THAT Report WD-31-00 be received; 2. THAT sidewalk be constructed on the north side of Nash Road between Trulls Road and Courtice Road and that sidewalk on the south side of Nash Road be widened along with the placement of asphalt boulevards to accommodate the high volume of students and other pedestrians; 3. THAT funds required to accDmmodate the projected Nash Road budget DVerrun be obtained by rescheduling the Townline Road Sidewalk Project to 2001 and by deferring Green Road and Martin Road surface asphalt until 2001 and by directing other projected savings from the surface asphalt contract towards the Nash Road project; 4. THAT Public Works Staff report back to Council at their June 26, 2000 meeting to recommend the award of the Nash Road reconstruction project and to provide an update on the project budget based on the tenders received June 14, 2000; and 5. THAT Public WDrks Staff report back to the General Purpose and Administration Committee after the information centre for the Centre Street project and provide an update on the project status. 1139 REPORT NO.: WD-31-00 PAGE 2 REPORT 1.0 ATIACHMENTS No.1: Information Centre Register - April 12, 2000 No.2 Revised Project Budget for Nash Road No.3 Summary of Surface Asphalt Costs 2.0 BACKGROUND 2.1 Since Council approved the 2000 Capital Budget and Four Year Forecast a number of project specific issues have arisen which have forced Public Works staff to reassess project priorities and spending. The following provides a status report of the major outstanding projects in the Public Works 2000 Capital Budget. 3.0 REVIEW AND COMMENT 3.1 Nash Road RecDnstruction from Trulls Road to Courtice Road, Courtice On April 12, 2000 an information centre was held at the Courtice High School from 5:00pm to 7:00pm to provide the public with details of the proposed reconstruction of Nash Road from Trulls Road to Courtice Road. Notice of the information centre was provided by hand delivered flyers and by advertising in the local newspaper. Fifteen people attended the information centre, 12 of which were residents of Nash Road. A register from the information centre including comments is provided as Attachment No.1. In general, all parties who attended the information centre or responded to the project consultants by phone were in agreement that the reconstruction of Nash Road to UIban standards was necessary. There is considerable pedestrian and vehicular traffic generated in the area as this section of Nash Road provides direct access to Courtice North Public School and Courtice High School and indirect access to the Courtice Community Complex. Under existing conditions there is considerable congestion on the roadway at school start and finish 1140 REPORT NO.: WD-31-00 PAGE 3 times. The proposed 10.5 metre urban road will provide the necessary width for student drop-off and pick-up while maintaining 2 lanes of through traffic. The design presented at the information centre called for the existing 1.5 metre wide sidewalk on the south side of the road to be maintained while a new sidewalk would be constructed on the north side of the roadway. Residents expressed concern that the construction of a sidewalk on the north side of the roadway would result in high school students loitering in front of their property depositing cigarette butts and other garbage. Public Works standards call for sidewalk to be CDnstructed on both sides of collector and arterial roadways. This standard was applied when Nash Road west of Trulls Road was reconstructed. In some cases when there are constraints relating to property ownership or grading, sidewalk construction on collector and arterial roads is delayed, however, these circumstances do not apply to this project. It is the recommendation of Public Works staff that sidewalk on the north side of Nash Road be constructed as proposed at the informatiDn centre. To address the residents' concerns regarding potential student lDitering on the north side of the road the design of sidewalk and boulevards for the south side of the roadway were revised. To provide more hard surfaced area to accommodate students, it is now proposed that the existing 1.5 metre sidewalk on the south side of the road be replaced with a wider sidewalk that varies in width from 2.0 to 2.4 metres. In addition boulevard areas between the sidewalk and curb will be paved adjacent to the schools. This will provide a large area for students to gather on the south side of the road and if cDmbined with enforcement by school officials and the police should eliminate the loitering concerns raised by residents. The proposed wider sidewalk on the south side of the road will also address several complaints raised at the information centre with regard to students obstructing the path of other pedestrians. 