HomeMy WebLinkAboutFD-6-95 THE CORPORATION OF THE TOWN OF NEWCASTLE REPORT GENERAL PURPOSE AND ADMINISTRATION COMMITTEE MEETING Meeting: File# Date: APRIL 3, 1995 Res. #(_±)A By-Law# Report#: FD_-6_-q5_ File#: -Ij(1-12-6— Subject: FIRE SERVICE AGREEMENT Recommendations: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1.) THAT Report FD-6-95 be received; 2.) THAT Council authorize Clarington Fire Department to enter into a Mutual Aid Agreement with the Township of Hope; 3.) THAT a by-law be passed authorizing the Mayor and Clerk to execute such agreement; and 4.) THAT the Township of Hope be advised of Council's decision. 1. BACKGROUND 1.1 On March 22, 1995 the Fire Chief's Office received a request from the Township of Hope Fire Department to enter into a Fire Service Agreement. (Copy attached). 1.2 On several occasions annually, we are called upon to respond to calls for fires or rescues on Highway 401 near the Hope/Clarington border line. On many of these occasions the accident or fire may be on the Hope Township side of the border and we are required, as the first arriving department, to provide assistance. Once the Hope Township Fire Department arrives we turn the scene over to them. 1.3 They also, on occasion, may find themselves on the Clarington side of the border providing a like service. Continued... IA I I III FD-6-95 - 2 - 1.4 2 -1.4 In order to protect both municipalities, staff would recommend that a formal agreement be put in place to provide this assistance. It is believed that both municipalities would benefit from such an agreement and the residents would be well served. 1.5 The Ontario Fire Marshal recommends that agreements be put in place to protect municipalities when entering into a neighbouring community. This would be similar to the Mutual Aid Agreement that exists throughout the Durham Region. 2. RECOMMENDATIONS 2.1 It is respectfully recommended that Report FD-6-95 be received; and 2.2 THAT a formal agreement be entered into with Hope Township to provide a beneficial service to both municipalities. It has been recommended by the Officers to our Municipal Services Committee that it may be beneficial to revise our mutual aid running card within the Northumberland County Mutual Aid Society to include your Department as our second or third call for assistance. It has been recommended by the Officers that a reciprocal agreement should be executed between our respective Department's whereby similar equipment and personnel could be exchanged when additional resources are required. It is proposed that this Agreement would extend between our two Halls in the southern limits of our Municipalities (Station #1 - Welcome & Station #2 - Newcastle) and the two Halls in the northern limits (Station #2 - Garden Hill & Station #3 - Orono). I have attached a brief listing of our Department's staffing and apparatus for your review and consideration. The second agreement that we believe may be necessary to consider is an understanding that when we cross our common Municipal Boundary in response to an alarm, that we can initiate fire or rescue procedures pending the arrival of the host Department. With the advent of cellular phones, we are finding it more and more frequent to be dispatched in error into your Municipality along the Highway #401 corridor, as an example. While there have been no difficulties encountered to date, we believe that it may be appropriate to have an Agreement in place which protects both of our Departments if and when such a scenario arises.
