HomeMy WebLinkAboutFD-3-91 f TOWN OF NEWCASTLE y �•E �t' REPORT File #� a � Res. # By-Law # MEETING: General Purpose and Administration Committee DATE: April 22, 1991 PHORT #: Fu FILE #: SUUCT: UNINTERRUPTED POWER SUPPLY TELEPHONE SYSTEM - MUNICIPAL ADMINISTRATION CENTRE RECOMMENDATIONS: It is respectfully recommended: 1) THAT Report FD 3-91 be received; 2) THAT an Eight Hour Uninterrupted Power Supply be purchased for the Telephone System for the Municipal Administration Centre; 3) THAT funds for this System be drawn from Contingency Account 7007-X-298. 1. BACKGROUND 1. 1 On March 4, 1991, a severe ice storm hit the Town of Newcastle. During the ice storm several trees and branches fell on hydro wires causing a power failure which lasted approximately 3 hours. 1.2 During the power failure, attempts were made to contact the after hours phone numbers at the Municipal Administration Building without success . The after hours calls are answered at the Fire Department Dispatch Centre between 4:30 p.m. and 8:30 a.m. On this occasion the phones could not be answered since the power failure left the phone system at the Municipal Administration Centre inoperable. 1. 3 After discussions with several members of Council, it was realized that an Uninterrupted Power Supply should be installed at the Administration Centre to provide and ensure that the phone system would operate despite a power failure. FD3-91 -2- BACKGROUND 1.4 At the General Purpose and Administration Committee Meeting of March 4, 1991, it was requested that the matter be looked into and action be taken to rectify the existing problem. To this end, discussions were held with Mr. Gibbons of Bell Canada to find out what was required to resolve the concerns. Information was obtained from Anixter Canada Inc. , who supply this equipment and this information, including costs, and was passed on to Lou Ann Birkett, Purchasing and Supply Agent, for information purposes. 1.5 The Anixter Systems are available in various sizes. These systems can supply 2, 4, or 8 hours of emergency power to operate the telephone systems. The cost of the various systems are as follows: (These prices exclude installation, however, it is reported to be a nominal cost. ) 2 HOUR SYSTEM - ALPHA 500 SPS with BP 430-24 BATTERY PACK - $1,442. 4 HOUR SYSTEM - ALPHA 500 SPS with BP2100-24 BATTERY PACK - $1,863. 8 HOUR SYSTEM - ALPHA 800 SPS with BP3100-36 BATTERY PACK - $2,191. It is recommended that an 8 Hour System be purchased and installed in order to ensure that the Municipal Administration Centre is guaranteed an uninterrupted power supply. 1. 6 After discussions with the Treasurer with regard to the funding for this system, it is respectfully recommended that the funds for the purchase of this system be drawn from Contingency Account 7007-K-298. The Treasurer concurs with this recommendation. 2 . CONCLUSIONS 2. 1 It is therefore respectfully recommended that Report FD3-91 be received; 2.2 That approval be given for the purchase of the Anixter ALPHA 800 SPS System; and Continued. . . . . .
