Councillor Stapleton led the meeting in prayer.
The Director of Community Services introduced Jennifer Cooke,
Program/Community Relations Supervisor, who has now commenced her
employment with the Town.

Mr. A. Strike, Strike, Salmers and Furlong, P.O. Box 7, Bowmanville, LIC 3K8,
appeared before Council on behalf of Mr. William Hooey, in connection with the
sale of his Station Street property in Orono, which consists of a former feed mill
and storage shed 1ying immediately north of the former Canadian Northern
Ontario Railway, and now directly across Station Street from the Orono Fuel
and Lumber Yard Mr. Hooey purchased the property in September 1968, but
in 1974, through a building location survey, it was discovered that a forty foot
strip of land deeded to the Township of Clarke in 1922, ran across the property
which he thought he had purchased Mr. Strike is, therefore, applying to the
Council of the Town of Newcastle for a conveyance of surplus land.
Mr. George Armoyan, Nor-Arm Developments, 1280 Finch Avenue West, Suite
710, Downsview, M3J 3K6, appeared before Council with respect to the
recommendations contained in Item #9 of Report #1 (Report PD-196-90). Mr.
Armoyan stated that Nor-Arm's Pinetree Development has met all conditions
of draft approval, including the conveyance of land from Combo Homes.
However, in a letter addressed to the Town from Combo Homes, it is apparent
that they are now withdrawing from this agreement. Mr. Armoyan asked
Council for any direction they could give in order to alleviate the problem with
the Pinetree Subdivision.
Mr. de Sylva was called but was not present.

THAT the holding of the dance be approved subject to the Kinsmen Club
obtaining a Road Occupancy Permit for Special Events from the Public Works
Department; and

the Newcastle Big Brothers Flag during the month of September 1990, in
recognition of Big Brother Recruitment Month, be received;
THAT the month of September 1990 be proclaimed as Big Brother Recruitment
Month in the Town of Newcastie and advertised in accordance with Town Policy;
THAT the request of the Big Brothers Association of Newcastle to fly the

formation of the "First Burketon Neighbourhood Watch', be received;
THAT the Council of the Corporation of the Town of Newcastle recognize and
approve the "First Burketon Neighbourhood Watch' program which has received
a commitment from at least 75% of surrounding neighbours and meets all
criteria of the Durham Regional Police Force;
THAT the erection and location ofNeighbourhood Watch signs proceed subject
to all conditions being met to the satisfaction of the Director of Public Works;
THAT Mrs. Eleanor Gunther, Neighbourhood Watch Chairperson, be
commended for her initiative and genuine concern for the safety of her
community; and
THAT Mrs. Eleanor Gunther and John Standeven, Durham Regional Police
Force, be advised of Council's decision.

THAT the Addendum to Report PD-133-90 be received for information;
THAT Report PD-133-90 be received;
THAT the fmal report on the Hamlet of Orono Secondary Plan prepared by
Proctor and Redfern be received;
THAT the Orono Secondary Plan be revised to include those lands in Part Lot
29, Concession 4, former Township of Clarke, owned by Mr. Henry Sissons
which are currently zoned "Urban Residential Exception (H1-13)';
THAT the Region of Durham be requested to amend the Town of Newcastle
Official Plan to incorporate the Orono Secondary Plan, as revised, and
supporting planning policies, as indicated in Attachment No. 1 to Report
PD-133-90;
THAT the proposed amendments to By-law 84-63 listed below be approved and
the amending by-laws be forwarded to Council for fmal approval at such time
as the Orono Secondary Plan is approved by the Region of Durham;
a) to increase in the 'Urban Residential Exception (H1-2) Zone', the
minimum lot area requirement to 2,000 square metres and the minimum
lot frontage requirement to 25 metres;
b) to increase in the 'Urban Residential Exception (H1-13) Zone', the
minimum lot area requirement to 4,000 square metres and the minimum
lot frontage requirement to 30 metres;
c) to amend the zone designation of lands located on the west side of the
Orono Mill Pond on Sommerville Drive, being Part Lot 29, Concession
4, former Township of Clarke, as shown on Attachment No.2 to Report
PD-133-90, from 'Agricultural (A)' to 'Urban Residential Exception
(H1-13) Zone';
THAT the proposed zoning by-law amendment to amend the zone designation
of lands located on the west side of Regional Road 17 south of Regional Road
4, being Part Lot 29, Concession 5, former Township of Clarke, as shown on
Attachment No.2 to Report PD-133-90, from 'Urban Residential Exception
(H1-2) Zone' to 'Agricultural (A)' be referred back to stalT for discusaion with
the affected land owners;
THAT the proposed zoning by-law amendment to amend the zone designation
