Resolution #C-757-90 Moved by Councillor Wotten, seconded by Councillor Stapleton THAT the minutes of a regular meeting of Council held on November 12, 1990, be approved. nCARRIED" Garnet Rickard, R.R. #4, Bowmanville, L1C 3K5 addressed Council with respect to the Draft Report which the Newcastle Community Liaison Group has prepared, outlining the Committee's activities since its formation. He stated that the Report should be in fmaJ form prior to year end and stated that the Committee is recommending that the Town proceed to Phase N of the Siting Process regarding the material now in storage at the Port Granby Waste Management Facility. The Process must be established by an agreement being entered into by the Town and the Federal Government. During questioning by the Council, Mr. Rickard indicated that the cost of entering into Phase N is totally the responsibility of the Federal Government and that at no time has the Town of Newcastle indicated an interest in Council Minutes '- DELEGATIONS '- '- - 2- November 26, 1990 being a host community. The only reason the Committee has been formed in dealing with this matter, is because the material is situated within the boundaries of the Town of Newcastle. Mayor Hubbard advised the Members of Council that Janet Mayer, Faci1itator, Newcastle Community Liaison Group would not be appearing. Dr. Eleanor Vincent, Box 178, Newcastle, LOA mo, indicated that she concurs with the recommendations contained in Item #9 of Report # 1 (Staff Report PD-325-90J. Mayor Hubbard advised Council that Mr. Kevin Tunney would not be appearing. Mr. Dave Martin, Durham Nuclear Awareness, P.O. Box 2143, Oshawa, L1H 7B4, addressed Council with respect to the mandate of the Specia1 Committee of Council on the Darlington Nuclear Generating Station. Because of the Provincial Government announcement that it intends to order Ontario Hydro to stop environmental studies and engineering work related to the construction of Darlington Generating Station B, Durham Nuclear Awareness believes that Council should re-examine the mandate of the Specia1 Committee that was established October 29, 1990. Durham Nuclear Awareness urges the Newcastle Town Council to express its support of the Provincial Government action to stop Hydro's environmental study and the engineering work on Darlington Generating Station B, and further urges that the Specia1 Committee be used to monitor Ontario Hydro's compliance with the directives of the Provincial Government. Mrs. Suzanne Elston, R.R. #2, Bowmanville, L1C 3K3, and Mrs. Helen MacDonald, R.R. #1, Newtonville, LOA lJO, presented to Council their report on the activities which they undertook for Recycling Week, namely, a poster contest, declaration of Recycling Week, ads placed in local papers, colouring contest, sending letters to principals and libraries, visiting schools, and the completion of a display which was placed in the library. Mrs. MacDonald indicated that they had requested residents to save their garhage and take it to the library where they conducted a workshop involving as many areas of the community as possible. With the help of local artist Bill Fraser, children of all ages constructed a piece of art entitled "Patchwork Earth" which was unveiled to Council. Mayor Hubhard indicated to Council that Mr. Mike Trudean, and Mrs. Corinne Allin would not be appearing. Council Minutes """ DELEGATIONS COMMUNICATIONS "'" "'" - 3- November 26, 1990 Mr. Gordon White, Group 2, Box 21, R.R. #2, Bowmanvi11e, L1C 3K3, addressed Council with his concerns related to the future of the West Side Beach Marsh which lies between Waverley Road and the Cove and just to the north of Cedarcrest Beach. He indicated that the Marsh is critical to many people of the Port Dar1ington Community Association and the question of whether or not this Marsh is removed and replaced with a Quarry, will determine if families can continue to have homes in Cedarcrest and the Cove. A St. Mary's Cement Display, located in the Municipal Administrative Centre, depicts the future use of the lands owned by St. Mary's in the area of the West Side Beach Marsh as being wiped out and replaced with a future Quarry. "CARRIED" Resolution #C-786-90 Moved by Councillor Hamre, seconded by Councillor Wotten WHEREAS on October 29, 1990, the Council of the Town of Newcastle endorsed the formation of a Disaster Relief Committee comprised of two representatives of Rotary, two representatives of the Ministry of Agriculture and Food, and one citizen member, with the Town's Treasurer acting as the Treasurer for the Committee; AND WHEREAS the Provincial Government, through its Disaster Relief Assistance Program, identifies criteria which must be met in order for funding to be made available to municipalities; AND WHEREAS it would appear that the number of properties affected by the Tornado of August 28, 1990 is not significant and the amount of losses are not considered to be beyond the fmancial resources of the affected individuals, the municipality and the community at large; NOW THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE TOWN OF NEWCASTLE THAT the Town Treasurer be removed from the Disaster Relief Committee as the Town can no longer act as liaison or make application in this regard; and THAT the Rotary Club be advised of the unfortunate position that the Town has been put in by the Province.
