Mr. Gordon White, P.O. Box 100, Bowmanville, L1C 3K8, addressed Council
with respect to the St. Marys Expansion. He indicated that Port Darlington
Community Association and private residents living at the Bowmanville
Waterfront, have written Ontario's Minister of the Environment asking that he
designate St. Marys Cement Expansion subject to a full environmental
assessment. Mr. White indicated that the Association does not want to stop St.
Marys with their expansion, but they are striving to have the planning of the
development recognize and respect neighbouring land uses. They are particularly
concerned about disposal of the new type kiln dust, accelerated erosion of the
shoreline, the impact on well water supply and the fueling of the kilns with
waste -- tires, P .C.B.'s, used oils and other burnable liquids and medical wastes.
Mrs. Karen Martin, President, Bowmanville Concern For Life, Box 76, R.R. #2,
Newcastle, LOA 1HO, was present to introduce Council to her organization.
She stated that Bowmanville Concern For Life is an educational non-profit, non-
sectarian group whose purpose is to educate the community on the value of all
human life. They provide factual, up-to-date information on many topics
including the development of human life, crisis pregnancy intervention, abortion
practices, post abortion syndrome, adoption, infanticide, and euthanasia. This
information has been shared through display booths at local fairs, a public forum
held in April 1989, monthly meetings, newspaper articles and advertising in local
papers, and presentations made to local schools, and churches and other groups.
Mrs. Martin requested that Council assist her organization in promoting this
type of information by proclaiming the week of May 21 - 27, 1990, as "Respect
For Life Week" in the Town of Newcastle.
Mr. John Veldhuis, Box 16, Hampton, LOB lJO, was present to bring Council
up-to-date on the activities of the Port Granby-Newcastle Environment
Committee during 1989, to share plans for 1990 and to ask for Council's
assistance with their National Environment Week Project for 1990. He
distributed to Council a synopsis of activities of the Committee, which outlined
the 1989 activities. A grant was received from the Provincial Government in
1989 which enabled the Committee to hire four students last summer to carry
out an industrial/commercial waste inventory and exchange in the Town of
Newcastle. If the Committee is successful in obtaining the required funding
again this year, they hope to be able to provide employment to several students
to co-ordinate the industrial waste exchange project, publish and distribute a
local environmental resource directory, carry out a small scale pilot study in
mixed plastic recycling and carry out an educational campaign to reduce
household garbage. Mr. Veldhuis requested that Council declare the week of
June 3 - 10 as "Environment Week" in the Town of Newcastle.

Mr. John Windatt, Port Granby-Newcastle Environment Committee, R.R. #1,
Newtonville, LOA 1JO, addressed Council with respect to Waste Exchange Day
which the Committee has planned for Sunday, June 10 at the Bowmanville Mall.
Mr. Windatt stated that because of the distance of the Brock Toxic Waste Depot,
many items are presently going into landfill sites which should not be, however,
people have no viable alternatives at present. Other municipalities have operated
hazardous waste collection days throughout their jurisdictions periodically
throughout the year. The Toxic Taxi is supposed to be operational in the Town
of Newcastle this year, however, Mr. Windatt questions whether it will be. In
order to help, the Committee has planned a one-day household waste exchange
for June 10, 1990 as part of Environment Week activities. Envisioned for this
exchange, is the collection and exchange of paint, pesticides, solvents, tires,
batteries and scrap metal for recycling. Mr. Windatt asked that Council endorse
the activities of the Committee and provide the Committee with assistance
required to ensure the success of the community Waste Exchange Day.
Mayor Hubbard advised Council that Mr. George Armoyan of Nor-Arm
Developments, would not be appearing before Council.
Mr. Bill Robertson, Director, Operations Services Division, Canada Post
Corporation, was in attendance to discuss levels of service provided by Canada
Post. He stated that Canada Post is committed to providing all Canadians with
a reliable, affordable mail delivery service. In surveying the public it has been
determined that reliability in the mail service is a priority with most Canadians.
In order to achieve this, control centres to monitor the movement of mail have
been established. In an attempt to meet the change in the shopping patterns
of Canadians, Canada Post has been opening outlets in commercial businesses.
In so doing, the number of available outlets will increase by one-third. Two
surveys which have been taken show that 90% of the Canadian population is
satisfied with this system of mail service. Prior to a post office being closed and
an outlet being opened, a minimum 90 day consultation period is held in which
the public can voice concerns and objections. Mr. Robertson stated that Canada
Post has a commitment to keep the price of the mail service within the inflation
rate.
Mr. John Thorne, 7 Foster Creek Drive, Newcastle, LOA 1HO, addressed
Council with respect to Report PD-112-90, Foster Creek Developments Limited,
Open Space Fencing Requirements. Mr. Thorne stated that he and other
homeowners in the area object to the erection of a six-foot fence along the area
of Foster Creek and they would rather preserve the beauty and accessibility to
this area He indicated that plantings would accomplish the same effect as a
fence in a natural manner which would be pleasing to the eye. Mr. Thorne
requested that Council authorize a natural/open demarcation to the beautiful
area and preserve the environment in a natural way.

Educational Funding WHEREAS increased assessment ouly reduces Provincial school grants, and cuts
in grants are dowuioading school costs onto the local taxpayer;

AND WHEREAS the new Provincial lot levies for education will not provide for
schools for children already in portables;
AND WHEREAS taxpayers in Newcastle are paying the new G.T.A. taxes to
the Province with no return in the area of education;
NOW THEREFORE BE IT RESOLVED THAT the Town of Newcastle call on
the Province to provide more education funding to Boards in growth areas such
as ours; and
THAT a copy of this resolution be forwarded to the Minister of Municipal
Affairs, Mr. Gardner Church, Deputy Minister of the Greater Toronto Area,
Premier David Peterson, The Treasurer of Ontario, and the Regional
Municipality of Durham.
