Recommendations:
It is respectfully recommended that Council approve the following:
1. THAT Report # CSD-03-04 be received;
2. THAT the new policy (Attachment #3 to Report CSD-03-04) for naming of
municipal buildings/facilities be approved;
3. THAT the Policy Regarding Memorial Tributes (Attachment #2 to Report
CSD-03-04) be repealed;
4. THAT the name "Sarah Jane Williams Heritage Centre", as recommended by the
Clarington Museums and Archives Board for the building at 62 Temperance
Street be approved; and
5. THAT the Clarington Museums and Archives Board be advised of Council's
decision.

1.0 BACKGROUND
1.1 At the Council Meeting on January 19, 2004, Council passed a resolution
referring Item D-6 (Attachment #1) to staff. This item was correspondence
received from Martha Rutherford Conrad, Administrator, Clarington Museums
and Archives seeking permission from Council to allow the Clarington Museum
Transitional Board to provide a name for the building at 62 Temperance Street,
which would require the development of a Name Selection Committee.
1.2 Staff, through its review, identified an existing municipal policy - Policy
Regarding Memorial Tributes (Attachment #2). This policy deals specifically with
memorial tributes, therefore, a more comprehensive policy for naming of
municipal buildingslfacilities is being proposed to meet the demands of on-going
growth in our community. The recommended policy (Attachment #3) proposes to
standardize criteria and provide a process for naming all future municipal
buildings/facilities. Existing policies for naming streets and parks currently exists
with the Planning and Engineering Departments respectively, making the Policy
Regarding Memorial Tributes redundant.
1.3 In developing the recommended policy, staff undertook a review of similar
policies from six other municipalities namely, City of Oshawa, City of Burlington,
City of Peterborough, City of London, Town of Milton and Town of Markham.
Consideration of all the criteria included in the various policies went into the
development of the recommended policy that shall serve Clarington well into the
futu re.
1.4 Further correspondence from Martha Rutherford Conrad was received on
February 25, 2004 notifying staff that the Clarington Museums and Archives
Board had passed a motion proposing the building at 62 Temperance Street be
named "Sarah Jane Williams Heritage Centre". Furthermore, staff was advised
that the official opening of the building is scheduled for April 3, 2004 and the
Board would like to announce the name of the building at the opening.
2.0 NAMING OF MUNICIPAL BUILDINGS/FACILITIES POLICY PROCESS
2.1 The purpose of the recommended policy is to provide Council with criteria and
procedures for naming of municipal buildings/facilities.
2.2 It is further noted that the implementation of the recommended policy will be a
function of the Municipal Clerk's Department who will receive recommendations
using the "Nomination for Naming Municipal BuildingslFacilities Form"
(Attachment #4) and forward any recommendations for final approval through a
report to Council. In order to advise residents that the Municipality is seeking
names, a notice will be published in the local paper.

2.3 The Municipal Clerk's Department has been consulted and is in agreement with
assuming this responsibility.
3.0 NAMING OF 62 TEMPERANCE STREET
3.1 The name "Sarah Jane Williams Heritage Centre" has been submitted by the
Clarington Museum and Archives Board. In 1961, Sarah Jane Williams was
instrumental in establishing the Bowmanville Museum by providing the
necessary funds to purchase the property at 37 Silver Street. Further, in 1963
Sarah Jane Williams, at the request of the town, amended her bequest permitting
the land at 62 Temperance Street to be used to build a public library in the
downtown core. (See Sarah Jane Williams Biography - Attachment # 5)
3.2 This name meets the following criteria as laid out in the recommended policy:
0' Municipal buildings/facilities, either new or existing, must be named to
recognize individual(s) or an organization(s) having made a significant
contribution to public life and well being of the Municipality of Clarington, the
Province or the Country, or to recognize significant local geographical or
historical features/events. Elementslcomponents of the buildings/facilities
may also be named according to this policy.
0' The contribution of an individuallgroup must be well documented and broadly
acknowledged within the Municipality of Clarington before the name may be
used.
0' Names of individuals or groups who have donated moneylland towards the
purchase or development of the buildinglfacility may be used.

