Barrie Mayor Hamre presented to Michael Creighton, Fire Chief, the Exemplary Service Medal from the Governor General of Canada, in recognition of 20 years exemplary service toward public safety. MINUTES OF PREVIOUS MEETINGS Resolution #C-172-96 Moved by Councillor Pingle, seconded by Councillor Scott THAT the minutes of a regular meeting of Council held on February 12, 1996, be approved. "CARRIED" . . . Council Minutes DELEGATIONS COMMUNICATIONS - 2 - February 26, 1996 John Levantis, City of Oshawa Marine Reserve Association (COMRA), P.O. Box 841, Oshawa, L1H 7N1, advised Council that this Association was founded in 1967 by boaters who felt a need for marine rescue in the area. During the season of April to November of each year, COMRA provides first aid, rescue, victim recovery for police, pollution control, towing services and public relations in the area bounded by Ajax/Pickering in the west and Clarington in the east. He stated that 10% to 20% of COMRA's calls come from the Clarington area, however, Clarington provides only 5% of their funding. He is requesting that a user fee of $1.00 for daily launches or $20.00 for seasonal mooring be imposed and that Council increase its grant allocation to the Association to $5,000 through the 1996 budget process. " Council Minutes OTHER BUSINESS Regional Update CommitteelBoards Update CONFIRMING BY-LAW - 11 - February 26, 1996 Councillor Dreslinski advised that the Planning Committee has officially received the Clarington Official Plan. Mayor Hamre advised Council that many meetings have taken place relating to the Greater Toronto Area. During a two-day seminar with Regional Council, one day was spent discussing the Golden Report and Regional Council will be considering the matter on Wednesday, February 28, 1996. On Friday, February 23, 1996, the Mayors and Regional Chairs of the GTA met with the local MPPs and on that same day the rural Mayors met regarding the issue. A special meeting of Council will be called for March 4, 1996, to consider the resolution put forth by the rural Mayors regarding the Seven Point Plan. The Mayor advised Council that the polling day for the GTA Survey has been set for March 28, 1996 at five various locations around the Municipality. Councillor Dreslinski advised that during the Annual Meeting of the Ganaraska Conservation Authority, Gerry Houston was re-elected as Chair and Dan Dell from Hope Township was elected as Vice-Chair. The Orono Arena Board has managed to raise $52,000 during their fundraising to go toward a new Olympiad (Zamboni). Councillor Pingle advised that the Visual Arts Centre held their annual meeting and have just completed their juried show. She also stated that the Bowmanville Museum entertained 2,000 more visitors in 1995 than 1994.
