Rickard Councillor Ann Cowman, till 12:30 p.m. Councillor Diane Hamre Councillor Marie Hubbard Councillor Maurice Prout Councillor Bruce Taylor Town Clerk, J. M. McIlroy Councillor E. R. Woodyard was absent because of illness. Also present were: Mr. A. C. Guiler, Town Manager Mr. J. Dunham, Director of Public Works Mr. K. Degroot, Treasurer Resolution ##C=80-1564 Moved by Councillor Prout, seconded by Councillor Hamre Suspended THAT the Rules of Procedure be suspended to hear a delegation Rules from the Baseline Community Centre Board. "CARRIED" Baseline Mrs. Brenda Metcalf spoke on behalf of the Board and in Community support of the building of the new Community Centre Centre as soon as possible. Board Resolution #C-80-1565 Moved by Councillor Taylor, seconded by Councillor Prout THAT we receive Report TM-67-80 re Baseline Community Centre and WHEREAS all requirements requested by Council of Baseline Community Centre Board have been met THEREFORE be it resolved that Council approve the building w of a replacement Community Centre for Baseline as per report TM-48-80, October 7 1980 and proceed further with items 2, 3, 4 and 5. "CARRIED" The meeting was reconvened at 1:30 p.m. with the same people in attendance except for Councillor Cowman. Resolution #C-80=1577 Moved by Councillor Taylor, seconded by Councillor Harare THAT the Terms of Reference for the Deputy Director of Public Works as presented by the Director of Public Works and supported by the Town Manager be approved. "CARRIED" Resolution #C-80-1578 Moved by Councillor Hubbard, seconded by Councillor Prout Accounting THAT the newly created position of Accounting Clerk be Clerk approved with the following qualifications: for 1) That this position is not additional staff. Public 2) That the Treasurer's report supports it. Works 3) That the salary is $3,000. less than the salary of the person to be replaced. "CARRIED'' r Resolution #C-80-1579 Moved by Councillor Taylor, seconded by Councillor Harare k THAT the Terms of Reference dated December 22 1980 for an Accounting Clerk, as prepared by the Town Manager, the Director of Public Works and the Treasurer be adopted as follows: 1) Recording all expenditures, quantities, stock control and inventories etc. = 2) Keeping of contract records, including progress payments. 3) Equipment repair and cost records on a daily basis. 4) Progress payment certificates prepared by Consultants. 5) Keeping of job cost ledgers. 6) Review and prepares monthly payment certificates. 7) Other duties as assigned by the Director. and that the job be advertised.
