REVIEW OF LIGHTING AND WINTER MAINTENANCE FOR
PARKETTES AND ASSOCIATED WALKWAYS
Recommendations:
It is respectfully recommended that the General Purpose and Administration Committee
recommend to Council the following:

2.0 BACKGROUND
2.1 At a meeting held on November 1, 1999, the General Purpose & Administration Committee
approved Recommendation #GP A-5l9-99:
"THAT the Public Works Department investigate the feasibility of installing
lighting in parkettes and walkways through parkettes where the parkette does
not have a sports field on a case by case basis;
THAT the Public Works Department investigate implementing year round
maintenance of walkways that have a pedestrian flow that are currently
unmaintained in winter months; and

THAT an estimate be provided of the cost impact so Council can determine
the appropriate priority for this item to be included in the budget and report
back."
3.0 REVIEW AND COMMENT
3.1 Using the Public Works Infrastructure Management System, the Public Works Department
has determined that there are 18 parkettes within the Municipality of Clarington. A table
listing the parkette location, access type and current status with regard to illumination is
provided on Attachment No. 1.
3.2 Of the 18 parkettes, ouly Burk Court is fully illuminated. Lighting was installed along
walkways through Foster Creek Parkette and Peters Pike Parkette in 1994 and 1997
respectively. The playground areas in these parkettes are still not illuminated.
3.3 When considering the need for parkette and walkway lighting, the Public Works
Department considers the following criteria:
. If a walkway is illuminated, the Municipality is indirectly promoting its use at night. A
walkway that directs pedestrians to isolated areas where personal safety is at risk, even
with lighting in place, is a concern to the Public Works Department. Staff will not
recommend the lighting of such walkways.
. Parkette walkways, or walkways in general, that provide a substantial reduction in travel
distance to a defined destination point such as a school or recreation centre (when
compared to the street sidewalk network) are generally illuminated as long as they don't
violate the safety criteria noted above. Examples that meet these criteria are Foster
Creek Parkette and Peters Pike PaIkette.
. Parkettes located directly adjacent to residential homes are generally not illuminated
because it promotes the use of these facilities after dark. This can be disruptive to local
residents because it raises safety concerns with respect to use and leads to complaints
regarding excessive light, noise and garbage.

. Light fixtures located in walkways and parks are generally at a higher risk with respect
to vandalism and, therefore, are more expensive to maintain.
. Where possible, Public Works Staff is promoting the development ofparkettes adjacent
to street frontage where streetlights can provide a minimal level of lighting for the
parkette.
3.4 The parkettes inventoried on Attachment No. 1 were reviewed based on the above criteria.
Ouiy Glenabbey Parkette was considered to require additional lighting. It provides a
significant pedestrian link between Glenabbey Drive and John Walter Crescent (see
Attachment No.2).
3.5 The cost to provide lighting for parkette walkways is estimated at $160 per linear metre, or
$4,000 per fixture, including design, construction administration, construction and utility
hook-up fees. The walkway to be illuminated through the Glenabbey Parkette is an
estimated 100 metres long. The cost to light the walkway would be approximately $16,000
based on benchmark cost data
3.6 Once lighting is provided for a walkway, it should be maintained during the winter months.
The estimated cost to provide winter maintenance for a walkway is $12.00 per linear metre.
In general, walkways in parkettes are very awkward to plow because their winding
alignments are difficult to follow when snow covered.
4.0 CONCLUSIONS
4.1 Based on a site-specific review of parkette locations and Public Works lighting criteria,
Glenabbey Parkette is the ouly location recommended to receive lighting upgrades. Public
Works Department will be including $16,000, for Council consideration, in the 2001 Capital
Budget for the installation of walkway lighting through Glenabbey Parkette. In addition, the
maintenance of the walkway will also be added to the winter maintenance program at an
estimated cost of$1,200 per year.

4.2 Should Council wish to revise current criteria and light all parkettes, it would cost an
estimated $298,000 based on benchmark cost data. The lighting of all parkettes would
likely result in increased complaints from adjacent residents as a result of night usage, and
higher lighting maintenance costs as a result of vandalism. It is important that in the design
of a trail/walkway we consider the appropriateness of the setting and the overall security of
the area.
4.3 Once walkways are illuminated, they are considered by Public Works to be part of the
sidewalk system and it is appropriate that they should be maintained year round.
4.4 Unless directed otherwise by Council, the Public Works Department will continue to
monitor parkette usage and make decisions regarding lighting based on the criteria noted in
this report.
