Mrs. Suzanne Elston, RR. #2, Bowmanville, L1C 3Ka, addressed Council to voice
her concerns of using an incinerator as a means of disposa1 of waste. Mrs. Elston
stated that as incinerators are being equipped with more pollution controls, the fly
ash which is produced is becoming more toxic. This fly ash has in past, been loaded
onto barges and delivered to third world countries, however, these countries are no
longer accepting the fly ash and this toxic substance is being dumped into the
oceans. In support of Mrs. Elston's viewpoint on the hazards of incineration, she
distributed a report which was submitted to the City of Orillia by the Physicians of
Orillia, together with a newspaper article from the Toronto Star dated September 6,
1990 and a column from the Oshawa Times dated Monday, December 4, 1989.

and requested now that the Jetter be modifIed to a1low for the Town to pay their
