As required under the new Planning Act [Section 34(12)], Council is holding
public meetings prior to either adopting or rejecting the following:
(a) Proposed Zoning By-law Amendment - Lot 25, Concession 1, Clarke
E.E. VanDeWalker;
(b) Proposed Neighbourhood Plan Amendment and Zoning By-law
Amendment - Part Lot 32, Concession 2, former Township of Darlington -
Newcastle Townline Centre;
(c) Proposed Zoning By-law Amendment - Part Lot 11, Concession 1, former
Township of Clarke - Jean Canty and Russell Saunders;
(d) Proposed Zoning By-law Amendment - Part Lot 26, Concession 1, former
Township of Darlington - Reusse Construction; and
(e) Proposed Official Plan Amendment and Zoning By-law Amendment - Part
Lot 9, Concession 2, former Town of Bowmanville - Nor-Arm
Developments Inc.
The Chairman asked if there were any persons present wishing to speak to
these matters. Several people indicated a desire to speak.
Before proceeding with theBe matters, the Chairman asked the Deputy Clerk
to advise on the manner of notice.
The Deputy Clerk advised that:
(a) Public Notices were mailed to all property owners within 120 meters by
January 5, 1990;
(b) Notices of the public meetings were posted on each of the sites by
January 5, 1990; and
(c) The notices comply with the regulations under the Planning Act.
The Chairman announced that any persons wishing further notice of the
passage of the by-laws, if passed, to please leave their name, address and
telephone number with the Deputy Clerk before they leave.
The Chairman called on the Director of Planning and Development to briefly
describe the purpose and effect of the by-laws and how the by-laws
accomplish the stated purposes.
The purpose and effect of the by-laws are as follows:
(a) E.E. VanDeWalker - to permit a Trailer Park with eighteen (18) mobile
homes for year round occupancy;

(b) Newcastle Townline Centre - to permit an extension to the existing
commercial building;
(c) Jean Canty and Russell Saunders - to permit the development of a plan
of subdivision consisting of twelve (12) single family lots;
(d) Reusse Construction - to permit the development of a 5000 square metre
(58,281 sq. ft.) commercial plaza; and
(e) Nor-Arm Developments Inc. - to permit the development of a "General
Commercial" establishment.
The Chairman announced that questions may be asked concerning the
manner of notice or the purpose and effect of the by-laws and that all
questions must be asked through the Chair.
The Chairman announced that Committee would hear from the objectors,
then anyone in support, with the applicant speaking last.
(a) E.E. VanDeWalker - Report PD-48-90
E. Mostert, R.R.#2, Newcastle, LOA lBO, resides on a parcel of land
located adjacent to the Newcastle Trailer Park and strongly objects to
year round occupancy of the trailer park. He informed the Committee
that his cedar trees, topsoil and fence posts have been damaged because
of the trailer park operation. He indicated that the erection of a high
chain link fence could resolve some of the problems.
Shirley West, Newcastle Trailer Park, Lot 32, Newcastle, LOA lBO,
advised that she has been a resident of Newcastle Trailer Park for three
years. She noted that since her arrival to the trailer park three years
ago, the trailer park grounds have been ameliorated greatly. She advised
that it is not the residents of the trailer park who litter Mr. Mostert's
property but patrons of the hotel located nearby. She advised that
Mr. VanDeWalker is attempting to make the park a safe and clean place
to live and requested that the Committee approve this application because
this is the only affordable housing available to her at the present time.
Eugene VanDeWalker, 623 King St. E., Newcastle, LOA lBO, owner of
the Newcastle Trailer Park, advised that the number of trailers will be
reduced to eighteen by the end of this summer. Residents of the park
have formed a committee who have cleaned up the garbage and debris on
the whole property. A garbage bin has been made available for the
residents' use and the two wells on the property are inspected by the
health department on a monthly basis. There is an automatic chlorinator
in use at all times. He feels that Fire Department concerns have been
addressed. Mr. VanDeWalker articulated a willingness to work as a team
with Town staff in order to rectifY all of the Town's concerns.

(b) Newcastle Townline Centre - Report PD-49-90
Noone spoke in opposition to or in support of this application.
~ Abbott, 172 King St. E., Suite 303, Oahawa, LlH lB6, appeared on
behalf of Newcastle Townline Centre and displayed a site plan and artist's
rendering of the proposal. He advised that surrounding residents have
been approached with regards to this proposal and all but one have
expressed support. The original plaza was totally leased before the
builder broke ground and there are presently twelve applications on me
from prospective commercial tenants for three commercial units. Mr.
Abbott expressed a wil1ingness to co-operate with staff.
(c) Jean Canty and Russell Saunders - Report PD-50-90
Noone spoke in opposition to or in support of this application.
The applicant was present but did not wish to speak.
(d) Reusse Construction - Report PD-51-90
Noone spoke in opposition to or in support of this application.
The applicant was called but was not present.
(e) Nor-Arm Developments Inc. - Report PD-52.90
Noone spoke in opposition to or in support of this application.
John Brady, Sims, Brady & MrMArkin. 117 King St., Box 358, Whitby,
LlN 584, solicitor for Nor-Arm Developments Inc., informed the
Committee that his client has initiated the preparation of a traffic study.
Fencing and any amenities required by the Town will be addressed in the
site plan process.
Pat MacDona1d, R.R.#3, Newcastle, LOA lHO, re: Report PD-53-90,
appeared on behalf of the Newcastle Village & District Historical Society
and advised that on the original Hanning Plan, the name of the street
was "Manners" and not 'Manvers.. In order to correct a typographical
error made some 100 years ago, Mrs. MacDonald requested the
Committee to rename 'Manvers Street" - "George Manners Street".
Irwin Hamllton, P.O. Box 39, 1 Division Street, BowmanviIle, L1C 3K8,
reo Report WD-4-90 - asked the Committee to resolve the issue of the
closure and conveyance of part of Porter Street as quickly as possible, as
, this application has been ongoing since October 1989 and his client is
experiencing fmancial hardship because of the lengthy process and is
anxious to start development this year.

expressed opposition to the closing of Mearns Ave. and is concerned about
trespassers on his property.

lAB 1K4, re: Report WD-3-90 - referred to a plan registered in 1856 and
stated that owners have paid taxes on the alleged road allowance since
that time. He implored the Committee to proceed with this subdivision
as soon as possible because it is imperative that the approval process
proceed as quickly as possible.

PD-62-90 - appeared on behalf of SAGA and circulated a copy of her
presentation wherein she endorses staff recommendations contained in
Report PD-62-90. She suggested two amendments: one in Section 2.5 and
the other in Recommendation 7.
Yvonne Lindeburg, General Delivery, Hampton, LOB lJO, re: Foot Bridge
- Hampton - circulated a petition with approximately 24 signatures of
individuals who support the foot bridge in Hampton. The main concern
of the petitioners is the safety of their children as it relates to vehicular
traffIc.
