HomeMy WebLinkAboutCS-13-00THE CORPORATION OF THE MUNICIPALITY OF CLARINGTON REPORT Meeting: General Purpose and Administration Committee File #�_ Date: September 18, 2000 Res. #6Py—/��13 Report #: CS -13 -00 By -law # Subject: SEMINAR SERIES - FUNDING OPPORTUNITIES FOR NOT - FOR - PROFIT COMMUNITY GROUPS AND ORGANIZATIONS Recommendations: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. THAT Report No. CS -13 -00 be received for information. 1.0 BACKGROUND 1.1 In recent years, the Province and Federal Governments have offered grants to not - for- profit community groups and organizations for the purposes of program development. Some of the sources of funding grants are — Provincial Ministry of Citizenship Culture and Recreation Trillium Foundation Human Resources Development Canada 1.2 The criteria and eligibility for these grants has caused a great deal of confusion and frustration for the community groups who do not understand the criteria and definitions; or, who do not deal with the grant process on a regular basis. (It is important to note that nearly all of these groups are administered by volunteers who unselfishly give of their time for the betterment of their community and organization.) 1.3 In 1999, The Trillium Foundation offered nearly $5.1 million dollars in the Durham Haliburton, Kawartha and Pine Ridge catchment area. Only $2.3 million was awarded for various reasons. Several applications were determined to be ineligible and were denied. This was intimidating to those groups and many groups indicated they would not reapply due to the lengthy process involved in preparation of grant applications. ' .... /2 REPORT NO.: CS -13 -00 PAGE 2 (The Trillium Foundation has since condensed their program from four (4) grant programs to two (2) and re- directed 80% of the available funds to the local Community Programs.) 1.4 In June 2000, Community Services and Parks & Recreation staff from the municipalities within this region met in Clarington with the various agencies responsible for processing these grants. At that meeting, those agencies were advised of the community's concerns. 1.5 As a result, it was agreed that a seminar series would be established within the local communities to provide the necessary information to the community groups regarding eligibility, and to better define and answer questions regarding the grant process. 2.0 COMMENT 2.1 As a result of the above information, the first of a series of seminars to be presented in the fall of 2000 will be offered in the participating municipalities. 2.2 The funding agencies have formed THE DURHAM REGION COMMUNITY CAPACITY BUILDERS FORUM and will present the seminars throughout the region in the various communities between September 18 and November 30 of this year. (see Attachment #1) 2.3 Participating members of the Forum are: Durham Lives Human Resources and Development Canada Ministry of Agriculture; Food and Rural Affairs Ministry of Citizenship, Culture and Recreation Ontario Healthy Communities Coalition The Ontario Trillium Foundation Social Development Council of Ajax/Pickering United Way of Ajax/Pickering United Way of Oshawa, Whitby and Clarington 2.4 The participating municipalities will have the opportunity to host the seminar forums locally; and, to invite the various community groups and organizations to attend the seminars. In order to accommodate the community associations and groups, the seminars will be offered at various times and days in several communities such that if for some reason a representative of a community group cannot attend a seminar locally, they would be able to attend in another community. ... J3 = REPORT NO.: CS -13 -00 PAGE 3 2.5 On behalf of the Forum, each municipality will advertise the seminar series locally and will extend invitations to the eligible groups to attend. 2.6 The first of the seminars will be offered at the. Clarington Beech Centre on September 18, 2000. Other seminars will be developed and offered in October and November of this year. Further information will be made available to Clarington's Community Groups and Organizations as it becomes available from the Funding Forum. 2.7 It is expected that through this process, more local Community Groups and Organizations will have a more knowledgeable understanding of their eligibility and the grant application process. As a result, more organizations will consider applications for funding, thus offering more sustainable programs within the Clarington community.
