THAT Report ADMIN 28-00 be received for information; and 2. THAT members of the "Survey 2000" Committee be thanked for their contribution for the proj ect. 1. BACKGROUND: 1.1 As a result of several initiatives coming out of a 'Think Tank" session held by Members of Council and Department Heads on March 2, 1999, a Communications Committee and subsequently, four sub-committees were created to address the first priority of improving communication, and in particular to improve communication between the Municipality and our residents. 1.2 The "Survey 2000" Committee was one of the four sub-committees and was established for the purpose of communicating with our residents to request feedback on their level of satisfaction with our municipal facilities, services and programs. REPORT NO.: ADMIN 28-00 PAGE 2 From the onset, the "Survey 2000" Committee realized there was a high level of staff interest and initiative and decided that the survey work would be best carried out by Committee members, rather than hiring outside professionals. 1.3 Members of the Committee have met frequently for the past year and a half, to develop not only a survey, but also a circulation method, database design, tallying method, analysis, a final report and presentation to provide feedback to our residents. 1.4 The "Survey 2000" was circulated in the Municipality's semi-annual publication of the "Clarington Today" which was distributed to every household in the Municipality. These surveys were pre-stamped for the convenience of our residents to ensure an easy return method. 1.5 "Survey 2000" Committee designed a database to track all responses and to facilitate analysis. This database was used to query the responses and to generate a variety of table and charts. With the data, various departments can do further analysis if desired. 1.6 The presentation to the General Purpose and Administration Committee and a copy of the Survey Report were part of our commitment made to the participants of the survey. Highlights of the survey results will be published in the December edition of the "Clarington Today" publication. 2. COMMENTS: 2.1 June 30, 2000 was the deadline for returning the completed surveys, and 687 were received. This represents 3% of the total number of surveys sent out (24,000). Although this is lower than anticipated by the Survey Committee, it is not unusual in a satisfaction survey to receive a lower response rate because it indicates that the silent public is satisfied. 2.2 Due to Clarington's diverse geography, it is important to find out if the responses are evenly distributed through various communities. Therefore a cross-query was done to 1210 REPORT NO.: ADMIN 28-00 PAGE 3 . determine a regional response rate and was found to be representative of population distribution. CONCLUSION: Members of the "Survey 2000" Committee have enjoyed working together and found their Committee was an excellent way of bringing people from various departments to not only work together but to get to know each other. We wish to thank Council and the Chief Administrative Officer for the opportunity to work on this worthwhile project and hope that the survey results will take us one step further to improving communication with our citizens.
