THAT Report WD-47-00 be received; 2. THAT, having met the provincial warrants, an all-way stop be introduced at the intersection of Preston vale Road with Claret RoadlWhittaker Avenue; 3. THAT the request for an all-way stop at the intersection of Prestonvale Road and Robert Adams Drive, which does not meet provincial warrants, be denied; 4. THAT the request for an all-way stop at the intersection of Sandringham Drive and Claret Road, which does not meet provincial warrants, be denied; 5. THAT requests for all-way stops along Robert Adams Drive, which do not meet provincial warrants, be denied; 6. THAT the Region of Durham be requested to provide a cost estimate and cost sharing agreement, for the budget year 2002, for the premature installation of traffic signals and other intersection improvements at the intersection of Durham Highway No. 2 and Sandringham Drive; 1110 , REPORT NO.: WD-47-00 PAGE 2 7. THAT Durham Regional Police be requested to provide periodic radar enforcement along Prestonvale Road and Robert Adams Drive; 8. THAT Staff and the Traffic Management Advisory Committee be requested to review and report back to the General Purpose and Administration Committee on alternatives to manage traffic volume and speed in the Sandringham Drive, Prestonvale Road, Claret Road and Robert Adams Drive area; and 9. THAT the proposed by-law attached to Report WD-47-00 be forwarded to Council for approval. REPORT 1.0 ATTACHMENTS No.1: Key Map No.2: Proposed by-law No.3: Correspondence dated June 1, 2000 from Barb and Bob Cowie No.4: Correspondence dated February 1, 2000 from Angie Lane No.5: Correspondence dated February 21, 2000 from Terry Bums 2.0 BACKGROUND 2.1 The residents of Claret Road and Prestonvale Road have been concerned for a number of years about the increasing volume and speed of traffic using their local roads. Both of these roads are classed as local streets but are functioning as collector roadways. 2.2 Residents of Robert Adams Drive continue to request all-way stops along their collector roadway to control speeds. 1111 , REPORT NO.: WD-47-00 PAGE 3 3.0 REVIEW AND COMMENT 3.1 Claret Road Claret Road serves as the primary access into the Sandringham Drive area for a number of reasons: . The connecting section of Glenabbey Drive has not yet been completed, linking the western and eastern sections of Glenabbey Drive. . Phair Avenue was never urbanized or connected to Sandringham Drive. . Traffic signals do not exist at Sandringham Drive/Hwy 2, discouraging its use . Traffic signals were installed at Prestonvale Road/Hwy 2, encouraging its use . Majority of motorists from the Sandringham Drive area, work and shop to the west 3.2 Prestonvale Road Prestonvale Road functions as a natural "collector road" through the middle of Courtice. This one-time rural road was reconstructed and urbanized as a wide local road from Highway No. 2 to Glenabbey Drive. At the request of long time residents, the Clarington Official Plan designated this roadway as a Local Road from Robert Adams Drive southerly to Bloor Street. The Region of Durham Official Plan had designated Prestonvale Road as a Type C Arterial Road but changed that designation back to a local road at Council's request. Average operating speeds on Prestonvale Road are above 50 km!hr with traffic volumes of approximately 4000 vehicles per day, exceeding the local road traffic volumes, which should be less than 3000 vehicles per day. 3.3 Whittaker Avenue This road was originally a temporary construction road but was later assumed as a public roadway. It is offset just to the south of Claret Road. 111 2 , REPORT NO.: WD-47-00 PAGE 4 3.4 Claret Road Residents Request for All-way Stops to Reduce Speeds Residents want to improve safety by slowing motorists with the use of all-way stops at each end of the 110 metre long street. A speed study showed motorists turning the comers at approximately 25 km!hr then accelerating to 39.0 km!hr at the mid point (55 metres) before slowing for the next stop sign. A comparative speed study was done at Glenabbey Drive, 55 metres west of Prestonvale Road, showing an average speed of 43.9 km!hr. The comparative speed study indicates that speeds on Claret Road are already slower than traffic on other streets due to the short length between stop signs. Residents on Claret Road face the same difficulty exiting driveways as all residents who live near busy intersections. Staff consider volume to be a greater problem than speed, however, volumes cannot be significantly reduced in the short term. An all-way stop control at Prestonvale Road and Claret Road would only marginally reduce the speed of traffic turning onto Claret Road. In addition, if Council were to approve the introduction of stop controls at this intersection, it would require removal of a number of trees along Sandringham Drive to ensure visibility of the stop signs. 