Recommendations: It is respectfully recommended: 1. ) THAT Report FD-6-93 be received for information; 2 . ) THAT one of the options presented for consideration in this report be approved; and 3. ) THAT the funds required for the replacement be allocated from the Fire Department Lot Levy Account No. 5001-38-0. 1. BACKGROUND 1. 1 The 1983 station wagon was originally used by the Fire Chief until 1991 when it was replaced. The station wagon was kept with the intent that it would provide a vehicle for the Fire Prevention Officer until it was no longer worth repairing. 1.2 In the preparation of the 1993 Capital Budget and Four Year Forecast this vehicle was identified to be replaced in 1994. (Attachment #1) . It was hoped that we could keep the station wagon on the road until then. 1. 3 During the month of June all fire department vehicles are sent to the Hampton works yard to be safety checked by their mechanic, Grant Luke. When the station wagon was in for it's safety check, it was decided that the rust damage to the body, including door posts, and frame, as well as other problems would not allow this vehicle to be certified as road worthy. This was confirmed by a note written by Mr. Luke. (Attachment continued. . . . . . . . . . . -rFits is rnurco ai nrcvcim vnrc FD-6-93, Cont'd. - 2 - 1.4 Based on the non-certification of this vehicle it was deemed to be not road worthy and was removed from service. This leaves the Fire Prevention Officer without a vehicle to do his inspections . It was decided that we would utilize the pick-up truck for this purpose until a replacement vehicle can be purchased. This still leaves the department a vehicle short and also requires us to call Mr. Reinert away from inspections to respond to the station and provide this vehicle for firefighters . This causes not only inconvenience, but also affects potential response time. 2. COMMNTS: 2 . 1 It would appear, after consideration and discussion with the Chief Administrative Officer and Fire Department Chairman, there are three possible options which may be considered for the replacement of this vehicle. 2 .2 Option A - The first option is to replace this vehicle in accordance with the recommendations in the Fire Department Capital Budget and Four Year Forecast. This involves the purchasing of a full size vehicle complete with the police package, which includes heavy duty equipment such as shocks, suspension, etc. which the existing Chief's car does not have. The existing Chief's car would be utilized by the Fire Prevention Officer, which would extend the life expectancy of the vehicle. The new vehicle, which would be built to withstand use as an emergency response vehicle, would be utilized by the Fire Chief and provide him with a vehicle that could carry all his emergency equipment as well as withstand the emergency use. 2 .3 Option B - This option would involve the purchasing of a less expensive vehicle off a car lot and it would be used by the Fire Prevention Officer. The benefit of this is less immediate cost to the municipality. It is however, our belief that this would be a temporary resolve because the vehicle would not be made for emergency use and the existing Chief's car would still require possible replacement in a couple of years based on the existing history of repairs . This would require waiving the tendering requirements of the purchasing by-law. 2 .4 Option C - This option would involve continuing to use the department's pick-up truck until a vehicle could be obtained from another department on a temporary basis. We would then replace the vehicle once next year's budget is approved. The funds for the vehicle would at that time be drawn from the department's Lot Levy Account which is for such purchases . We would however, be paying a higher price for a 1994 vehicle. �� Continued. . . . . FD-6-93, Cont'd. - 3 - 2 .5 It is the belief of this department that Option A would provide the best long range solution. It would extend the life expectancy of the Fire Chief's existing compact car by using it for the Fire Prevention Office, which it is better designed for, and providing a heavier duty vehicle for the Fire Chief. 3. RECOMMENDATIONS: 3. 1 It is respectfully recommended that report FD-6-93 be received. 3 .2 That the General Purpose and Administration Committee recommend to Council the replacement of Car #3 by one of the options provided. 3.3 That the funds for this vehicle be drawn from the Fire Department Lot Levy Account.