To Mayor and Councillors,
The Clarington Museum Transitional Board has approved their Schedule of Events for
2004. Several of the events are scheduled to take place in the building at 62 Temperance
Street including the StarLab which will be visiting from the Royal Ontario Museum. It
was noted during this process that the Board can only identify this site using its civic
address which is not an appealing location descriptor. The Board would like to set up a
Name Selection Committee to provide that building with an ..pplopriate name to help
direct the public to that site for an event. To that end. on October 22nd, 2003, the
Clarington Museum Transitional Board passed the following resolution for consideration
by Council.
THAT the Clarington Museum Transitional Board requests permission from
Council to provide a name for the building at 62 Temperance Street.

Policy Regarding Memorial Tributes
Recommendations:
It is respectfully recommended that the General Purpose and Administration Committee recommend to
Council the following:
1. THAT Report Admin 16-98 be received ;
2. THAT Council approves the attached policy for recognition of individuals in memoriam.
3. THAT the offer by the Developers of Liberty Village in Bowmanville, to dedicate a road within in
their next plan of subdivision to the memory of the late Carson Elliott, be accepted, conditional
on the name being accepted through the Region registry process, with thanks; and
4. THAT Mr. Viv Woolford, and any other delegations listed for this issue at the meeting of
September 14,1998, be advised of Council's decision.
Background:
1.0 On September 14, 1998, by resolution #C-700-98 Council directed that the Chief Administrative
Officer bring forward a policy to commemorate with some type of memorial, individuals who
have made a significant contribution to the Municipality. In particular, the delegation of Mr. Viv
Wolford, was requesting that Council recognize the late Carson Elliott.
1.1 The Municipality presently has no policy to commemorate or recognize individuals or members
of Councilor the community who made a significant contribution to the Municipality and who has
passed away. Council has dealt with requests of these types over the years in an inconsistent
manner and it was therefore Council's request to have the Chief Administrative Officer develop a
standard policy for memorial tributes.
1.2 It is recommended that the following policies, as detailed on Attachment #1. be approved to pay
tribute to individuals based on the following three criteria:
a) Members of Council
b) Members of the Community at Large
c) National Tributes or Recognition of Royalty
2.0 In order to respond to the request for recognition of the late Carson Elliott, for his contribution to
the community through the role of past Councillor and by his dedication to numerous charities, it
is recommended that a street be named after him. The developer of Liberty Village, Mr. S.
Montemarano has spoken with the Chief Administrative Officer. and he is prepared to name a

street with their approved plan of subdivision, with the approval of Council. The Planning
Department is investigating the name with the Region to ensure there is not a duplicate name in
the current Regional registry, therefore provided that there is an unnamed street available, it is
recommended that this offer be accepted.
4.0 It is recommended that the suggestions made by the delegation at the meeting of September 14.
1998 be left with the private sector, ie the Santa Claus Parade Committee. the suggestion of a
dinner recognition etc.

POLICY REGARDING MEMORIAL TRIBUTES
A) MEMBERS OF COUNCIL:
Mavors: recognize past or present Mayors by the naming of a facility.
Councillors Deceased Durino Term of Office/or Deceased in First Term After Leavino Office: may be
recogniZed upon request, by the naming of a street or a park within the Municipality.
B) MEMBERS OF THE COMMUNITY AT LARGE
Members of the Community At Laroe: recognition on an ad-hoc basis by Council, as requests are
received, by the naming of any park, street or facility, based on the length and degree of service to
the community.
C) NATIONAL TRIBUTES/RECOGNITION OF ROYALTY
Nationally recognized individuals, such as Terry Fox, and recognition of Royalty through visits to
Municipally hosted events, may be recognized by the naming of a street, park, or facility.
STREET NAMES:
The suggestion of any street names will be processed in conjunction with the Planning Department's
registry and street naming process.
FUNDS:
Funds required to implement recognition memorial tributes will be budgeted in any given year that the
tribute is anticipated, and otherwise may be drawn from the Unclassified Administration Receptions and
Tributes account.
INITIATION:
Requests will be considered by Council on an as requested basis.
Interested parties are to be notified of Council's decision.

