THAT the minutes of a regular meeting of the General Purpose and
Administration Committee held on November 5, 1990 be approved.

PUBLIC HEARINGS
As required under the new Planning Act [Section 34(12)], Council is holding
a public meeting prior to either adopting or rejecting the following:
(a)
Proposed Zoning By-law Amendment - Part Lot 35, Concession 2,
former Townsbip of Clarke - Dirk Mostert.

The Chairman asked if there were any persons present wishing to speak to
these matters. No one indicated a desire to speak.
Before proceeding with these matters, the Chairman asked the Deputy Clerk
to advise on the manner of notice.
The Deputy Clerk advised that:
(a) Public notices were mailed to all property owners within 120 metres by
October 19, 1990;
(b) Notices of the public meetings were posted on each of the sites by
October 19, 1990; and
(c) The notices comply with the regulations under the Planning Act.
The Chairman announced that any persons wishing further notice of the
passage of the by-law, if passed, to please leave their name, address and
telephone number with the Deputy Clerk before they leave.
The Chairman called on the Director of Planning and Development to briefly
describe the purpose and effect of the by-law and how the by-law
accomplishes the stated purposes.
The purpose and effect of the by-law is as follows:
(a) Dirk Mostert - to permit the development of one additional non-farm
rural residential lot.
The Chairman announced that questions may be asked concerning the
manner of notice or the purpose and effect of the by-law and that all
questions must be asked through the Chair.
The Chairman announced that Committee would hear from the objectors,
then anyone in support, with the applicant speaking last.
(a) Dirk Mostert - Report PD-337-90
Noone spoke in opposition to or in support of the application.
Dirk Mostert, 355 Regional Road 42, R.lU8, Newcastle, LIB illl, the
applicant, advised the Committee that the comments made by the
Ministry of Agriculture and Food in Section 6.2 of Report PD-337-90
stating that "the proposal is not farm related in nature and would create
an incompatible use in a predominately agricultural area" are somewhat
misleading as the land in question is not presently being farmed.

(a) Ted Cieciura, Design Plan Services, 385 The West MaU, Suite 303,
Etobiooke, M9C 1E7, noted concurrence with Reports PD-338-90 and
PD-339-90 and was present to answer questions from the Committee.
(b) AI Strike, Strike, SaImers & Furlong, Barristers, 38 King Street West,
Bowmanville, LlC lR2, gave a brief overview of the events leading to the
formation of the RIA from 1977 to 1990. He advised that the Business
Improvement Area unanimoualy support and endorse the contents of
Report PD-341-90 and are wil1ing to give a fmancial contribution in the
amount of $5,000.00 to help fmance the CAUSE Study.
(c) Larry Sherman, I.BJ. Group, 240 1&hrnnn-l Street West, Toronto,
M5V lWl, Consultant to the Newcastle Community Liaison Group, stated
that a report from the Committee on Phase IV will be submitted to
Council prior to the Council meeting of November 26, 1990. The
Newcastle Community Liaison Group cannot proceed to Phase IV uuless
they have Council's approval and full support. He referred to a Cabinet
document which is now being reviewed by the Newcastle Community
Liaison Group and which will be made available for Council's review.
(d) A6na Bridgeman, Esquire Developments, 805 T ..k....h.,..., Blvd East,
Toronto, M4M 1B2, requested the approval of the Committee in
amending the drainage agreement entered into between the Corporation
of the Town of Newcastle, Carhohne Investments Limited, Esquire
Developments Limited and Oceanfront Developments Limited wbich
would enable C.N. Works and the Channel Works to be phased.
(e) Irwin Hamilton, Harniltnn & A...".,;"t<!S, 1 Division Street, P.O. Box 39,
Bowmanville, L1C 3K8, requested that the Committee reconsider Report
PD-325-90, a Rezoning Application for Dr. Eleanor Vincent, in view of the
fact that all agencies concerned have forwarded positive comments. He
circulated 11 letters of support from area residents and noted that the
concerns of 2 dissatisfied area residents have been addressed.
(0 Dr. 1>.1.......... Vmcent, Box 178, Newcastle, LOA lBO, advised the
Committee that her reason for purchasing a house in the residential
district was because she feels that her practise is not a commercial
venture and would prefer a home environment for her patients. She
conducts several hypno-therapy sessions during the week and the loud
noise emanating from truck traffic in the downtown area would disturb
her patients during these sessions. The waiting room and treatment
room will be eularged and the two examining rooms will be converted
into three rooms. She stated that she would be a good neighbour to the
area residents.
(g) Cathy Abraham, 4 Doncaster Cres., Newcastle, LlA lH3, spoke on behalf
of some of her neighbours who are patients of Dr. Vincent and noted that
this facility has easy and safe access.