1 14 1 REPORT NO.: WD-31-00 PAGE 4 As a result of the following factors it is anticipated that the project budget of $750,000 will be exceeded: . design modifications to sidewalk and boulevard areas as noted above; . storm sewer oversizing to accommodate reconstruction of local streets as a result of the recent approval of the Glenview Neighbourhood Development Plan; and . an industry trend of price increases due to fuel costs and work volumes. A revised project budget is provided on Attachment No.3. It is anticipated that additional mDney required to fund the projected project overrun can be obtained from monies saved by budget surpluses from earlier tendered work, by re-prioritizing other projects scheduled for completion in 2000 and from the Public Works Development Charge account. 3.2 Towuline Road Sidewalk from Pickard Gate to Bloor Street, Courtice Plans for the Townline Road Sidewalk Project were also available for public review at the April 12, 2000 Information Centre. No one attended the Information Centre to review the design drawings. Construction of homes in the subdivision adjacent to the proposed sidewalk has slowed considerably lagging well behind Public Works staff projections. Considering this factor it is recOImllended that funds for the project be redirected to finance the projected Nash Road budget overrun. The sidewalk construction can be rescheduled for 2001 when house- building activities next to the proposed sidewalk are complete. 3.3 2000 Surface Asphalt Program Public Works Staff have reviewed pricing obtained for Clarington work included in the Region of Durham 2000 paving and road rehabilitation contract. A summary of budget estimates versus low bid estimates for surface asphalt projects is provided on Attachment No.4. 1142 REPORT NO.: WD-31-00 PAGES Green Road from Highway 2 to Boswell Drive and Martin Road from Alonna Street to Prestonway Drive were included in this year's surface asphalt program. As a result of the slow redevelopment of lands fronting on Green Road and Martin Road it is proposed that these locations be deleted from the surface asphalt contract. By deleting these works it is estimated that approximately $175,000 from the surface asphalt contract can be redirected to complete the work on Nash Road. 3.4 Centre Street Reconstruction from Carlisle Avenue to Concession Street, Bowmanville As directed by Council, municipal staff and their consultants are in the process of preparing a Streetscape and Infrastructure Implementation Plan for the Old Bowmanville Neighbourhood. There have been numerous meetings of a steering committee composed of staff, consultants and residents representing the Old Bowmanville Neighbourhood Association (OBNA). Considerable progress has been made in developing standards to be used for the reconstruction of streets within the Old Bowmanville Neighbourhood and a preliminary design for Centre Street will be presented to residents at an Information Centre on June 14, 2000 between the hours of 5 :OOpm to 8:00pm. Once input is received from the Information Centre, design drawings will be finalized and circulated fDr review to utility companies and the Region of Durham prior to tendering. This process will take approximately 8 weeks to complete, making a mid-August construction start date possible. Given the narrow road width and high public profile associated with this project, it is not advisable to complete the reconstruction in the fall months when inclement weather can cause complications and delays to constructiDn projects. Council may wish to consider deferring this project until next year when it could be combined with the Concession Street Reconstruction Project and tendered early in the year to obtain a competitive price and assure an early construction start date. Public input on the potential rescheduling of the project will be solicited at the aforementioned information centre. 1143 REPORT NO.: WD-31-00 PAGE 6 3.5 Follow-up with Council Information contained in this report regarding the budget for the Nash Road Project is based on estimated costs only and is being provided to Council so they can react proactively should the project run over budget. A delay in the award of the contract will seriously effect the project schedule which calls for the majority of construction to take place during July and August when the schools are closed for the summer break. The Clerk will receive tenders for the Nash Road Reconstruction Project on Wednesday June 14,2000 at 2:00pm. Once tenders have been checked, Staffwill report back to CDuncil on June 26, 2000 and provide a recommendation regarding the award of the contract. A revised project budget based on actual tendered construction prices will also be presented to Council along with the tender award recommendation Staff will also report back to Council regarding input received from the public at the Information Centre for Centre Street.
