THAT the minutes of a regular meeting of the General Purpose and
Administration Committee held on November 19, 1990 be approved.

PUBLIC HEARINGS
As required under the new Planning Act [Section 34(12)], Council is holding
a public meeting prior to either adopting or rejecting the following:
(a) Proposed Zoning By-law Amendment and Site Pian Application -
Part Lot 31, Concession 2, former Township of Darlington - Petro
Canada Inc.

The Chairman asked if there were any persons present wishing to speak to
these matters. Several people indicated a desire to speak.
Before proceeding with these matters, the Chairman asked the Deputy Clerk
to advise on the manner of notice.
The Deputy Clerk advised that:
(a) Public notices were mailed to all property owners within 120 metres by
November 12, 1990;
(b) Notices of the public meetings were posted on each of the sites by
November 12, 1990; and
(c) The notices comply with the regulations under the Planning Act.
The Chairman announced that any persons wishing further notice of the
passage of the by-law, if passed, to please leave their name, address and
telephone number with the Deputy Clerk before they leave.
The Chairman called on the Director of Planning and Development to briefly
describe the purpose and effect of the by-law and how the by-law
accomplishes the stated purposes.
The purpose and effect of the by-law is as follows:
(a) Petro Canada Inc. - to permit the development of a self service gas bar.
(b) W. Plaxton - to permit the development of an additional residential lot.
The Chairman announced that questions may be asked concerning the
manner of notice or the purpose and effect of the by-law and that all
questions must be asked through the Chair.
The Chairman announced that Committee would hear from the objectors,
then anyone in support, with the applicant speaking last.
(a) Petro Canada Inc. - Report PD-348-90
EvyIin Stroud, 89 Little Avenue, Bowmanville, LlC 1J9, requested
clarillcation from the Committee pertaining to what portion of the subject
Iand is zoned Environmentally Protected.
Noone spoke in support of the application.
The applicant was present but did not wish to speak.

THAT, due to a clericaI misinterpretation, Kristin McCrea, R.R.1, Kendal,
LOA lEO, be heard.
(a) Katherine GuseIle, SAGA, 45 Omrun1gM; Street, Oshawa, L1G 2H1,
circulated 2 letters for the information of the Committee. She requested
the Committe's support in recommending to the Regional Municipality of
Durham that the Ganaraska Headwaters Area be designated as an
Environmental Study Area in conjunction with the Durham Regional
Official Pian Review. Mrs. Guselle introduced Wendy Boothman, R.R.#l,
Kendal, LOA lEO, Vice-Chairman, No Ganaraska Dump Committee, who
advised that she concurs with Mrs. Guselle's comments.
(b) Ron Geisberger, 1515 Wmchester Road East, Oshawa, LlH 8L7, the
applicant, advised that his reason for requesting the Iand severance is to
house a married couple who have farmed the Iands for the past 5 years.
He requested that the Committee give consideration to lifting the 0.3
metre reserve on the subject lot to facilitate severance.
(c) Mr. and Mrs. B. Ruddy, R.R.#5, Oshawa, LlH 8L7, the perspective
purchasers advised that owning the affordable severed lot would allow
them to continue farming the Iand for Mr. Geisberger.
(d) M. PlIJIll!, R.R.#1, Newtonville, LOA lJO, indicated support for the
recommendations contained in Report PD-352-90.
(e) Mark Tomina, R.R.#6, Group 20, Box 7, Bowmanville, LlC 3K7,
informed the Committee that his application has been in the planning
process for many years. He referred to a letter which he recently
received from the Regional Municipality of Durham advising that his
property will be included in the servicing area and he indicated that he is
willing to pay for all associated costs. He requested that the Committee
approve his application.

(I) Kristen McCrea, R.R.#1, Kendal, LOA lEO, displayed 3 items: a spool,
terra cotta pot and an antique wooden item, stating that the common
factor among these three artifacts was that they were all destined for the
garbage dump. She informed the Committee that 170 householders were
approached for the purpose of experimentation in garbage reduction and
132 home owners participated in the program. The experiment was
considered a success as the national average is 19 lbs. of garbage per
person and it was determined that this was reduced to 1.39 lbs. of
garbage per person. Mrs. McCrea demonstrated the Clean Green Earth
emblem which was displayed in the participants' homes. She challenged
Committee Members to take part in the 3R's project and requested
permission for the citizens to share in the Town's fme paper recycling
program.
