REPORT #: FD3-92 FILE #: 10 . 12 .6 SUBJECT: USED TIRE STORAGE SITES - TOWN OF NEWCASTLE RECOMMENDATIONS: It is respectfully recommended: THAT Report FD3-92 be received for information. 1. BACKGROUND 1. 1 After the Hagersville tire fire in February, 1990, Council requested a report in which the status of tire dump sites within the Town of Newcastle were reviewed. 1.2 The information which was provided to the General Purpose and Administration Committee at that time, identified all the known sites within the Town. 1 . 3 The sites identified and quantities of tires stored were: Newcastle Recycling - approximately 250,000 tires Ackerman Auto Wreckers - if 4,000 It Cowanville Auto Wreckers - 250 of Newcastle Salvage - 200 Elliot Auto Wreckers - 800 Dom's Auto Wreckers - 20,000 Courtice Auto Wreckers - 5,000 Continued. . . . . FD3-92, Cont'd. - 2 - 1.4 These sites have been inspected by the Ontario Fire Marshal in conjunction with the Town of Newcastle Fire Department's Fire Prevention Inspector and were brought up to the standards for tire storage sites . It should be noted that these sites are inspected on a regular basis, as are all commercial and industrial locations in the Town of Newcastle. These sites are scheduled to be inspected within the next 2 - 3 months. 1.5 The largest, Newcastle Recycling, underwent some major work on site to ensure compliance with the Ontario Fire Code and this site is presently in compliance. 1. 6 Dom's Auto Wreckers, at the time of the initial inspection, were in the process of selling off their stock of used tires . It should be noted that the fire, which occurred on this site on March 20th, did not involve any specific tire storage area. The fire involved a pile of scrap cars and parts, which did include some tires, all of which were awaiting sorting. 1.7 The new regulations which are in place, to regulate the storage of used tires, are specifically designed to prevent the possibility of another Hagersville occurring. These regulations are the basis for this department's inspection of any location storing used tires . 2 .
