Resolution #C-649-90 Moved by Councillor Wotten, seconded by Councillor Deegan THAT the minutes of a regular meeting of Council held on September 24, 1990, be approved. PUBLIC HEARING "CARRIED" No one was present to speak to By-Jaw 90-165, being a by-Jaw to stop-up and close and to authorize the sale of Part of the unopened road a1lowance, described as Parts 2 and 4 of Reference Plan 10R-3726, in the Town of Newcastle. Council Minutes .2- October 15, 1990 '-' DELEGATIONS Mrs. Suzanne Elston, RR. #2, Bowmanville, L1C 3Ka, addressed Council to voice her concerns of using an incinerator as a means of disposa1 of waste. Mrs. Elston stated that as incinerators are being equipped with more pollution controls, the fly ash which is produced is becoming more toxic. This fly ash has in past, been loaded onto barges and delivered to third world countries, however, these countries are no longer accepting the fly ash and this toxic substance is being dumped into the oceans. In support of Mrs. Elston's viewpoint on the hazards of incineration, she distributed a report which was submitted to the City of Orillia by the Physicians of Orillia, together with a newspaper article from the Toronto Star dated September 6, 1990 and a column from the Oshawa Times dated Monday, December 4, 1989. Mr. George Karakokkinos, G.M. Sernas and Associates, 110 Scotia Court, Unit 41, Whitby, L1N 8Y7, addressed Council with respect to the recommendations contained in Item #2(d) of Report #1 (Report WD-88-90). Mr. Karakokkinos requested that the recommendations contained in condition 6(b) of Draft Plan Approval of Subdivision 1ST -84035, be amended by changing the reference "that the Town will use its best effort to ensure" to "that the Town sha1l pay.' Mr. Karakokkinos made reference to a letter which he forwarded to the Town on Friday, October 12, 1990 and requested now that the Jetter be modifIed to a1low for the Town to pay their portion through the lot levy or the 5% parkland dedication. Mr. Mario Veltri, Veltri & Sons Corporation, 68 King Street East, Bowmanville, L1C 3X2, stated that he is in support of Mr. Karakokkinos' comments. '-' Mr. Chris Tomlinson, 55 Jackman Road, Bowmanville, L1C 2E2, addressed Council with respect to the recommendations contained in Item #5 of Report #1 (Report PD-292-90). Mr. TomJinson indicated that he has still not been approached by the developer in an attempt to answer his concerns with respect to the proposed development and that he has not received any confll'mation that the issues raised at the General Purpose and Administration Committee meeting held on October 1, 1990 will be addressed Mr. E. Salomon, 48 Jackman Road, Bowmanville, LlC 2C9, addressed Council with respect to Item #5 of Report #1 (Report PD-292-90). Mr. Salomon indicated that he is an area resident and has concerns with the proposed development on the following basis: Traffic generated from the development; With 60 more families moving into the development, there is the possibility of approximately 150 children walking up and down the street on their way to and from school; Park facilities for the children living in the development; and Area of responsibility for children playing along the street. -.... Council Minutes - 3 - October 15, 1990 '-' DELEGATIONS Mrs. Sharon Brooks, 50 Jackman Road, Bowmanville, L1C 2C9, addressed Council with respect to the recommendations contained in Item #5 of Report #1 (Report PD-292-90). Mrs. Brooks stated that she was representing 10 households in the area who have concerns over the density and pedestrian and vehicular traffic volumes generated if the proposed development is approved. Mrs. Brooks questioned the validity of the traffic report which was prepared by Chris Smith and Associates. Comments prepared by Mr. Huxter, 60 Jackman Road, Bowmanville, in opposition to the proposed development were read into the record. Mrs. B. Wells, 6 Barbara Street, Bowmanville, L1C 2E4, addressed Council with respect to the recommendations contained in Item #5 of Report #1 (Report PD-292- 90). She indicated that she is not in opposition to affordable housing, however, she is opposed to the density proposed in this development. Her concerns which were raised at the General Purpose and Administration Committee meeting on October 1, 1990, still stand For the information of Council and staff, Mrs. Wells submitted a list of 10 concerns which she has with the proposed Rezoning.