NAMING OF MUNICIPAL BUILDINGS/FACILITIES POLICY
PURPOSE
The purpose of naming municipal buildings/facilities is to provide identification,
foster community pride and provide an opportunity to recognize significant
leadership within our community.
IMPLEMENTATION
The policy establishes a process that will assist Council in approving names of
new and existing municipal buildings/facilities. The implementation is the
function of the Municipal Clerk's Department who will receive the nomination,
exercise due diligence and research additional background information, if
warranted, and prepare a report to Council for final approval. All names
submitted will be considered but preference will be given to submissions that
meet the criteria.
CRITERIA
1. Municipal buildings/facilities, either new or existing, must be named to
recognize individual(s) or an organization(s) having made a significant
contribution to public life and well being of the Municipality of Clarington, the
Province or the Country, or recognize significant local geographical or
historical features/ events. Elements/components of the buildings/facilities
may also be named according to this policy.
2. Names shall be chosen based on the following criteria:
a) The contribution of an individual/group must be well documented and
broadly acknowledged within the Municipality of Clarington before the
name may be used.
b) Names of individuals or groups who have donated money/land towards
the purchase or development of a building/facility may be used.
c) Names may recognize local history (people, events, etc.) or cultural
diversity (aboriginal, pioneer, ethnic).
d) Names may reflect the service, function or programming of the building.
e) Names may make reference to the neighborhood, area or street on which
the building is located and can take into consideration any naming themes
in the area.
f) Names of living political figures shall not be used.
g) Names shall not insinuate any political affiliation.
h) Names shall not duplicate or sound similar to existing municipally-owned
assets.
i) Names which are cumbersome should be avoided.
j) Names which are discriminatory/derogatory in terms of race, sex, colour or
creed will not be considered.
PROCESS
1. Anyone submitting a name to be considered for a municipal building/facility
must complete a "Naming of Municipal BuildingslFacilities Nomination Form".
2. Each nomination must be submitted in writing to the Municipal Clerk's
Department using the "Naming of Municipal BuildingslFacilities Nomination
Form". All nominations shall be accompanied by background information with
the reason supporting the nomination, a biography (if applicable) and letter
from the grouplindividual or hislher next-of-kin giving permission to proceed
with the request.
3. Upon receiving a nomination, the Municipal Clerk's Department will exercise
due diligence in researching and provide additional background information
including checks and balances, if warranted, as to the merits of the
nomination and then prepare a report to Council. The report will identify the
criteria in the policy which supports the request being considered for
approval.
4. Council will consider each nomination. Approval will be based on the
nominations meeting the criteria as laid out in the Naming of Municipal
BuildingslFacilities Policy.
5. Upon approval of the nomination, the nominator as well as the
individual/group or next-of-kin will be advised of Council's decision.

Sarah Jane Williams
1870-1964
Sarah Jane Williams was married to Dr. L.B. Williams. Dr. Williams had
achieved notoriety in the medical field for the use of electricity to cure
ailments. Dr. L.B. Williams was close friends with George James who
was the owner and editor of The Statesman. Both Williams and James
were concerned with the preservation of local history and Dr. Williams
spent much time taking valuable film footage of sites and attractions in
Durham County. From the 1930's forward, they lobbied for the
establishment of a museum in Bowmanville. By 1958 both George
James and Dr. L.B. Williams had died and there was still no museum in
Bowmanville.
In 1961 Sarah Jane Williams took matters into her own hands and
decided it was time to ensure a museum was established in Bowmanville.
She set up a bequest to the town of Bowmanville of $50,000.00 for the
purpose of a museum. At that time, the Jury house at 37 Silver Street
was on the market since Mrs. Janet Jury had passed away in 1960. The
money from the bequest was used to purchase the house, establish a
museum and maintain a public park on the grounds of the Jury property
as per the conditions in the bequest.

In 1963, the Town ofBowmanville decided to build a new public library..
They wanted the library to be located in the downtown core of the Town.
Property in the downtown was scarce at the time; consequently, they
approached the Museum Board and requested permission to build the
library on the Jury property fronting Temperance Street. In order for the
Town to be able to use this land, Sarah Jane Williams had to agree to
alter the terms of her bequest because the bequest specified that the land
could only be used as a park. She agreed to alter the bequest to allow a
building to be built on the site for use as a library and/or cultural venue.
As the result of the generosity of Sarah Jane Williams, Bowmanville has
a museum in the Jury House, a public library in the downtown core and a
new museum featuring the organs, pianos and dolls from the
Bowmanville Museum collection. The new building, also enables
museum staff to preserve the artifacts and records of Clarington in
excellent archival conditions.
