Subject: QUARTERLY FIRE REPORT - JULY 1, 1992 - SEPTEMBER 30, 1992
Recommendations:
It is respectfully recommended:
THAT Report FD-9-92 be received for information.
1. BACKGROUND
1. 1 This report covers the total calls responded to for the period
of July 1, 1992 to September 30, 1992 .
1.2 During this period there were no major calls of any
substantial nature. The total calls for the department are
down by 12 .5% over the same period last year.
1. 3 It would appear that this decline is due in part to the
reduction in burning complaints as well as ambulance assist
calls, which is a result of tighter regulations .
1.4 The acts of vandalism are down in the third quarter of the
year. This is due in part to a tighter control on vacant
buildings in the town and better awareness on the part of the
owners.
1.5 The hiring process has been completed for the additional part-
time firefighters for the Enniskillen Station, and training
for these and other recruits, needed to bring the complement
up in all Stations to approval levels, will begin on October
31, 1992 .

1.6 At a seminar, which I attended with the Office of the Fire
Marshal, discussions took place on firefighter qualifications .
The York University Physical Fitness and Stress Test has been
approved and meets the guidelines of the Human Rights
Commission. This continues to be the best available test
given for firefighting personnel in determining suitability
to fullfil the physical demands required by the position, and
is found to be non-discriminating. Other tests that may be
developed by various departments could be found to be
discriminating should Bill "79 " on Employment Equity be
passed.
1. 7 The breakdown of calls for the period of July 1, 1992 to
September 30, 1992 is as follows:

1. 8 Total fire loss for this period was $50,201 .
1. 9 The breakdown for calls from January 1, 1992 to September 30,
1992, is as follows:

1. 10 The total fire loss for the period of January 1, 1992 to
September 30, 1992 is $1,308,701.
1. 11 The department successfully prosecuted our second burning
violation in September, 1992 . It would appear that the new
policy is working extremely well.

2. CQMIl NTS
2 . 1 . Several courses are being offered by the Office of the Fire
Marshal in dealing with all aspects of management in the fire
service. These focus a great deal on managing with
constraints, as well as dealing with new laws and legislation
effecting the Municipal Fire Service of today.
2 ..2 These courses are given, at no cost to the municipality at the
Ontario Fire College in Gravenhurst. It is the belief of the
senior staff of the Fire Department that we should be taking
advantage of these opportunities to obtain training, that can
only benefit the municipality by ensuring that management
staff are well qualified and kept abreast of any innovations
that would assist us in performing in the most efficient
manner possible.
3. RECOMMENDATIONS
3. 1 It is respectfully recommended that report FD-9-92 be received
for information.