3.6 Claret RoadlWhittaker Avenue at Prestonvale Road At this intersection both roads are classified as Local Roads and the intersection meets the Provincial Warrants for an all-way stop based on volume. This intersection is complicated by an offset intersection with Whittaker Avenue, which will produce some additional conflict between drivers. During peak periods, traffic may become congested with some traffic shifting to Robert Adams Drive, which is classified as a Collector Road. An adult 1113 , REPORT NO.: WD-47-00 PAGE 5 school crossing guard controls the north side of this intersection and the proposed all-way stop would improve safety. A by-law authorizing the all-way stop is attached for Council's consideration. 3.7 Prestonvale Road at Robert Adams DriveIPhair Avenue This intersection does not met the provincial volume warrants for an all-way stop of a collector roadway 3.8 Robert Adams Drive This collector roadway should not be provided with any unwarranted all-way stop controls or other measures, which could shift traffic back to Prestonvale Road. Radar enforcement or traffic calming measures, which reduce speeds but not volume, should be reviewed. 3.9 Future Options for Consideration: A) If collision or operational problems develop at the offset intersection (Prestonvale Road/Claret RoadlWhittaker Avenue), Whittaker Avenue could either be closed or realigned to the north with the purchase of property to eliminate the offset intersection. B) To encourage or contribute to the installation of traffic signals at the Regional intersection of Sandringham Drive and Durham Highway No.2. The traffic signal warrants at this "T" intersection are not presently met. To install the traffic signals prior to warrants being met, the Municipality must pay 50% of the installation cost of approximately $100,000, plus the annnal maintenance costs of $1,400.00. The Region does not have the funding available for a 200 1 installation, but considered a 2002 installation date reasonable. C) To reconstruct and open Phair Avenue between Prestonvale Road and Sandringham Drive, if traffic signals cannot be installed at Sandringham Drive and Durham Highway No.2, due to operational difficulties. Opening Phair Avenue would redirect some traffic away from Claret Road. 1114 REPORT NO.: WD-47-00 PAGE 6 D) Review traffic calming alternatives along Prestonvale Road to restore it to local road volume and speeds. The review should also include the intersection of Prestonvale Road and Robert Adams Drive to encourage motorists to stay on Robert Adams Drive which is classed as a collector road. Robert Adams Drive should also be reviewed to control vehicle speeds without shifting volumes back to Prestonvale Road. 4.0 CONCLUSIONS 4.1 The introduction of an all-way stop at the intersection of Prestonvale Road with Claret Road/Whittaker Avenue is warranted, based on traffic volumes for local roads. 4.2 The requested all-way stop at the intersection of Sandringham Drive and Claret Road is not warranted, based on traffic volumes for a collector roadway. 4.3 The requested all-way stop at the intersection of Preston vale Road and Robert Adams Drive is not warranted, based on traffic volumes for a collector roadway. 4.4 The installation of traffic signals at Sandringham Drive and Durham Highway No.2 would improve safety at the intersection plus shift some traffic away from Claret Road and Prestonvale Road. We live on Prestonvale Road, south of Robert Adams Drive, we have lived here before any of the new subdivisions were developed. Prestonvale was a local road and we went to local and regional council and it was voted to remain a local road. Robert Adams, Sandringham and Glenabby are the collector roads. These roads were put in place to take care of the traffic from these new subdivisions. Robert Adams was barricaded for years because of construction, forcing people to use our road. Sandringham has no lights at highway 2, so residents use Claret and go north on Prestonvale to go out with the lights. Glenabby is a dead end in that subdivision so again people must use Claret and onto Prestonvale to get onto the other Gienabby. At one time, for over a