MINUTES OF PREVIOUS MEETING Resolution #C-203-96 Moved by Councillor Pingle, seconded by Councillor Scott THAT the minutes of a regular meeting of Council held on February 26, 1996, be approved. "CARRIED" . . . Council Minutes DELEGATIONS - 2 - March 11, 1996 Margaret Rogers, Visual Arts Centre, 143 Simpson Avenue, Bowmanville, L1C 211, presented a broad overview of the diverse activities of the Visual Arts Centre with a slide presentation and noted the following points: · The Visual Arts Centre building is a brick mill which has been designated as a historic building; · The Centre is run by a Board of Directors and offers extensive programming which includes yuletides, summer festivals, summer camps, one day workshops, winters harvest, monthly exhibitions and multimedia craft shows; and · The art rental program is managed by a consultant. Anna D'Alessandro, C & K Mortgages, 3800 Steeles Avenue West, Suite 202, Woodbridge, L4L 4G9, regarding Subdivision 18T-95009, described the history of the site and the difficulty incurred for the lotting configuration due to the topography of the land. She advised that, if the lots for the five semi-detached dwellings are not approved as per the application, this project is not economically viable. She introduced Gary Grunier, President, C & K Mortgage Services, 600 Eglinton Avenue East, Suite 600, Toronto, M4P 1P3. He described the history of the organization, noting that the vendor represents approximately 40 senior citizens who have invested their life savings on this project. Bob Simpson, Bowmanville Lions Club, 26 Beech Avenue, Bowmanville, L1C 3A2, circulated a copy of his presentation to Members of Council and suggested that the older adults share the Lions Facility rather than the Municipality constructing a stand-alone seniors' building. He addressed the merits of this proposal and requested that the decision on this matter be tabled at this time until the Bowmanville Lions Club and the Older Adults Association has had an opportunity to meet and negotiate an arrangement where the Lions facility would be fully utilized and possibly a joint ownership of the facility could be achieved. Mavis Carlton, Group 2, Box 14, RR #2, Bowmanville, L1C 3K3, reiterated her previous request of March 4, for a Seniors Centre stating that it is estimated that there are 11,000 residents over the age of 55 in Clarington in need of this facility. She requested a commitment from Council to provide the seniors with their own centre and to trust them in their ability to raise funds for the operating e.xpenses. Don Welsh, Chairman of the Older Adults Committee and Roxy Barnes, Administrator of Community Care, advised that, in their estimation, the offer from the Lions Club to the seniors to share their facility, does not presently offer a workable solution. Community Care would not be able to locate to the Lions Centre as it stands. . . .
