Lyall, Chairman Call Councillor Donald W. Allin, Member Councillor Ann Cowman, Member Councillor Ivan M. Hobbs, Member Councillor H. Bruce Tink, Member Mayor Garnet B. Rickard, Member Absent: Councillor Kj.rk Entwisle, Member Resolution #F-26-76 Moved by Con. Hobbs, seconded by Con. Tink. Adoption THAT the minutes of meeting held on January 12th, 1976 of Minutes be adopted. 1 1 CARRIED'' Mr. E.G. McNeely, the Town Solicitor, appeared before Mr. E.G, the Committee on a legal matter. THAT the meeting go out of camera. "CARRIED" Eldorado Mr. McNeely discussed the matter of Eldorado Nuclear Nuclear dumping contaiminated materials at Port Granby with the Committee. Finance Committee - 2 - January 30th, 1976 Resolution #F-29-76 Moved by Mayor Rickard, seconded by Con. Hobbs. Eldorado THAT Mr. McNeely write to the appropriate Provincial Nuclear authorities to find out what kind of licence has been issued to the Company and if they are living within the terms and conditions of the licence and also that the Town Clerk write to the Ministry of the Environment and advise him that Council is most seriously perturbed about the reports that radio active materials are being excavated at Port Hope and dumped in Newcastle and also request that the Minister initiate a full scale investigation. Newcastle t-THEREAS the Regional Municipality of Durham and the Village Ontario Municipal Board have approved of an expenditure Fire Hall of $140,000. (By-Law 75-74) and the debenturing of $120,000. by Board Order No. E752136; AND WHEREAS the estimated expenditure of the modifications of the former Village of Newcastle Fire Hall, owing to rising—costs-will bc--$160;00 -- THEREFORE BE IT RESOLVED that the Regional Municipality of Durham and the Ontario Municipal Board be requested to approve of an additional expenditure of $20,000. for the completion of the said modifications of the former Village of Newcastle Fire Hall. Cowman, seconded by Con.. Hobbs. Fire Hall THAT three additional steel posts be put into the construction of the main hall to give increased support to roof. THAT a cheque for $1,500 be issued to the Regional Works Department as a deposit and estimated cost for 41' water service and sewer connection. "CARRIEDtt Resolution #F-34-76 Moved by Con. Tink, seconded by Mayor Rickard. THAT the Region be requested to debenture an amount of $120,000 for the Newcastle Village Fire Hall Capital i Expenditure. "CARRIED" Heritage The Treasurer reported on his investigation with the Ontario Grant re Heritage Foundation regarding the possibility of a grant Bowmarnville to modify the Bowmanville Town Hall. It appeared that one Municipal of the main requests would be for an architect's report on Building the proposed renovations setting out proposed uses, etc. Resolution #F-35-76 Moved by Con. Tink. A.M.C.T. THAT in 1976 membership fees for the Association of Fees Municipal Clerks and Treasurers be paid for the Clerk, Treasurer and their Deputies, in the amount of $30.00 each. Mutual and Fire Services THAT an amount of $45.00 be paid to the Mutual Aid Association Fire Fighters Association for 1976, being three Fire Halls at $15.00 each. Change THAT Council concur with the Treasurerls recommendation to Fund advance a Petty Cash Change Fund to the Animal Control - --By-Law Department in an amount of $-25000--and-the-By-Law-15-13--- — be he By-L-aw-75=13--- be amended accordingly. Orono Arena THAT the estimate of $750.00 submitted by Totten, Sims & Feasibility Hubicki for a feasibility study for a new Arena at Orono Study be referred to budget and that Totten Sims & Hubicki and Orono Athletic Association be advised, ItCARRIED" Resolution #F-43-76 Moved by Mayor Rickard, seconded by Con.-Tink. 1976 THAT the Treasurer request the Town Insurers for an estimate Insurance of the insurance bill for the year together with an up-to-date listing of properties insured. "CARRIED" Regional Members of the Committee were given a copy of the Regional Capital Sewer and Water Capital Budget and 4 Year Forecast and Budget comments requested. Telephone THAT an additional telephone extension be installed for Extension the use of Mrs, Dunham, "CARRIED" 1976 Tentative Budget figues for 1976 were submitted by the Budget Treasurer for the information of the Committee. Hobbs. i Federal & WHEREAS the Federal Government and the Province of Ontario Provincial have_set_guidelinesand_s_tandar-ds-pertaining toncr-easesin- Government expenditures for all levels of government and industry for Guidelines the year 1976; AND W"-'-ZEAS the responsibility of levying and collecting property taxes rests with the local Minicipality; AND WHEREAS the increase in assessment available for taxation purposes has increased 5% from the year 1975 to 1976 in the area municipality of Newcastle; IT IS THEREFORE incumbent upon all concerned tc exercise restraint within our economic means of financing; NOW THEREFORE be it resolved that all boards and commissions that arc dependent upon the municipality of Newcastle for levies or grants take the necessary steps in the prepar-ation of their 19;6 budgets to limit their expenditures within the aforementioned guidlines and our assessment increases.