year, Glenabby had 4, four way stops all in a row, and road calming devises. And still they have managed to keep two of these stop signs. People buying a home should check into the designation of the road they are buying on. This road is a collector designed to carry traffic. About 7 or 8 years ago when they paved our road, we found out later that they had widened it to the size of a collector road, and left our side with no boulevard, and cut out the sidewalks to make the driveways which is very dangerous for people walking or riding bikes. . On three different occasions that we know of, cars have drove up onto the sidewalk. Just last winter a car drove up over the curb along the sidewalk and got stuck on our front lawn, five teenagers got out and pushed the car back onto the road and drove off. Luckily we reported their plates to the police. How may times have cars come speeding north on Prestonvale around the bend and taken out the school crossing sign! on the N E comer of Claret and Prestonvale. We do not feel confident enough to let our children 7 and 9 walk to school alone. There is far to much traffic and speeding. Not having a boulevard as a buffer between your kids and the cars makes a big difference. Even the school crossing guard down at the corner of Prestonvale and Claret has had a few close calls. We would like to see 4 way stops at Robert Adams and Prestonvale, and Claret and Prestonvale. Also some road calming devises to slow people down. " / L/--~/~ (~ ;; To Whom It May Concern: Concerning the traffic flow on Claret Rd. in Courtice: I would like to take the opportunity to thank you for reviewing the traffic situation as described below. As a new resident in Clarington, I have been pleasantly surprised by the access that I have had to Council, Counselor Rowe and Public Works. I am requesting action be taken to put into place a solution to reduce both speed and traffic on Claret Rd. As you may be aware, Claret Rd. supports significant volumes of commuter and school traffic. Although I was aware that there would be significant volume when I purchased my home, I was not prepared for the danger that would be posed to the neighborhood children. Presently cars turning on to Claret from both Sandringham and Prestonvale are not required to stop prior to turning on to Claret. Drivers accessing Claret from both streets do not have sufficient time to adjust to parked vehicles and children crossing the street when making this turn. I have informed Public Works about a recent traffic accident which illustrated this. The greater issue at hand is the danger posed to our children. I arrived home one night to an irate commuter who had almost hit one of the neighborhood children. Given the fact that the street is short and speed excessive, a child can check both ways before going into the street to pick up a toy and within the time it takes to take a few short steps, traffic can be upon them from both directions. I have experienced this first hand! This is a disaster waiting to happen! In order to bring about resolution to this situation I would suggest the following actions be taken: 1. That re-routing of traffic to larger arteries take place as soon as possible as per the development plan for the area. 2. That the intersections of Claret and Prestonvale, Claret and Sand ring ham be equipped with 3 way stop signs or another form of traffic control device such as speed bumps. (This will ensure traffic entering Claret Rd will do so at a reduced speed giving our children a fighting chance.) 3. That only local traffic be allowed on Claret Rd. Saturday and Sundays. (This technique is used extensively and successfully in the city of Gloucester.) 1124 ATTACHMENT NO.: 5 REPORT NO.: WD-47-00 I understand that the process to resolve this type of issue commences with a referral to Public Works. Public Works at my request have already completed a traffic survey and have advised that the volume of traffic would not warrant stop signs by the standards applied. Although I would suggest that the length of the street would not have been taken into consideration when evaluating volumes. Given that provincial standards for stop sign placements might not necessarily apply in this case, I would ask that this decision be taken at the level of the Council who is empowered to implement a resolution without delay. I have discussed this situation and my appearance here tonight with many of the Claret Rd. residents and have been assured of their concurrence with the strategy for resolution.
