of compounds which were found safe for animals, have been
pulled from the market.
Dr. George Harapa, University of Toronto, Kings Simcoe Hall, College Circle,
Toronto, M5S 1Al, addressed Council in support of the recommendations
contained in Item #2 of Report #1 (Report PD-17-91). Dr. Harapa indicated
that, in accordance with the AnimAl~ For Research Act, responsible pet
owners need not worry about their pet going to research. It is only the
unwanted, abandoned animals who are sent for research purposes. He
indicated that the University of Toronto has veterinarians on staff and the
procedures for dealing with animals are always under scrutiny to ensure that
the animals are not being improperly cared for. If the medical field is forced
to use purpose-bred animals for research purposes, costs will be greatly
increased and two animals will be destroyed rather than the one pound
animal. Dr. Harapa indicated that pets will also suffer if animal research is
not allowed to continue and he requested that Council take a pro-science,
pro-public, pro-pet approach and approve the recommendations from the
General Purpose and Administration Committee.
Mr. Jim Kenyon, Assistant Vice-President, Research, Toronto General
Hospital, 585 University Avenue, Toronto, M5G 2C4, addressed Council in
support of the recommendations contained in Item #2 of Report # 1 (Report
PD-17-91). Mr. Kenyon described to Council the long process involved in
having a research grant funded. He stated that out of 2,000 applications,
only 5 are approved to go for animal testing. Computer moduling has not
been perfected to the point of allowing for conclusive research. Mr. Kenyon
stressed that veterinarians are included in all research efforts and that the
animals are not improperly cared for.

Mr. Don Welsh, R.R. #4, Bowmanville, LIC 3K5, addressed Council with
respect to the Committee appointed to oversee Tornado Funding. Since the
Committee was appointed, the Province has declined fmancial assistance to
the Town stating that there was not enough damage sustained in the
tornado of August 28, 1990. Mr. Welsh is now requesting that the Town
make financial contributions to this effort, with the Committee previously
appointed administering the funds following Provincial Guidelines.
Mr. Bryce Jordan, G.M. Sernas & Associates, 110 Scotia Court, Unit 41,
Whitby, LIN 8Y7, appeared on behalf of Scott Kapuscinski, in opposition to
the recommendations contained in Item #6 of Report #1 (Report PD-4--91).
Rather than receiving and filing the application as recommended, Mr. Jordan
requested that the Rezoning Application submitted by Credit Point
Developments, be referred back to staff for further processing.

Dr. Ron Urquhart, Veterinary Inspector, Animal Industry Branch, Ministry
of Agriculture and Food, 801 Bay Street, Toronto, M7 A 2B2, addressed
Council in support of the recommendations contained in Item #2 of Report
#1 (Report PD-17-91). Dr. Urquhart distributed to Council a brief outline of
key information on the purpose of the Auima!s For Research Act and the
protective mechanisms related to the issue.
Mr. Ron Calhoun was called but was not present.
Ms. Gail Forbes, Heart and Stroke Foundation, 477 Mount Pleasant Road,
4th Floor, Toronto, M4S 2L9, appeared before Council on behalf of Ken
Elsey, in support of the recommendations contained in Item #2 of Report # 1
(Report PD-17-91). Ms. Forbes read into the record a letter from Dr. Daniel
Osmond, Professor of Physiology and Medicine, University of Toronto, in
which he indicated that remarkable strides have been made possible through
research. The use of animals in research is essential to prevent, reduce and
better treat heart disease and stroke, and limited and responsible use of
animals is essential for progress in controlling heart disease and stroke.

Mrs. Nancy Armstrong, 19 Loscombe Drive, Bowmanville, LIC 3S8,
addressed Council in opposition to the recommendations contained in Item
#2 of Report #1 (Report PD-17-91). She stated that the majority of animals
that end up at the Animal Control Shelter are lost or strayed pets and not
in fact abandoned, unwanted animals. She requested that the Town of
Newcastle start a Foster Care Program For Auima!s, more aggressive
adoption programs, spaying and neutering of pets at a lower cost, and more
public education, awareness and involvement in the Town's Animal Control
System.
Mr. Michael Zygocki, 378 King Street West, Oshawa, LlJ 2J9, addressed
Council in opposition to the recommedations contained in Item #9 of Report
#1 (Report PD-8-91). Mr. Zygocki indicated that he has been attempting for
some time to rezone the property to allow for 17 townhouses. The density
of this proposal has been reduced from the original application submitted.
He described to Council the surrounding land uses and indicated that this
proposal is in no one's backyard. The land is presently being used as a
dump site and Mr. Zygocki feels that the best possible use for this site is to
develop it as townhouses. He presented to Council an artist's rendering of
the proposaL
Mrs. Sharon Brooks, 50 J~~kmAn Rood, Bowmanville, LIC 2C9, addressed
Council in support of the recommendations contained in Item # 13 of Report
#1 (Addendum to Report PD-292-90). She questioned whether there is a
need for this type of development in this area of town as there are presently
two apartments for rent on JA~kmAn Road which the landlord has been
unable to rent. She stated that even after the lengthy time this proposal has
taken, questions of the residents have still not been answered. Mrs. Brooks
submitted for the record a copy of the mortgage on the land.

THAT, as the Intervenor Funding Project Act, 1988, automatically expires on
December 16, 1991, or on such day thereafter as is named by proclamation
of the Lieutenant Governor, the Council of the Town of Newcastle urge the
Government of Ontario to amend the legislation to make municipalities such
as the Town of Newcastle eligible for Intervenor Funding and to extend
the life of this important legislation; and

President, Canadian Ski Patrol System, Kawartha Zone, requesting
proclamation of "National Ski Patroller Day" be received;
THAT January 26, 1991 be proclaimed "National Ski Patroller Day" in the
Town of Newcastle and advertised in accordance with Town Policy;
THAT the Canadian Ski Patrol System be granted permission to fly their
flag at the Municipal Administrative Centre on January 21, 1991, the second
day of National Ski Week; and
THAT Stu Jarvis be advised of Council's decision.
