Mayor Rickard and Members of Council:
The following is a report of a meeting of the Finance Committee held
on December lith, 1975 at 7:30 p.m. in Court Room No. 2:-
1. Durham Central Fair Grant
It was recommended to Council that Mr. E.R. Lovekints letter dated December let,
1975 regarding the 1976 Brant for the Durham Fair, be referred to Budget
discussions.
2. Clarke Museum Grant
It was recommended to Council that the balance of the Municipal Grant of $2,433.00
be paid to the Clarke Museum Board and that they be advised that the surplus on
the Provincial Grant should be carried forward to 1976.
3. Street Lighting Bowmanville
It was recommended to Council that the letter dated November 10th, 1975 from the
Bowmanville Public Utilities Commission Manager regarding intersection lighting
on Regional Roads be received and the following intersection improvements be
added to the program as per sketches:
(1) Waverly Road and Highway 57.
(2) Scu,og Road at Highway 57 (Ontario hydro corner).
4. Washrooms in Bowmanville Town Hall
It was recommended to Council that the matter of plumbing repairs to the Men's
Public Washroom at the Bowmanville Town Hall be referred to Mr. Bryden with power
to act.
5. Heritage Grant re Bowmanville Town Hall
It was recommended to Council that the Treasurer be requested to apply for a Heritage
Grant for a feasibility study for a historic building, that is Bowmanville Town
Hall, with the object that the whole Office Staff be accommodated in the building.
6. Mileage Claims
It was recommended to Council that the attached mileage claims as submitted by
the Treasurer be approved.
7. Statement of Accounts
It was recommended to that the attached Statement of Accounts for November, 1975
as submitted by the Treasurer be approved with the exception of the Groenveld
account in the amount of $1,506.75 be referred to the Public Works Committee for
report.
v. Planning Consultants
It was recommended to Council that all Planning Consultants presently working for
the Municipality
(a) cease work, and
(b) bring their billings up-to-date.
and that Council as a Committee study their billings in the light of their
production and formulate a policy to control Consultant's charges in the future.
9. Monthly Billing,
It ear. recommended to Council that people supplying goods and services to the Town
be advised that the Town requires monthly billing.
10. School Crossin; s
It was recommended to Council that the Regionts bill in the amount of $772.41 for
marking of School Crossings be paid and charged to "Civic' expenses and a budget
account set up for this type of expenditure in 1976.
11. Boi=anville Jaycees Promotion Campaign
It eras recommended to Council that the Town participate in the Bowmanville Jaycees
Town promotion campaign to an amount of $150.00.
12. Mr. R. Baden re 1975 Vacation
It was recommended to Council that Por. R. Brydents request to carry forward two
days of his 1975 vacation to 1976, be approved.
13. Mclean Cemetery
It was recommended to Council that Mr. Thertill's bill for maintenance at McLean
Cemetery be paid in the amount of $100.00.
14. Urban Service Area By-law
It was recommended to Council that an urban service area By-law be presented to
Council comprising of the following boundaries:-
(1) Former Town of Bowmanville and adjacent area receiving water or sewer services.
(2) Former Village of Newcastle and adjacent area receiving water service.
(3) Former Village of Orono and adjacent area receiving Orono services.
(4) Courtice area when designated in Official Plan.
15. J. Hayman re 1974 Vacation
It was recommended to Council that Mr. J. Haymants request to be paid for his 1974
Vacation which was carried fore and to 1975 be granted as he is unable to take his
holiday this year, ane furthermore, that the Staff be advised that there will be
no carrying forward of vacations in future except for a first class reason.

16. Committee of Adjustment Appeal - Gu'da
It was recommended to Council that the Town Clerk on behalf of Council register an
objection to a decision of the Committee of Adjustment to allow an extension of a
non conformity use in the Village of Newcastle on an Application by Stanley and
Stella Gujda and furthermore, that the Planning Department and By-Law Enforcement
Officer submit reports so that the Committee may consider whether to continue appeal.
17. Tyrone Hall Construction
It was recommended to Council that Bowman Construction be paid an amount of $4)761.69
as a progress payment for the Tyrone Hall Construction.
