THAT the minutes ofa regular meeting of Council held on June 11, 1990, be approved.

Miss Amy Warren and Miss Robin Alldread, Students of Nancy Pitt's Grade 5 Class
from Waverley Public School, presented to Council a Waterfront Study which their class
had been asked by the Town's Consultants, to participate in. Some of the ideas that
the students presented included bicycle paths, camp grounds, swimm;ng area, horsehack
riding, hiking trails, restaurant, baseball diamond, go-carts, mini-putt, charter boats,
liftbridge and amusement park, volleyball, boat rentals, water slides, tennis courts,
bicycle rentals and a snack bar.

THAT Miss Amy Warren and Miss Robin Alldread be thanked for their presentation
of the Waterfront Study completed by their Grade 5 Class; and
THAT they convey Council's appreciation of their efforts to Mrs. Pitt and the students
of their class.

Mr. B. Kamin, Mosport Park, appeared before Council with respect to the proposed Rock
Concert to be held at Mosport Park, August 3 - 6, 1990. Mr. Kamin indicated that since
Truly Amazing Productions is the promoter of the Rock Concert, Mosport Park is asking
Council to delete the requirement that Mosport Park sign an indemnity agreement with
the Town.

Ms. Suzanne Elston, R.R. #2, Bowmanville, LIC 3K3, addressed Council with respect
to the extension of the Darlington Nuclear Generating Station. Ms_ Elston indicated
that an Environmental Assessment Process has just begun on Ontario Hydro's
demands/supply plant for the next 25 years and hearings will begin on January 7, 1991
and may take several years to complete. On May 18, Ontario Hydro announced that
it had started its own Environmental Studies at Darlington, Wesleyville and the North
Chane!. Durham Nuclear Awareness argnes that by proceeding with these studies prior
to the real environmental assessment even beginning, Ontario Hydro is putting the cart
before the horse in exhibiting bad faith towards the Environmental Assessment Board
Hearings. She requested that the Town refuse to participate in any consultation with
Ontario Hydro on the matter of its Environmental Studies for a new nuclear station at
Darlington.

the Town in an amount of $250,000 to guarantee the acquisition of a 4 metre
strip road allowance from the abutting owner to the west;
b) THAT Nor Arm Development shall be responsible for the said land acquisition,
develop it as part of the road allowance in accordance to Town's standard
including the burial of all existing hydro facilities and convey to the Town free
of all encumbrances within fIve (5) years from the date of this agreement; and

THAT staff be authorized to amend the site plan agreement between Morsyd
Investments Ltd., the Town of Newcastle and the Bowmanville Public Utilities
Commission, registered on title March 7, 1975, at such time as the owner has conveyed
by deed to the Town of Newcastle a four (4) metre strip of land along the easterly limits
of the subject site, by rep1acing same with a new agreement reflecting current Town
and Newcastle Hydro Electric Commission requirements, save and except a levy payment
being set at $1,500.00 per unit for a period of two years from the date of the amending
agreement; and
THAT the interested parties listed in Report PD-196-90 and any other delegations be
advised of Council's decision.
