Barrie DISCLOSURE OF PECUNIARY INTEREST Councillor Novak indicated that she would be disclosing a pecuniary interest with respect to the Addendum to Report PD-70-99 which is being considered in conjunction with Report # I. MINUTES OF PREVIOUS MEETING \...- Resolution #C-457-99 Moved by Councillor Trim, seconded by Councillor Young THAT the minutes ofa regular meeting of Council held on June 28,1999, be approved. "CARRIED" Council Minutes -2 - July 5, 1999 \...- COMMUNICATIONS Resolution #C-458-99 Moved by Councillor Novak, seconded by Councillor Rowe THAT the communications to be received for information be approved. "CARRIED" I - I Bob and Betty Munro advising that it has come to their attention that the Durham Regional Council has decided not to endorse a recommendation to reinstate prayer in our schools. The reason given by on Councillor is that he does not wish to "marginalize" a portion of society. In fact, that is just what he is doing when he refuses to acknowledge our Christian heritage. Our very basic morals are based on the Judeo-Christian foundation of the Ten Commandments and tile teachings of Jesus. They believe that compromising these teachings or removing them completely from our schools will bring only negative results to our society. (Received for Information) '-' 1-2 Ontario Power Generation Backgrounder advising that staff have been engaged since 1997 in a program to ensure the safe and reliable generation of electricity into the "Year 2000". Management at Darlington, as part of an overall OPG corporate initiative, considers the Y2K issue a top priority and more than $10 million and 30 staff have been allocated to the station's Y2K team. (Received for Information) 1-3 Stephen Frederick, President, Voters Organized to Cancel the Airport Lands advising of advances made by the Pickering Lands Stakeholders Forum. The Stakeholders Forum was assembled to address the issue of the designation of the Pickering Lands as an airport site. Since January of this year, they have been meeting to determine if a mechanism exists to accomplish the goal of protecting the land without designating the property as an airport sit. He is pleased to report that viable options do exist. Mr. Frederick forwards a copy oftheii discussion paper and several recent newspaper articles written about the Stakeholders Forum meetings and process. Council Minutes - 3 - July 5, 1999 COMMUNICATIONS Resolution #C-459-99 Moved by Councillor Mutton, seconded by Councillor Novak THAT Correspondence Items D - 1 and D - 2 be approved as per the agenda. . "CARRIED" D-I Betty Irving, Secretary, Bowmanville Santa Claus Parade Committee requesting permission to hold the Community of Bowmanville Santa Claus Parade on Saturday, November 20, 1999 beginning at 10:30 a.m. As in past years the co-operation of the Police Department, Works Department and Town Services is requested. They also request a change in the parade route: the parade marshalling will start on Church Street by the old Fire Hall and will end, as usual, at Memorial Park on Liberty Street. (Approved provided the organizers apply for and obtain a Road Occupancy Permit) D-2 Gerald H. Dafoe, Chief Executive Officer, Canadian Public Health Association requesting proclamation of "National Immunization Awareness Week" from October 24 to 30,1999. "CARRIED" \... \.,.. ~ Council Minutes BY-LAWS OTHER BUSINESS - 7 - July 5, 1999 Councillor Novak indicated a pecuniary interest with respect to By-law 99-109; vacated her chair and refrained from discussion and voting on the subject matter. Councillor Novak indicated that this by-law affects an area in which members of her family reside. Resolution #C-466-99 Moved by Councillor Young, seconded by Councillor Trim THAT leave be granted to introduce By-law 99-109 being a by-law to amend By-law 84-63, the Comprehensive Zoning By-law for the Corporation of the former Town of Newcastle (Black Creek Developments Limited) and that the said by-law be now read a first and second time. "CARRIED" The foregoing Resolution #C-464-99 was th~n put to a vote and "CARRIED". Resolution #C-467-99 Moved by Councillor Young, seconded by Councillor Trim THAT the third and final reading of By-laws 99-97, 99-102 to 99-108 inclusive and 99-110 to 99-114 inclusive be approved. "CARRIED" Councillor Novak expressed her thanks for the community's support for all of the Canada Day activities which took place throughout the municipality. "CARRIED" CONFIRMING BY-LAW Councillor Novak stated a pecuniary interest earlier in the meeting and refrained from discussion and voting on the confirming by-law. Resolution #C-470-99 Moved by Councillor Young, seconded by Councillor Trim THAT leave be granted to introduce By-law 99-115 being a by-law to confirm the proceedings of the Council of the Municipality ofClarington at this meeting held on the 5th day of July 1999, and that the said by-law be now read a first and second time.
