THAT Report WD-48-00 be received; 2. THAT the intersection of Concession Road 8 and Middle Road, Haydon, become an all-way stop; and 3. THAT the proposed by-law attached to Report WD-48-00 be forwarded to Council for approval. REPORT 1.0 ATTACHMENTS No.1: Key Map No.2: Proposed by-law 2.0 BACKGROUND 2.1 A safety review of the intersection at Concession Road 8 and Middle Road, Haydon, was requested by Mr. Alfred Garrard of Haydon. 3.0 REVIEW AND COMMENT 3.1 This intersection has previously been identified as requiring reconstruction, including improvements to both horizontal and vertical alignments. The project has tentatively been scheduled in the 2000 Capital Budget and Four-Year Forecast for completion in 2003. An 1126 REPORT NO. WD-48-00 PAGE 2 advisory "hidden intersection" warning sign has been in place for a number of years and the posted regulatory speed of 50 kmIhr entering Haydon was extended to the east of the intersection to encourage speed reduction. 3.2 There is a sharp drop in the roadway immediately east of the intersection, which causes approaching vehicles to be hidden for between four (4) and five (5) seconds. As westbound vehicles crest at the intersection, the sight distance is 65 metres, which is considered safe if motorists obey the posted speed of 50 kmIhr. A speed study obtained during September 2000 showed an average speed of 65 kmIhr with an 85th percentile speed of 75 kmIhr as westbound vehicles approached the intersection. The lack of compliance by motorists of the posted speed limits and other warning signs increases the accident potential at this intersection. 3.3 The introduction of an all-way stop would improve safety of the intersection. The all-way stop condition, if implemented, would be reviewed after proposed intersection reconstruction has been completed in 2003. There will be a slight operational concern due to the road grade for westbound traffic. This operational concern should not be a major problem with the existing traffic volumes. 4.0 CONCLUSIONS 4.1 The installation of an all-way stop at the intersection of Concession Road 8 and Middle Road would improve safety at this hidden intersection.
