SUBJECT: PROPERTY STANDARDS ORDER ENFORCE~ENT -1588 BLOOR STREET,
COURTICE
Recommendations:
It is respectfully recommended to Council, the following;
I. THAT Report CD-53-00 be received;
2. THAT staffbe authorized to retain a contractor to undertake the required work as set out in the
Property Standards Order issued July 12, 2000 for the property at 1588 Bloor Street, Courtice;
3. THAT the required funds be drawn from Reserve Account #1100-9-X; and
4. THAT the interested parties listed hereinafter be advised of Council's actions.
BACKGROUND:
In the spring of this year staff received a Property Standards complaint concerning a site located at 1588 Bloor
Street, Courtice. Inspection of the site showed it to be a rural lot with two derelict barns, several derelict motor
vehicles and various pieces of debris. A Title Search of the property showed that it is owned by Jarnes Bozanis,
in trust. Mr. Bozanis resides in Ajax.
As a result of the site inspection, a Property Standards Order was issued on July 12,2000, requiring the waste
material and derelict vehicles to be removed and the derelict barns to be demolished and the site cleared of all
resulting debris. The fmal deadline for compliance was set at August 11,2000. A copy of the Order is attached
to this report.
On September 26, 2000, the property was re-inspected. At that time, it was determined that while some work
had been done on decreasing the amount of debris, the major issues, the vehicles and the barns had not been
dealt with.

CONCLUSION
The property owner has had eleven weeks to do the required work. A check with the Property Standards
Committee Secretary reveals that no appeal to the Order was ever filed. Staff are therefore requesting
authorization to retain a contractor to perform the work as required in the Order. Pursuant to the provisions of
the Building Code Act, all incurred costs would be added to the Municipal Tax Roll to be collected as real
property taxes. It is also recommended that a copy of Council's decision be forwarded to the registered owner
and the other parties holding a financial interest in the property.

HAVING AN INTEREST THEREIN.
WHEREAS the property described above has been inspected by a Property Standards Officer
and found not to conform to the standards set out in Property Standards By-law 98-123:
IT IS HEREBY ORDERED THAT THE REPAIRS DESCRIBED IN SCHEDULE "A",
WHICH IS ATTACHED HERETO AND FORMS PART OF THIS ORDER, BE EFFECTED
AT THE PROPERTY DESCRIBED HEREIN ON OR BEFORE AUGUST 11TH. 2000
USING SUITABLE AND SUFFICIENT MATERIALS AND IN A MANNER ACCEPTED AS
GOOD WORKMANSHIP IN THE TRADES CONCERNED.
If this Order is not complied with within the time and in the manner specified, and in
accordance with any pennits required by law, the Corporation may carry out the
requirements of this Order at the owner's expense and/or commence legal proceedings.
You are hereby advised that if you are not satisfied with the terms or conditions of
this Order, you may appeal to the Property Standards Committee by sending a Notice
of Appeal to the Secretary, Property Standards Co'"mittee at 40 Temperance Street,
Bowmanville, Ontario, L 1 C 3A6, on or before, AUGUST 2. 2000, stating your grounds
for appeal.
In the event no appeal is taken within the presc,ibe:l period and in the manner specified
above, the Order shall be deemed to be confirmed arid shall be final and binding upon you
pursuant to Section 15.3(2) of the Act.

Property not kept clean and free from
rubbish, debris and objects which may cause
a health, fire or accident hazard;
REMEDY
Remove from the property all rubbish and
debris or objects ancJ/or conditions that
might create a health, fire or accident hazard,
including, but not limited to the derelict or
abandoned appliances located by the bam
and beside the house and the wood and
metal debris found scattered about the
property.

REMEDY
Remove from the property all vehicles which

property. Removal shall be removed

All yards and vacant lots shall be kept clean
and free from dilapidated, collapsed or
partially constructed structures;
REMEDY
Demolish and remove the debris from the
demolished buildings. Those buildings
being the two barns located on the property;
one which is in an already collapsed stote
and the other which has numerous
deficiencies in it's structure.