(h) Reg Tressider, 94 Caroline Street, Newcastle, LlA 1H3, has lived directly
to the east of Dr. Vincent's property for five years and advised that his
cbildren are patients of Dr. Vincent. He stated that the offices are
presently depressive and dingy. Hours of operation occur during the day,
the arena is located directly across the street and, should an emergency
arise, immediate medical help will be available.
(i) Richard Murphy, 210 Andrew Street, Newcast1e, LlA lH3, whose family
members are patients of Dr. Vincent, has been a resident of the
subdivision to the east of Dr. Vincent's property since January 1990 and
noted that the office and parking facilities are presently inadequate and
Dr. Vincent, in her application, is addressing these concerns satisfactorily.
(j) Sandra Martin, 177 Edward Street, Newcast1e, L1A 1H3, resident of
Foster Creek and mother of three smaU children fmds the location of
Dr. Vincent's office to be very convenient, the property is very well
maintained and quiet at night. She fmds the doctor's facility to be
necessary and vital and situated in an ideal location.
(k) Rev. Ron Young, 216 Andrew Street, Newcast1e, L1A 1H3, Pastor of the
Newcastle Fellowship Baptist Church for five years, stated that he has
received very favourable comments on the calibre and the dedication of
Dr. Vincent and that she is much needed in Newcastle Village.
(I) Lloyd StephPnRnn, 100 King Street East, Newcast1e, LlA 1H3, a sixty
year resident of Newcastle Village, stated that the services of Dr. V mcent
are necessary the Village of Newcastle and he cannot fmd one person
opposed to this facility.

THAT Report WD-92-90 be received;
THAT the Director of Public Works be authorized to issue a "Certificate
of Acceptance" for the roads, storm drainage system and street lighting
works construction within Plan lOM-787; and
THAT Council approve the by-law attached to Report WD-92-90 assuming
the streets within Plan 10M-787, as public highways.

Councillor Hamre made a declaration of interest with respect to the
following item; vacated her chair and refrained from discussion and voting
on the subject matter. Councillor Hamre jointly owns property in the
vicinity of the subject area

THAT the request from the No Ganaraska Dump Committee for fmancial
assistance in the amount of $5,000.00 to assist the Committee in their
current activities be denied.

WHEREAS on April 24, 1990, The Honourable Robert Nixon announced
the extension of limited GO Rail service to Bowmanville on an interim
basis consisting of a single train in the morning and afternoon peak
periods;
WHEREAS the Ministry of Transportation and GO Rail are undertaking
investigations to secure a site and have retained consultants to design the
GO Rail station;
WHEREAS the Town of Newcastle has supported the interim GO Rail
service;

WHEREAS on June 11, 1990 the Town of Newcastle requested the
Ministry of Transportation to initiate a Corridor Overview Study or other
appropriate studies under the Environmental Assessment Act to establish
full GO Rail service to Bowmanville consistent with the technically-
preferred route through Oshawa;
WHEREAS as yet the new Government of Ontario has not offIcially
confirmed the previous Government's commitment to provide limited GO
Rail service to Bowmanville; and
WHEREAS there are many communities in the Toronto commutershed
that are a much greater distance than Bowmanville from Union Station,
Toronto, that have enjoyed full GO Rail service for a considerable time:
NOW, THEREFORE BE IT RESOLVED that the Minister of
Transportation, The Honourable Ed Philip, be requested to officially
confll'1ll the commitment of the previous Government to extend limited
GO Rail service to Bowmanville;
AND FURTHER BE IT RESOLVED THAT the Minister of
Transportation be requested to initiate immediately the appropriate
studies needed to implement full GO Rail service to Bowmanville
including the early identification of station locations; and
THAT a copy of this resolution be forwarded to Premier Bob Rae, the
Minister of Transportation, Mr. Gord Mills, M.P.P. and Mr. C. W. Lundy,
Clerk, the Region of Durham.
