Mayor D. Hamre Councillor A. Dreslinski Councillor C. Elliott attended the meeting from 9:07 a.m. until 3:55 p.m. Councillor L. Hannah Councillor M. Novak attended the meeting at 9:13 a.m. Councillor P. Pingle Councillor D. Scott Chief Administrative Officer, W. H. Stockwell Parks & Cemetery Superintendent, J. Cameron attended the meeting from 9:39 a.m. until 12:30 p.m. Director of Engineering, Public Works, T. Cannella attended the meeting from 9:35 a.m. until 12:30 p.m. Director of Community Services, J. Caruana Tourism and Marketing Officer, J. Cooke attended the meeting until 10:06 a.m. Fire Chief, M. Creighton Director of Strategic Planning, D. Crome Program Manager, C. Gonder attended the meeting until 10:45 a.ill. Confidential Secretary to the Mayor and Council, P. Gurney attended the meeting until 10:06 a.m. Treasurer, M. Marano Chief Librarian, C. Mearns Executive Assistant to the Chief Administrative Officer, N. O'Flaherty Manager of Operations, Public Works, D. Patterson attended the meeting from 9:45 a.m. until 12:30 p.m. Executive Assistant to the Mayor, M. Reid attended the meeting until 10:06 a.m. Manager, Arenas, S. Rose attended the meeting until 10:45 a.m. Manager of Development Review, L. Taylor attended the meeting from 1:45 p.m. until 2:20 p.m. Director of Public Works, S. Vokes Chief Building Official, H. Wight attended the meeting from 1:45 p.m. until 2:20 p.m. Clerk, P. Barrie DECLARATIONS OF INTEREST There were no declarations of interest made at this meeting. . . . Special Council Minutes CONFIRMING BY-LAW - 2 - January 12, 1996 Mayor Hamre advised that the special meeting of Council had been called to discuss the Municipality's Budget Restraint Program and to hear the various suggestions and recommendations from staff. She indicated that input was required at this meeting to allow staff to prepare a report which will be considered by the General Purpose and Administration Committee on January 22, 1996. At that time, public input will be sought. The Chief Administrative Officer provided the following timetable in order to effect some of the fee changes by February 1, 1996: _ January 12, 1996 - meeting with Council and staff to consider proposals surrounding the budget restraint program _ January 16, 1996 - staffreport for the GPA meeting of January 22 recommending changes in the budget in connection with the budget restraint program will be made available for Council and the general public _ January 17,1996 - deputation list for the GPA meeting of January 22 will close in the Clerk's office _ January 22, 1996 - GPA will receive the staff report, hear deputations and make recommendations to Council _ January 29 - Council will deal with the GPA recommendations of January 22 _ February 1 - staff may enact the budget changes approved by Council in a timely manner The Treasurer distributed an outline of staff's proposed budget adjustments which identified $1,441,750 in total reductions in the municipal budget. She provided a general outline of the figures and was then followed by each department head who provided details relating to their own department. Following review of each department, direction was provided to staff to bring a report forward to the General Purpose and Administration Committee incorporating all ideas presented, save and except the following: - Economic Development Officer - Parking recommendations - Junior Firefighter Program - Deletion of $250,000 from the Public Works budget - Purchasing advertising Resolution #C-7-96 Moved by Councillor Hannah, seconded by Councillor Dreslinski THAT leave be granted to introduce By-law 96-4, being a by-law to confirm the proceedings of the Council of the Municipality of Clarington at this special meeting held on the 12th day of January 1996, and that the said by-law be now read a first and second time.
